LS Nod to Bill for Special Status to Backward areas in Hyderabad-Karnataka

New Delhi, Dec 18 (PTI): Lok Sabha today cleared a Constitution amendment bill that will grant special status to six backward districts in the Hyderabad-Karnataka region, with provision for reservation in education and jobs for locals.

The Constitution (118th Amendment) Bill, 2012 to insert a new Article 371-J to provide special recognition for the six backward districts of North Karnataka -- Gulbarga, Yadgir, Raichur, Bidar, Koppal and Bellary -- was passed unanimously.

The Bill was passed with overwhelming majority as all members present voted in favour. Labour Minister Mallikarjun Kharge, who is from Karnataka, said the Bill would usher in development in the region.

The bill provides for establishment of a separate Development Board and equitable allocation of funds for development of the region. Besides, it would provide quota in public employment through constitution of local cadres and reservation in education and vocational training institutions for those who belong to the region by birth or by domicile.

The demand for a special status has been long pending. The Karnataka Assembly and Legislative Council had passed resolutions in 2010 for making special provisions for this area.

Opposition parties welcomed the bill and some MPs also sought special status for developing backward regions in many other states including Uttar Pradesh, Bihar and Odisha.

Former Prime Minister H D Deve Gowda, who hails from Karnataka, complimented the UPA government for taking up the bill and said the issue has been pending for the "last 40 years".

Former Karnataka Chief Minister, Dharam Singh (Cong) said passing of the bill would be "the beginning of a new era". "It is a historic day for Karnataka... This (Bill) will give long lasting justice to people of Karnataka and Hyderabad," Ananth Kumar (BJP), who belongs to Karnataka, said.

Government should ensure that justice is done to the people of the region after 56 long years, he said. Shailendra Kumar (SP) urged the government to provide similar recognition for backward regions in Uttar Pradesh, including Bundelkhand.

"(Backward regions) in Uttar Pradesh should also be given special status," he said. Tathagata Satpathy (BJD) appealed to the government to confer special status on backward regions in Odisha.

Odisha, Bihar, West Bengal and Jharkhand, are among the states that have "sacrificed immensely" for the development of the country, he noted.

"An acknowledgement is overdue and Odisha requires special recognition... Hope the UPA government is sensible (on the issue)," he said.

Complimenting the government for bringing the bill, JD-U chief Sharad Yadav said other backward regions in the country should also be given attention. Any area that is not developed does not contribute to the development of the nation, he said.

Saugata Roy (TMC) called upon the government to provide adequate funds for the Gorkhaland Territorial Administration (GTA) which would help in the development of that region. He also welcomed government efforts to bring development to the backward regions in the country.

Asaduddin Owaisi (AIMIM), elected from Hyderabad, said the central government should ensure that provisions of the bill are properly implemented by respective states. Such a bill should also give benefit to the people of Hyderabad, he said.

    Almost all Congress Leaders jumped and celebrated the special status given H & K region. But the bill was passed in Karnataka Assembly only in 2010 by BJP Government. Shame on Congress or JDS Leaders who failed to pass the resolution even in Assembly and now jump like monkeys to take the credit?

    This amendment Bill was stalled due to BJP's objection under the pretext of the resources which made available by Central Govt should be presided by GUV.Venkaih Naidu,Standing Committee Chairman objected and sent back to UPA for a review! But mean time Six District's Citizens virtually planned to revolt against Karnataka GOVT.Seeing danger ahead Shettar wasted no time to recommend the Bill in it's original form. Finally,KARNATAKA GOVT/BJP PARTY unwillingly agreed this package for political reasons.Another important condition is the resource of Central govt which is provided to H/K area under new amendment could not divert to any part of the Karnataka for whatsoever reason.With this package, BJP loosing ground in all districts politically.

    For prosperity, let us be generous in lauding the good work be it from anybody, and slow to criticize!
    1. Let us analyze, why some part of the world has developed and some not?
    2. Why some developed Countries later ruined? There are constructive, destructive and neutral forces. Like old age saying "Kumbaranige Varusha, Kolige Nimisha"
    3. Development of Ports, Railways, Roadways, electricity, Post & Telegraph, Education, Automobiles, Computerization etc. was not easy. 4. People had lot of reservations, apprehensions and tough opposition to adjust with the changes.
    5. Whole countries backwardness could not be removed in once go with magic wand it has to be pragmatic. One who has genuinely worked for and done good things can understand how difficult and time consuming to build the nation.

    Do not spend tax payers money for developing Bangalore alone. This is what has happened so far. Govt spending in every district should be proportionate to the revenue generated. In that point of view even undivided DK (Tulunadu) is not given justice. It is private sectors who contributed for the development of this part of the state.

    Excellent, Hyderabad Karnataka has got special status, which is commendable & appreciable.
    But who is responsible for this backwardness after Independent Inida (1947). Whom should we blamed for this Navtanki. There is Panchayat to MLA/MP representation in these districts. Then how this can happen since these districts are not tribal or thick forest belt like Chattisargah, Orissa & MP some parts, etc. These are political convinience & making fool of electrorate. The lesson is that creat problem & keep alive for couple of decades to resolve.

    Afterlong period the dream become true to Hyderabad Karnataka backward areas.Thease area need lot of devlopement,which can be possible now.State govt must act on this.Don't keep this bill in the file but act on that.

    Congrtualtions to all Kannadigas and especially H/K area Kannadigas.This constitutional amendment Bill will change the landscape of backward of the 6 districts of Karnataka-Hyderabad area.This will spur infrastructural development like road,hospital,education,housing,employment reservation etc etc.I think the timing is perfect for CONGRESS to grab the mandate of the six Districts.As per visual media clipping short while ago, all six districts are in festive mood.I think Article 371 Amendment bill will open Pandora box to ask for such status to other backward territories of India.However, it is a victory for the H/K special status agitation committee.Anyway Congress scored a crucial winning goal in this subject.The resources which made available by Central Govt under the Amendment of 371,will be supervised by GUV of the state and used solely for the entire development of backward districts of H/K area.
