Shobha Demands Separate Wings in All Urban Police Stations to Help Women

Bangalore, Jan 2: Karnataka’s Energy Minister Shobha Karandlaje, the lone woman minister in the Jagadish Shettar-led BJP ministry, has taken the unusual step of writing to the Chief Minister demanding urgent steps for establishing separate wings in all police stations in urban areas to help women file complaints pertaining to any atrocities against them.

Karandlaje, a staunch supporter of former chief minister B S Yeddyurappa in or out of power despite the latter’s decision of quitting the ruling BJP and floating his own regional outfit of Karnataka Janata Party (KJP), has also taken the unusual step of a cabinet minister releasing the letter to the media soon after dispatching to the chief minister.

In her three-page official letter, Karandlaje has listed eight specific points asking the chief minister to take immediate steps to reassure the women.

Separate wings in all police stations in the urban areas must be established forthwith, the minister said demanding that the State Government must designate an officer to handle complaints from women in the urban police stations.
 

15 Rape Cases Registered in State in 2 Months
 
She also said separate wings should also be set up at least one police station in each taluk in rural areas to create conducive atmosphere for women to visit police stations and file complaints.

Ms Karadlaje lamented that as many as 15 rape cases were registered in the State during the last two months and pointed out that it was matter of serious concern.

There were instances of police hushing up cases in several incidents, she claimed and suspected that the police must be working for ''providing protection to influential people.”
 

Stringent Punishment Needed for Rape Accused
 
The police have been neglecting complaints filed by women, the minister alleged and said there was a need to amend the laws to provide stringent punishment to the accused in rape cases.

The State Government should take women’s security as a priority and give special attention to dealing with cases of rape, she said.

Karnataka State Women Commission (KSWC) should be strengthened, she demanded.
More powers need to be given to the Karnataka State Women Commission to enable it to play a proactive role to safeguard women’s interests, the minister said.
 

Permanent Compensation to Rape Victims Must

The minister also demanded installation of CCTVs in all police stations to ensure transparency in registration of cases.

With regard to rape cases, permanent compensation should be given to women and share in the property of a person involved in the case, she said.
 
It remains to be seen if her mentor and KJP leader Yeddyurappa will take up the suggestions of Karandlaje.

Incidentally, it is not known if Karandlaje decided to write to Shettar and immediately release it to the media as part of a larger political strategy in consultation with Yeddyurappa.

    Shobaji Its no worth to establish separate ladies wing in urban police stations for few months period, but to educate the police personnel to behave in human manner with victims, Many of the police stations in K'taka doesnt have proper buildings of their own. many police stations still located/ operating from hundreds of year old buildings without any development (for example you can visit mangalore central jail/ Bunder police stations). Better to develop them to state of the art, well equipped model police stations in the state. Then you can think of establishing women wings, teenagers wings etc.,

    shobaji not separate police station but reform, training of the present police force and better distribution of them is needed. by having women police officers things wont be better. women police have highly mishandling the protesters in Delhi. some one must rape u then u will think of practical solutions. we need total change in our system starting from lower education. we need politicians like u change ur dirty mind set. we need humane law enforcing officers. our laws are good enough to maintain peace, respect they need to be enforced. we need society to understand them and all must be equally treated then the change will come.

We still can not forget how these illiterate youths were jumping on innocent girls in homestay like hungry wolves. How police can act when they are totally at the mercy of Sene and Dal of our state.

    This is a difficult issue to find a solution. There is every chance that innocents will get punished because at least 50% of the rape cases are not rape cases instead they are consensual sex cases which are termed subsequently as 'rape' when the promise of any kind is not fulfilled.

    However, the Delhi type rapists deserve gallows.

    This is wrong. We are separating everything reservations i.e. Ladies seats in bus/train/jobs for ST/Sc etc. Please devide the people as now a days it should be everything is equal. Ladies must go to the any police station to register their complain, and there should be one lady police personal to attend the lady's complain, but don't open separate wings or separate police stations for ladies. If the complain is regitered than there should be a one central complain office to give complain against the police station. People will suggest so many changes they may ask separete personnel for each lady to protect her but whose money is going( tax payers money?)

    Surprisingly, Shoba Karandlaje did not utter a word when young girls were raped / molested / robbed during the beer pub & homestay attacks in Mangalore by BJP affiliated hooligans in Mangalore. The girls at the homestay were even robbed of their cell phones, vaulets,gold chains, credit cards, money etc. Why is Shoba straining her vocal chords now ? What action did she propose to the Govt. of Karnataka ( as a Minister even then ) regarding the same ?

    Even Sushma Swaraj seems to be straining her vocal chords on this issue now but turned a blind eye when these attacks were televised throughout the world as to the criminal acts committed by BJP affiliated activists, in this BJP run state !!

Furthermore, woman need to realize that, because ion favored males who had many mates, men tend to read signals of acceptance into a woman’s actions even when no such signals are intended. In spite of protestations to the contrary, women should be advised that the way they dress can put them at risk.
    Now let us look closer into some of the psychological disorders that may put a person at greater risk for becoming a rapist or rape victim:
    Schizophrenia is a possible mental impairment that could put a person at risk to be both a rapist and a victim. The definition of Schizophrenia according to David G. Myers “Psychology” ninth edition is, “a group of severe disorders characterized by disorganized and delusional thinking, disturbed perceptions, and inappropriate emotions and actions”. People with this particular illness may be particularly vulnerable to be raped if female –and to rape if male (though the opposite can occur, with humanity anything is possible). The daunting question is would the rapist in this case be culpable for this action given the circumstances? The jury is still out on that issue –but in most cases, probably not. The rapist must have a full understanding that rape is wrong and the consequence for doing so is prison or death.
    Hence the weaker sex, women should take extra precaution like dress modestly, move in groups, learn self defence, always remain in touch with loved ones, avoid late night show and alcohol at parties, never take a bike/car lift from a stranger and never go to an isolated place even with your own male friends.
    Better safe than sorry!

    A welcome proposal at this critical time! I don't think it is politically motivated in anyway since this demand has come from a woman minister and it is meant to help women. A separate wing for women in police stations is a just demand so that victims of rape or sexual atrocities may approach police without fear or embarrassment. Further I suggest these separate wings must also be headed by tough and honest lady officers.

    There are 906 police stations in Karnataka out of which 10 police stations are considered all female police stations.We have two all female police stations in Mangalore and Udupi.Out of 97000 police personnel 3800 female personnel(female police)It is less than 4% for the female population of 49.5% in Karnataka.Every police station must have 50% female police personnel which needed to be rectified.After Delhi's episode the rape and murder, atrocities against women folks are increasing through out India and particularly in Karnataka it is indeed ascending path.Today itself more than 4 rape cases are registered and in one particular case a female child was battered to death(Uppali in Chikmagalur)So,Shobhakka's letter has enough weight to be serious by the govt.

I guess her outgoing calls were barred as she dint pay the BSNL bill since BSNL was formed.     What a letter from Shobakka!!being cabinet colleague, she did not hesitate Shattar and R Asoka to take them for a task.Being a responsible Cabinet Minister,Shobhakka doubted the police action with regarding to rape cases recording!!!!!!!!!!!!!!!!!!!!Do you now agree that Karnataka/Bangalore stands highest rank in South India with regarding to atrocities against women?
