All Colleges Told to Set Up Separate Cells to Tackle Complaints from Girls

Bangalore, Jan 10: Waking up after the nation-wide public outcry over the recent gang-rape and death of a 23-year physiotherapist in Delhi, the State Government has come out with a set of 12 guidelines to ensure the safety of girl students and women staff in all colleges in Karnataka.

All the Colleges in the State have been asked to mandatorily to set up a separate cell to receive and hear complaints of harassment, including sexual harassment from girl students and women lecturers, State Higher Education Minister C T Ravi said.

Speaking to reporters on Thursday, the minister said all the Colleges have been asked to strictly adhere to the 12-point guidelines to ensure the safety of their girl students and also the women staff, including lecturers.

All colleges have to set up a special committee headed by the principal and constisting of senior women lecturers, girl students, parents and eminent persons from society as its members.

The decision to issue guidelines was taken at a recent meeting of vice-chancellors, who suggested setting up of such a cell headed by principal and head of the educational institution.

Ravi said the cell should hold a sitting at least once a week and each college should also constitute a task force to ensure safety of women lecturers and girl students.

Details and contact numbers of committee members to be displayed in front gate of the college, Ravi said and made it clear that there will not be any exceptions to the norm.

The Cell and the task force should file a complaint immediately with police on receipt of information on any kind of harassment.

In the event of the charges being prima facie proved, the minister said the accused staff member shall be placed under suspension pending an enquiry.

Special attention need to be given about safety of girl students and women staff on college campus and hostel, he said explaining that all colleges must have at least two periods for teaching moral education and value based education in a week.

College staff or the resource personnel to be hired for teaching moral education, Ravi said.

Workshops should be organised to promote sisterhood and brotherhood relationship among students, he said.

Colleges must also keep a suggestion box to lodge complaints privately by girl students and set up a helpline.

Appointment of a contact officer in colleges would also help girl students to inform the management about sexual harassment, he added.

    How many women were found to have raped their opposite gender ? Please give ONE example ??? I may agree that all women are not saints nor are all men aren't both these categories supposed to satisfy their requirement from a trade that is called 'Prostitution' ?

    How come so many women (daughters and children) are raped ? How come women are thought to be relieving station by these animals ? Please... spare the common mans society and live in your own hell !

    Women in Karnataka are surely in a fix. They can't go out with a male relative unless there is a 'Rakhi' on his hand or a 'Mangal Sutra' on her. At the same time, she can't go alone !

    Which century are we living in ? Why then are our daughters educated ? Shouldn't they be confined to four walls with an objective of being a child-bearing machine ? What a shame !

    Does protection of modesty apply to women alone ? Aren't road-romeos accountable for roaming the streets too ? Where are the parents of these males ? Have you only male off-springs none female ?? Common people - home is the first school ! Educate your sons that a woman is yours only after you marry her - you can't nibble on each and every woman ?? And, demand that they involve in some income earning habit than goons on hire ??

    After your 'Sex Thrills but Kills' line comes this discourse,which though gives valuable 'tips'to avoid molestation puts a Dampener on Celebrations!! Many a 'male' and 'female' come together during celebrations my friend to form a holy union! If you sit like a 'gumma' at home fearing molestation all the time 'life' becomes sick! There are aberrations no doubt,but this is the kind of world we live in. To be paranoid about something that may happen isn't going to help anyways! The onus should be on 'celebrating' human life which we are lucky to get by God's grace! Your 'stare' at life and it's wonders ,no matter what others 'stare' at! Got my point?

    There should be Moral Class and the girls should follow these practical Tips to avoid molestation. Molestation could happen to girls if they are generally at crowded places or at lonely places. Molestation could happen anywhere though. We cannot rely on the police to be present everywhere and hence we need to take care of ourselves. The following tips may help us to avoid going through such an experience.
    1) Avoid going in a very crowded bus or train. If in a local train avoid traveling in the gent’s compartment. Once it gets really crowded around you, it becomes impossible to protect yourself from molesters.
    2) If you are returning home late then make sure that you have male company to you or you have your own car or vehicle to get home safely.
    3) Avoid going to places where there is a large crowd of people like Festivals, Sporting events etc. If you do visit such places then there is every chance of being pushed, touched or groped in a crowd.
    4) If you are all alone in a public place and you have people passing lewd comments or staring at your private parts then it is advisable to either leave or inform any police officer or any decent gentlemen who are around. But if you see a gang of miscreants passing comments at you, then you should leave from the place before it gets uglier.
    5) If you are partying or at a pub, stay away from strangers who maybe under the influence of alcohol. Be careful of strangers and don’t reveal contact details easily. Teach kids to follow the basic tips on cyber safety.
    6) Avoid too much skin show or unnecessary exposure at an inappropriate place. It will just invite stares or lewd comments from people.
    7) Do not share a rickshaw or a cab with unknown people at a deserted location. Avoid taking lifts from strangers.

    All in all be alert wherever you are. If people do pass comments, eve tease when you are alone then it’s advisable to get away from that place first and then report the matter to the concerned authority.

    I am not hopeful of any positive result with the formation of seperate cell mooted by the government.All most all police stations/top officers are made ineffective by high handedness by politicians/highly regarded public figures in the state.Many recent cases of rape/murder have not made any headway in the state.
    Political will is needed to bring the menace to a halt which can not be expected in the present secenario.Police needs to be inspired by "Singham" popular hindi movie to discharge their duties fearlessy to meet the spirations of public.Till then people have to live hopelessly.

    Nothing will happen...Even after strict vigilance by Management headed by PRINCIPAL against ragging,it is taking place unabated almost every college!!Principal or management even hush up when serious nature of criminal actions had been taken place in the name of ragging/taming younger students by elders .Fine, local Police SI should in the cell..is it possible?
