Speaker Bopaiah lands self, ruling BJP in a row

Bangalore, Jan 23 (IANS): Karnataka assembly Speaker K.G. Bopaiah Wednesday landed himself and the ruling Bharatiya Janata Party in a major controversy as he was not present in his office to receive the resignation letters of 13 BJP rebel legislators.

Speculation was rife about his whereabouts - from he has gone out of the country to he has been sent to a neighbouring state by the ruling party to delay receiving the resignation letters.

The issue has now reached Governor H.R. Bhardwaj as the 13 legislators met and briefed him about the absence of the speaker and sought a probe into it.

The 13 legislators who want to quit the assembly include Public Works Minister C.M. Udasi and Energy Minister Shobha Karandlaje, who resigned from the Jagadish Shettar cabinet earlier Wednesday.

Udasi asserted that the speaker was absent even though "we had told him yesterday (Tuesday) that we will meet him today (Wednesday) to give our resignations".

Udasi, Karandlaje and the 11 legislators waited in the speaker's chamber for over an hour to submit their resignations from the assembly.

These legislators were angry that the speaker's office staff was not aware of his whereabouts - whether he is in the country or out of it.

What seems to make the matters worse is that top officials of the speaker's office were also not present in his chamber, leaving a joint secretary to pacify the agitated legislators.

This is not the first time that the speaker finds himself caught in a serious controversy.

In mid-2011, he had disqualified 11 BJP rebel legislators and six Independents just before then chief minister B.S. Yeddyurappa was to seek a trust vote, thereby effectively reducing the voting strength of the members in the house.

The Supreme Court had quashed his order and pulled him up for not following proper procedure.

The speaker's absence came in handy for Yeddyurappa, who has quit the BJP and the assembly to lead his own outfit, Karnataka Janata Party (KJP), to lash out at his former party and Chief Minister Shettar.

Terming the BJP and Shettar "shameless", Yeddyurappa demanded that the speaker be made to return to Bangalore "within 24 hours" to receive and accept the resignations of the rebel legislators.

These legislators want to join the KJP as they are staunch followers of Yeddyurappa.

    I never supported any bad comments on anyone. In this subject matter, daily life of people or emotions are unaffected. Then why bad comments? HAVING SAID THIS, I DO NOT SUPPORT ANY BAD COMMENTS IN ANY CASE BECAUSE WE ARE ALL CHILDREN OF MOTHER INDIA.
    Coming again to the subject,
    (a) this issue has no relevance now because the government has almost completed its 5 year term & by removing this government nothing great can be achieved.
    (b) If Congress or JDS is trying to remove this government, it is a matter of principle. Rebel BJP MLAs doing this is not a matter of principle but a matter of vengeance
    (c ) Speaker should act neutral. He cannot support rebels, in spite of his good relation with rebel leader Mr. Yeddyurappa. He must have learnt how to behave neutral after supreme court slammed him in his previous case for biasing towards Mr. Yeddyurappa. We must appreciate that he has learnt how to be neutral and not biased towards a person.
    (d) Being a professional, I cannot sit on my office chair all 365 days in a year. Also, if Mr. Bopaiah is not looking after his constituency, he will not do justice to the people. Then also bad comments on him. If he looks after his constituency, then also people comment on him telling he is not available in his office. If he biases towards Mr. Yeddyurappa, then deservingly bad comments. If he is not biased to Mr. Yeddyurappa, then why bad comments?
    (e ) Keep yourself unbiased towards any party or any personality for few minutes and think (because you are a Mangalorean and can think better than others), definitely you will realize that bad comments on Mr. Bopaiah is not correct.

During the absence of the Speaker from any sitting of the Assembly the Deputy Speaker or, if he is also absent, such person as may be determined by the rules of procedure of the Assembly, or, if no such person is present, such other person as may be determined by the Assembly, shall act as Speaker.     Bad comments against respected Mr. Bopaiah is to be stopped. Because, he need not sit in his office every day, after all he is also an MLA and has to be there in his constituency. He has all the right to take leave and go for a jolly trip because he is also a human being. Normally the resignations are faxed to speaker's office. No need of hand delivery. Even after receiving the resignation, he need not accept it. He can always send it back to MLAs asking reasons & for reconsideration. For example, in case of Mr. Sriramulu, he did not accept it for almost 3 weeks.

    It is indeed sad that a (80%) majority community cannot unite and strengthen a political party even after 67 years of Independence from the British. Now we can get an answer on how easy it was for the British to enter and rule our country. It is very strange that, none of the alliances are coming forth to save the government. The BJP is a name of a party that combines, RSS, VHP, Bajarang Dal, Rama Sene, and so many women wings. All this wings of BJP come up very often and make shows now and then and make road shows, samajotsava Rallies etc. All is a big joke today. No wonder why Indians get noticed everywhere in the world.     If the speaker is deliberately hiding it is condemnable and speaker must be immediately sacked. But how you can judge that? Speaker or CM need not wait in their office to receive the resignation. They can go any where on their routine job. 13 legislatures can submitt their resignation to the governer Or they can wait till speaker to return. Why the hell these 13 people were waiting till today? they could have resigned immediately after Yeddi formed the new party. Now wait for some time. Congress supporters giving lecture on democracy is just like the phrase " Billy which went to Hajj after eating 100 Chuva". Congress distroyed democracy when cash for Vote happened in the parliment. Today nothing undemocratic thing happenned. Speaker will accept their resignation immediately after his return. Nobody can force him to sit in his office to receive the resignation.
