BJP Govt in majority, says H R Bhardwaj

Bangalore, Jan 26 (PTI): In a relief to ruling BJP that faced threats of instability, Karnataka Governor H R Bhardwaj today said the Jagadish Shettar Ministry still enjoyed majority after 13 party MLAs anounced their resignation, but he would order a floor test if he felt it has been reduced to minority.

"On the day on which the government comes into minority even with one MLA less, I will issue notice. Now 13 MLAs have resigned but the government is still in majority," he told reporters as Shettar stood next to him after the Republic Day function here.

Bhardwaj said he would act according to the advice of Shettar as long as he was the Chief Minister, but wouldn't do so after his government had lost majority. "I will not do any unconstitutional work. I am watching," he said.

Question marks over the Shettar government's survival were raised after 13 MLAs loyal to Karnataka Janata Party chief and former BJP strongman B S Yeddyurappa announced their decision to quit assembly membership. The MLA's bid to push the government into a corner, however, had been in vain as Assembly Speaker K G Bopaiah was not in station, an issue over which they cried foul and petitioned the Governor to whom they submitted copies of their resignation letters.

The Governor's remarks come as a relief to the over six-month old Shettar Government as it has belied hopes, at least for the present, of Yeddyurappa to force the exit of the BJP Ministry ahead of assembly elections due in May.

Bhardwaj said today that Shettar was the Leader of the BJP Legislature Party and it was left to him to take action on the issue of resignation by 13 MLAs.

Noting that the Assembly has been convened to meet from February 4 for the Budget session, Bhardwaj said he was studying the situation. "I hope Karnataka continues to function as per the Constitution and we (I and Chief Minister) will not rush through," he said.

Asked if he would direct Bopaiah to accept the resignation of 13 BJP legislators, he said said Speaker's was an independent and very high office and he cannot dictate terms.

To a query on Yeddyurappa's remarks that the state was facing a Constitutional crisis following the resignation of the 13 MLAs, Bhardwaj said the government still enjoyed majority and it was left to Shettar to act in this regard.

"However, each day of the budget session is a test for the government. We should not say there is a Constitutional crisis. We are living in a democracy which has been interpreted by the highest court of the land (Supreme Court in the S R Bommai case). I will not go against the Constitution."

Bhardwaj said he would be addressing the joint session of legislature as it is his obligation and a privilege to do so.

"But I am watching the situation minute-by-minute, hour-by-hour and day-by-day. I will protect the Constitution and he (Shettar) has assured me in this regard," he said.

Shettar said his government enjoyed majority and would present the budget. "There is no threat to my government. The Governor has agreed to address the Joint Session."

    I wish croocked Yeddy will lose his chaddi. Even BJP comes to power no problem, but, efficient leaders like DVS should be CM who really work for people & state. BJP is not bad, but, few leaders have damaged the image of BJP beyond repair. Look at Mr. Parikar, BJP CM of Goa. People are happy with his ruling. Yeddy ? No, not at all. He is power hungry, shameless and trouble monger. Due to him, we Kannadigas have to hang our head in shame. We need a leader who will unite us and encourage peaceful co-existence of Kannadigas, irrespective of religion and caste.

    Now since all the corrupt ministers are out of BJP, the party should be given a second chance in state to rule with remaining inocent ministers.
    All the corrupt ministers should be brought under law and strict punishments should be imposed for corruption. Also these people at any cost should not be re-ellected.

    In future BJP shouldnot compromise with any outsider. They should only give tickets to the people who are working hard for the party from long time. There are so many honest people one can find in BJP. If that happen people of karnataka should think and re-elect this government. And development should go on. WE should understand the only party in India with internal democracy is BJP. Even a senior most person in other parties cannot raise their voice. In BJP seen is different anything wrong with the party voice raises. Where the democracy is there, there development happens.

    Everybody knows that patient will die within 3 or 4 months time now. So, whether Congress, JDS or KJP, will not dare to face the public with “Government toppling Party” sticker on their forehead. 13 MLAs’ resigned from BJP but never said that they will vote against BJP Government. By leaving out these 13 MLAs’, BJP got any opportunity to say that they have parted away with tainted MLAs’. Since entire India witnessing anti Congress mood, I hope Karnataka will not be the exception too. Though BJP will not gain 117 Seats in coming election since Reddy & Yeddy Partners will take away few seats of BJP but Congress and JDS will gain nothing, instead they have to struggle to keep their current seats intact

    From day 1 of BJP Govt , every one wanted to break it, all wanted that it should not finish 5 yrs of Govt.
    There were many game plans before also. But bad news is nothg had worked out.
    Bhardwajis always wanted to topple the Govt, he tried many times before with little chance.
    Any ways this Govt has came this far , that is good. If you compare this Govt with last 5 yr Govt , this Govt did better , if you agree or not.

    this man does not want bjp to fall despite bjp has minority. if bjp falls jds may protect it.this may eventually endup with bjp/jd(s) friendship.     Dinesh poojari...in fact I am differing with GUV.I tell you what he should not be agent of the govt and it is sole right of CM of claiming Majority.That statement from Guv completely wrong.As of now Shettar enjoys slim majority and when these 13 MLA's resignation accepted then there is a question arises.If HDK or BSR/Independents come to the rescue in writing then GUV had right to say Shettar enjoys majority.No party want early election @ this juncture but the problem of all non ruling parties are tabling of FULL BUDGET(populous)which may benefit ruling party.

    I think this is a game plan cooked between Congress and BJP. The BJP is Govt. in a mess in K’taka and they want to prolong it till the election. In center the CAG unearthed another scam in a much hyped scheme which brought non-performing UPA Govt. back in power 2009, the farmer loan waiver of 60,000 Crores. The leak of CAG report says out of 90000 samples accounts of the farmers they audited 25% of them were fraudulent. Now in the center BJP will downplay this scam to save their govt. from another embarrassment and in K’taka Congress will bail out BJP, otherwise this Governor never missed a chance to humiliate the BJP Govt. till now. Why this big change of heart? Or Congress is afraid to go to election now because it is lost total creditability and all youth and elite of India are furious against the inaction.

    'GUV watching'minute by minute/Hour by Hour/day by day!!! What is watching if 13 MLAs resignation accepted, Govt will be in minority. I don't think GUV has a say in the majority/minority status in this circumstances. If he feel that this govt lacks numbers then asking to prove the majority is right decision. Protector of the Constitution, GUV had several occasion to act up on as in Karnataka anti- Constitutional and anti democratic incidents happened more than one occasion.

    STAGE 1: Installation of Govt with pomp and glory
    STAGE2: Development of 3 factions named as, a) Supporter b) Dissidents c) Neutrals
    STAGE3: Disruption period-1 (Ministers/MLA’S face corruption charges, h ide and seek game, drama of resort visit and horse trading).The leader of dissident becomes chief minister.
    STAGE4: Disruption period-2(Repetition of STAGE3) The leader of neutral(among ruling party) becomes chief minister
    STAGE5: Crisis at its peak, vote of no confidence motion, Govt looses majority finally leading to election/by election
    This happened several times before in our state.
    Can this time ruling govt. in Karnataka able to survive is a million dollar ?

    We have a smart Governor H R Bhardwaj .He was a lawyer and that is reflected in his statements. He is clearly aware that there is no majority in the assembly but he want to upheld the statement of the CM.If the opposition insists for a floor test for proving majority and then Governor has right opportunity to do so and dismiss the government within no time.
    What a shame for the citizens of Karnataka who voted the BJP government which had three CM’s in four years and not a single day that was peaceful.
    Now the speaker is missing in the action and it is like a Hollywood movie with Bollywood climax. The villain Eddy is in action and former CM Gowda is a mute spectatator.
