Bangalore: Bounty for religious bodies in BJP's pre-poll Karnataka budget

Bangalore, Feb 8 (IANS): More than Rs.125 crore for religious organisations, rice at Rs.2 a kg for poor, schemes to woo farmers, benefit for government employees working in Bangalore, and no fresh taxes mark the BJP government's 2013-14 budget presented Friday to poll-bound Karnataka assembly.

The overall outlay of the budget presented by Chief Minister Jagadish Shettar is Rs.117,005 crore, including Rs.22,310 crore for agriculture. The allocation for agriculture is presented as a separate budget since 2011.

This is Shettar's first budget and the Bharatiya Janata Party's last of its first term in office in this southern state.

Elections to the 225-member assembly, which includes one nominated member, are due in May.

Shettar continued the tradition of doling out public funds to 'maths' run by various communities. The practice was started by the BJP's first chief minister of Karnataka, B.S. Yeddyurappa, who has since quit the party to lead the Karnataka Janata Party (KJP).

Shettar said: "An amount of Rs.100 Crore will be provided for buildings, development of works, rejuvenation works and other activities of religious institutions of different communities."

Besides this, he allocated over Rs.25 crore mainly to maths run by Lingayats, the state's dominant caste group which is generally believed to be backing the BJP. Shettar belongs to the community.

Claiming the budget proposals aimed at "inclusive growth", Shettar, who took office in July last year as the BJP's third chief minister in the state, sought assembly approval for a vote on account till July 31 as the legislature would not have time to debate and approve the budget.

The session began Feb 4 and is to end Feb 15.

Shettar kept his pre-budget word that he will present "people friendly budget".

The presentation went off smoothly and was a relief to both Shettar and the BJP as Yeddyurappa had threatened to pull down the government ahead of the budget day.

Yeddyurappa got 13 other party assembly members to quit the party and the house ahead of the budget session.

However, he could not get any more of his supporters to quit the BJP and Shettar is surviving with a wafer-thin majority in the assembly.

The main budget proposals are: rice at Rs.2 a kg to the below poverty line families, setting up of Farmers Income Commission, continuation of scheme for zero interest short-term crop loan of up to Rs.100,000, government staff working in Bangalore city to now get 30 percent instead of 25 percent of their basic pay as house rent allowance, financial support to set up Cyber Cafes in each grama panchayat (Village panchayat).

Seeking to woo farmers in an election year with a slew of measures, the BJP government in Karnataka today enhanced the budget outlay for agriculture and allied activities by 13.5 per cent to Rs 22,310 crore in 2013-14.

While continuing the scheme of free supply of electricity to the irrigation pumpsets up to 10 HP in 2013-14, Rs 5,250 crore will be provided for payment of subsidy to the electricity supply companies, Chief Minister Jagadish Shettar said.

Electricity consumption charges of pumpsets belonging to the already existing and working farmers lift irrigation cooperative societies up to 50 HP would be reimbursed, he said in a separate agriculture budget for 2013-14, ahead of the general budget, in the Legislative Assembly.

The scheme of providing short-term crop loan up to Rs one lakh at zero per cent interest from cooperative institutions and at three per cent from commercial banks would be continued.

Besides agriculture, this budget encompasses the sectors of sugar, horticulture, animal husbandry, fisheries, sericulture, cooperation, agriculture market, water resources and minor irrigation.

For price support operations, funds up to Rs 1,000 crore will be facilitated in the revolving fund, Shettar said. It's the third time that the BJP government came out with a separate agriculture budget. Assembly polls are due in Karnataka in May.

Shettar announced creation of a basic database of farmers containing comprehensive information such as land-holding, category, address and facilities availed, and distributing pass books containing them.
For the much needed improvement of Bangalore infrastructure, Shettar has allocated just Rs.6,203 crore.

    Ofcourse it is a historical budget. Everything is to God. Poor people breath air & drink water free of cost. No schools, no orphanages, no old age homes, no hospitals but Mutts, temples, mosques and churches because God is homeless and BJP is providing shelter to God to fool people. No doubt we have a very very efficient govt. formed by party with a difference.

    Karnataka Budget will laid foundation for UPA Central Budget presentation too. To counter attack BJP proposal in Karnataka, I am sure Congress will give special attention to our State too. If that is the case, then we are really thankful to BJP Government in Karnataka. In this report, only money given to “Hindu Math” has been disclosed but not the Budget allocation to other religion too. But one think is sure from our various Government that, everybody trying to please their community by sideling the root cause of development issues

    The budget sounds like cherries on the cream cake.But who will pay taxes? And any respect for people who pay taxes? The people who appeased should know from where the money will come. The BJP government and its actors are new and amature to present a budget which gives Rs.2 per kg rice to the poor. Many of the people who buy rice for Rs. 2 kilo rice will be feeding it to the cattle and themselves consuming Basmati Rice from UP. The main revenue is excise and the main consumer of excise taxed products is the one who are so called BPL people. The government should see that there is check on the distribution system and then bring this Rs.2 Kilo rice.The government should stop spending on Gods.

    Good budget by Shettar. BJP keep it up. Thing is one or the other day all the people will only like BJP, that is for sure. Critics of BJP will become BJP friendly since it upheld's the National Pride. Congress is known for it's VOTE bank politics & to creat communal disharmony. Frankly speaking i was a strong supporter of Congress till 2004, but i realized Congress is only creating Troubles for people by upholding the Minorities against the Majority to create tension. BJP is much more better when they take all people together irrespective of caste or creed. We need uniform CIVIL CODE for all citizens.

    Dear Praveen, Kavoor/Muscat... You are right in mentioning the allocation of funds to religious purposes. But this has become a practice now a days for vote bank politics. Earlier it used to be only for Haj. Now it has spread to almost everything. Tax payers money is very precious, to be used for right public purposes. Religion is a private issue of individual.     Your budget allocation in figures is very nice. We should appreciate your advisers for burning the midnight oil. However we all know figures remain in figures but how much budgeted monies percolate to the root level is to be seen in the coming days before election. We want actions not figures. There are so many common issues non related to religion which require funds. Our religion/cast/creed is a back burner to us compared to the other developed countries having single rule for all religions. We are expert in making and breaking budgeted figures but poor in maintaining records of so allocated funds, which goes in to someone's pockets.Happy budget session, atleast it reached the mark of 100000 Crore this year.

    Presenting more than1 Lakh Crore is not big deal But implementation ?.
    Its Only in Karnataka where Budget is presented before Union Budget.
    What if Union Government allocated less amount in all those Agriculture , Electrical , Industrial sectors ?
    Thats why 5 Years Back Karnataka Govt Loan amount was nearly 60000 Crores now this year it is 120000 Crores.

    Govt is belongs to people & people either belive in God or not (naastik). In the name of religion allocationg fund is not fair. Religion shouldn't mixed with governance.
