Mangalore: UPA government is mastering art of 'declinology' - Arun Jaitley

Daijiworld Media Network - Mangalore (DV)

Mangalore, Apr 27: Arun Jaitely, senior BJP leader and leader of the opposition in Rajya Sabha described UPA government at the centre as a master in the art of ‘declinology’ and said the party is indulging in the management of declining governance.

In a special address on “India 2020 – Issues and Concerns' organized by Citizens Council, Mangalore, at Sangha Niketan on Saturday April 27 evening Arun Jaitely said, “Former President of India Abdul Kalam had a vision to make India a super power by 2020 and it was a defining moment for India’s national aspirations. But India wasted last few crucial years and as such goalpost has been shifted behind. Today the economy is in shackles because of widespread corruption. Crucial years have been wasted in shamelessly trying to cover up corruption."

Being the largest democracy in the world, he said India needs good governance, clarity, determination, a sense of resilience among the people and also need to overcome the absence of a decisive leadership. “When we have a weak government at the centre the decline is visible in every field. This is not just exaggeration but hard fact. India is in need of clarity of firmness, a leadership which is patriotic and is able to defend our sovereignty”, he declared.

Pointing out to China’s incursion, he said “China has entered 19 kms into Indian Territory and our government must have a strategy to deal with the situation. But sadly the centre is clueless and being clueless is not one of the strategies to deal with the situation,” he pointed out. He said we need to visualize India 2020 in the midst of the challenges it faces including our relationship with our neighbouring countries. Pointing out that we are not able to deal decisively even with a small country like Maldives he said India has been facing problems from all its frontiers. “We cannot afford to allow the Maldievan islands to become havens for extremists,” he stated.

"Pakistan has been involved in many provocative acts like cross-border terrorism. It has fought many conventional wars and lost each. We had given a fitting response, but now cross-border terrorism, beheading of soldiers, and insurgence into India's terroritory are not considered as serious issues. The condiction of Indian prisoner in Pakistan is criticial. All this is because of collapse of leadership in the central government," he said.

“We have unsettled border with Bangladesh and there is illegal migration which has changed the demography of Assam and other north eastern states. There is threat not just to our democracy but threat to our very security. We have a government at the centre which is encouraging illegal immigration. This is the foremost example of vote bank politics destroying India."

Jaitely also pointed out that the real worth of our democracy will be realized only when the myth of the family charisma is destroyed and proven ability is given priority. Taking a dig at the dynastic politics of Congress he said that leadership allocation on the basis of being born in a particular family and not because of proven performance, is a great injustice done to the people of the country.

He said a weak coalition anchor at the centre, insurgency, illegal migration, Kashmir issue, conversion of our expanding population into economic resource, lack of stability, vote bank politics and the issue of extremist forces disguising as political parties are some of the challenges faced by India in its dream of India 2020.

Jaitley also commented on the functioning of the CBI and termed it the police agency of Congress. "The CBI is never allowed to do its job honestly. Earlier the interfernce was behind the scenes but now it is in the open," he said.

Taking a dig at Sonia Gandhi who referred to moral policing in her address in the city earlier in the day, he said, "When it is fringe groups, it is moral policing. When there is inteference in CBI will she call it immoral policing?"

"Leadership cannot be created from family dynasties but through proven ability. It is great injustice if it stems from dynasty, caste or religion," he added.

The main challenges we need to overcome to reach the doorstep of a developed nation in 2020 are poverty, health and providing good infrastructure, he said.

He cited insurgency, cross-border terrorism, Kashmir issue, Maoist threat and extremist forces in the guise of political parties as some of the challenges faced by the nation. "The people in Kashmir should be treated in a friendly manner, and be extremely unfriendly towards separatists and the idea of separatism. Maoist problem is a social one where the ideology is concentrated among the poor. This is ideological dictatorship and not democracy. We need to stabilise the population and convert it into economic resource with the help of educational institutions." he said.

"Extremists forces disguised as political parties are in Assam, UP, Mumbai and Hyderabad. This kind of polity should end," he added.

He also spoke on the country's economy which he said would have seen better growth if there had been better governance at the centre. Though the states are doing well, there is a kind of 'policy paralysis' at the centre which has hindered growth, he said.

Guest of honour Brig I N Rai also talked about the challenges faced by India. S Ganesh Rao, chairman of Karavali Group of Colleges presided over the function.

In a press meet earlier in the evening, he briefly mentioned the above points on Chinese incursion and inablility of the government to face the situation. He also said that the logjam in Parliament is the creation of the government, and that the JPC should support the truth.

On the upcoming Assembly polls, he said five years ago the BJP got an opportunity to govern Karnataka. "We grew quite rapidly in the state, facing all challenges along the way. We also learnt by experience. We have faced challenges and conflicts. We found compromises and stood by our ideals. We will continue to serve the people of Karnataka," he said.

The parallel economy based on back money and associated tax benifits is difficult to account for. No reliable numbers available. But one way or the other, the tax that we pay finally makes it to that black money based parallel economy nicely facilitated by the corruption. If you are a honest tax payer, then I still stand with my assertion that the rate Chiddu has decided for you stands at 50%!!!

Jaitley has actually got it correct. UPA Government policies meant that we are battling both high inflation and huge budget deficit at the same time. Something unprecedented. Least expected of Maun Mohan. Worst, it was festival of scams during its rule the scale of which is unprecedented. Call it competing interests of coalition partners or whatever, Congress is presiding over this erosion. During all this, Chiddu is busy collecting tax as they are running out of money to run further scams. Total tax on your income (direct (employer takes) indirect(while purchasing) has now crossed 50%. And in return what to do you get.... careful navigation through pot holes on the road - if you miss the pot hole, wait there is a lorry waiting to run over you as our roads are not wide enough rampant load shedding to mention a few. It's only in Europe that you pay that high taxes.

Dear I would have agreed with your statement if 100% of the citizens were filing the tax returns with actual incomes. Majority of Indians dodge tax so your statement is completely incorrect. The status of the economy is bad today because of the increased consumption of non-essential items (Non Capital Goods which are mostly unproductive).

Both BJP and Congress are in bed with corruption in equal measure. These types of useless rhetoric are hindering India’s progress. Congress is blaming BJP and vice versa. Who is clean here Mr. Jaitley?. Is there a single leader in our country to whom the younger generation can look up to? In these years being in opposition what is your achievements. A fine example is the LOKPAL bill, which was stalled not only by ruling party but also the opposition. As I feel “TUM SABH KI SOCH AUR NIYATH MAE HI KOT HAI”. Full stop.

You are right. Vote bank politics and Corruption is a common denominator of all political parties.
However. in addition to Corruption the BJP pursues and supports a Communal agenda.
Voters like us have a limited choice. We are faced with two evils - on the one hand 'Corruption' and on the other hand 'Corruption Communalism'. So the vote is for the lesser of the two evils.
Those who are unaffected or indifferent to a Communal agenda or favour it mostly vote for the BJP.

    Ajith,Mangalore rightly said.
If ABILITY was the criteria, then He should be NDA candidate for P.M.
He forgot the most Able Prime Minister couldn't re-elect them back to Power in 2004(Vajpayee),
Family Dynasty he speaks about is voted by PEOPLE & not imposed on People like RSS does!
The WEAK(as per claims of NDA) government is brought back to power in 2009 by Manmohan Singh, the first ever person outside Dynasty to do so!
BJP was the WORST ever government to come to Power in our State.
Shameless, corrupt, who supported attacks on weak girls & women in the name of moral policing he supports, Don't know what sort of government he wants in center who didn't feel bad to get kickback in Coffins of slain soldiers.
Its funny how the cow walking behind making fun of the cow in front!
His party never played constructive role in Parliament in bringing Legislations benefiting the Progress of whole Nation.
Till today they are disrupting the Democracy of Parliament by disrupting its functioning while pocketing all the money due to them.
In Vajpayee's time he always went to Sonia to get support while his own party members were against many legislations. Sonia lent him full support, while todays BJP plays Spoil Sport in every day of Legislature.
Shame On You Jaitley, WE want Constructive Satesmen to take forward this Great Nation, not Destructive Communal Minds!

    @ Declan-
You are right in saying Lal Bahadur Shashtri & PV Narasimha Rao were the other PMs
But they were there for 1 term only or were not there to win next election from Congress Party.
Only Man Mohan Singh led them back to power after successful 5 year single term who was not from the Gandhi Nehru First Family.

Somebody please tell him by using some high flown words he can fool us. We in Karnataka do know English very well, but we give importance to Kannada and Sanskrit.
We do know Congress is mishandled by weak leader. Don't worry this problem will be solved in 2014.

Mr. Jaitly you lost a golden chance when you were at the center in 1992. Instead of thinking about India in 2020, you thought about 2020 of your bank balance...!!??? In Karnataka also U got a good opportunity for BJP...you started the same 2020 of bank balance. With your Hindu Card you would have ruled entire India for centuries being 80% of Indians are Hindus..!!!??? But your BJP failed miserably and you can only dream about coming to power again in Karnataka and also at the center......!!!!????

I wanted to know something, What is this 'India 2020 – Issues and Concerns' is for serious concern for the nation or just a election campaign. If it was serious concern for the nation then the talk should not of targeted against any particular alliance. All political parties are master in declinology and our leaders irrespective of party line are masters in amassing wealth.
If it is for election campaign, then there is no need to create a propaganda of this sort. Organise a public function and spit the venom against each other who objects?
