Bangalore, May 13 (IANS): A victorious Congress Monday rained goodies in Karnataka within hours after its state's legislative party leader Siddaramaiah took oath as the 22nd Chief Minister in front of massive crowds at a public venue here.

Returning to power in the southern state after nine years, the Congress sought to reward the electorate, especially the weaker sections with cheaper rice, higher milk subsidy, higher housing credit and loan waivers at a burden of Rs.4,410 crore to the state's exchequer.

"About 10.4 million people comprising the poor, farmers, SCs, STs, BCs and minorities will benefit from some of the promises we made in our election manifesto and implementing as our commitment," Siddaramaiah told reporters after meeting top officials at the secretariat in Vidhana Soudha.

Asserting that all the promises, polices and programmes made in the party manifesto would be implemented during the next four years, he announced that 30kg of rice would be sold at Re.1 per kg to BPL (below poverty line) families across the state from June 1.

"The subsidised rice scheme will benefit 9.82 million BPL families in rural and urban areas and will cost the exchequer Rs.460 crore per annum," Siddaramaiah said at his maiden press conference as chief minister.

Similarly, a subsidy of Rs.4 per litre of milk will be given to dairy producers, which will cost the state Rs.496 crore per annum.

"The milk subsidy is being doubled to Rs.4 per litre from Rs.2 with effect from today (Monday) and will benefit about 7.5 lakh producers or farmers across the state," Siddaramaiah said.

Hinting that some more promises would be addressed in the budget he would present in June, the 64-year-old chief minister announced waiver of loans with interest to the tune of Rs.1,225 crore that would benefit 1.03 million people belonging to the STs (Scheduled Castes), STs (Scheduled Tribes), OBCs, (Other Backward Classes) and minorities across the state.

Of the total beneficiaries, 1.87 lakh belong to SCs, 4,078 to STs, 4.98 lakh to OBCs and 3 lakh to minorities. The outstanding loans of SCs are Rs.186 crore, STs Rs.163 crore, OBCs Rs.514 crore and minorities Rs.362 crore.

The beneficiaries are given loans by the central and state governments under the Ambedkar Development Corporation, ST Deveopment Corporation, Devaraj Urs Development Corporation and Minorities Development Corporation.

Siddaramaiah also announced Rs.45,000 increase in housing loans to Rs.120,000 from Rs.75,000 per unit under central and state schemes that will benefit 2.7 lakh poor families in rural and urban areas and cost the exchequer Rs.1,960 crore per annum.

"As promised in the manifesto, Rs.268-crore outstanding electricity bills under the subsidised Bhagyajyoti scheme will be written off to benefit two million poor people. The power utility (Bescom) will be ordered to restore connection to the affected families immediately," Siddaramaiah said.

Earlier in the day, Governor H.R. Bhardwaj administered the oath of office to Siddaramaiah at a grand swearing-in ceremony under a cloudy sky in salubrious climate at the Kanteerva stadium in the presence of over 50,000 people from across the state.

The historic occasion was marked by jubilant scenes as frenzied crowds went into raptures, cheering while hundreds of fans from Siddaramaiah's assembly constituency (Varuna) and home district (Mysore) staged folk dances to the beat of native music, including drums.

Siddaramaiah took oath in the name of truth and the Constitution after Bhardwaj prompted him in Kannada 'Nanu' (I) twice at the scheduled time (11.40 a.m.) even as the stadium reverberated in thunderous applause.

Among the galaxy of leaders present on the occasion were central ministers from the state Mallikarjun Kharge, M. Veerappa Moily, K. Muniyappa and Rehman Khan and Maharashtra Chief Minister Prithviraj Chavan.

Congress general secretary and in-charge of party's affairs in the state Madhusudhan Mistry and former external affairs minister and ex-state chief minister S.M. Krishna were among the other prominent leaders on the dais.

The absence of noted representatives or newly elected lawmakers from the rival Bharatiya Janata Party (BJP) and the Janata Dal-Secular (JD-S) was, however, conspicuous at the event.

    Sach., Shetty\mundkur knows what he is talking about- he is CA and many other qualifications - cost\profit & loss etc etc on his finger tips and also investments\earnings etc.
    That first days spending in crores complete loss - there is no way to recover that - but our CM Siddu is shrewder than many other wise\intelligent people. He is not the type, just to announce that expenditure without knowing how to recover (he has couple of times drawn out budgets for our State). S.Shetty and such highly paid people are there to pay up, sooner or later to make up for that exp.
    And as for ZERO income for that memorable 1st day, I do not accept S.Shetty's word - he should know better than anybody else that State has Income coming in everyday. Someone has to check that account and tell how much.. I do not know how to find out.... Knowledgeable persons can do that and inform us.
    I'll be grateful for that.

    This is really a very good move and in initiative, which should reach every needy people of Karnataka. Along with this CM has to see that the farm must be utilized by farmers and should be more promotion campaign to grow paddy. The increase in the rate of rice is only due shortage of paddy field all of them are converting it in to either more profitable agriculture or they will sell it to the real estate builders. Yeh one should think of making money and I wish everybody should be rich but it is not at the cost of sacrificing the paddy field , because money you will have but if you don’t have rice what you will buy shortage of rice made the increase in rice per KG. it was a few years ago 11 rupees and now 30 rupees how people will survive. The nation like japan in Tokyo if we go little out skirts of city the agricultural field is still untouched. They give very important for every agricultural field we also should follow the same otherwise people will have money but they will not have anything to buy..so there should be a very good initiative from government to to grow more and more rice. Which will decrease the hunger. Money will bring the money poverty will bring the poverty. So everyone should appreciate agriculture farming needs which will internally connect to so many need of the society.

    I fully endorse the views expressed by Sri Ramesh.S.While there are no two opinions that weakers sections from all communities,farmers should be benifitted by the governments incentives,loan waiver is not at all a good move in this direction.Loan waiver excercise not only promotes corruption but also kills the basics of financial system in short term and also in long term.Best way of helping these sections would have been waiver of interest,lessoning rate on interest,providing more subsidy on farm inputs,providing insurence cover on easy terms etc., It should be worth noting that Finance Minister Chidambaram has in the recent meeting with Bank utives categorically exherted to take tougher actions for recovery of NPAs,as in the recent times banks NPAs have risen alarmingly under industrial as well as in agri sector.Report on NPAs in Indian banks is a matter of great concern now to the government/RBI.Loan waiver has two dangerous prepositions...first it will discourage the borrower to repay the loans secondly further given loans to ive category will go bad immediately and later add up to new NPAs thus effecting the banks profitability.It is regretable to see the tax payers money is going to create negetivity amongst bank borrowers and used as a tool for politicians to create vote bank.Today major portion of agri loans in banks are NPAs due to the atmosphere of loan waiver of 2006-07.These loans were granted till 2004-05 and more aggressively in 2004 under the target of increasing agri loans by three times.Interestingly loan waiver has not at all benifitted small borrowers from non agri loans such as petty trade,transport business,small retail vendors which are not covered under usually notified category of loanees from time to time.

As per TV programme Previous govt. made loss of 16000 crores of rupees from minining to govt. Now Congress can recover more wealth from the mining and distributing to the public. Because K'taka has having 3rd largest natural resources (mining) in the world.If govt. utilize these resources, no worry about giving subsidy to the people.     ..Sidhu looks going Yeddy way by donating money to please people..Loan waiver is deffinately not good move..being worked in cooperative sector, its my experience that the loan waiver not doing any good..some farmers knowingly defaults payments or not pay single loan instalment since everytime farmers loans waived...Govt promises to repay the waived amounts to Agriculture cooperative society & banks but never does or pays after long time..these institutions are in very bad financial positions or in bad shape....loan waiver for SC,ST,OBC & Minorities!! They should have included upper caste also (May be they did'nt voted him)!!!..this loan waiver scheme is loss on govt exchequer & leads corruption ( CAG already unearthed crores in scams on loan waiver in national Banks)... Sidhu should have spent these money on farmers subsidy, self employment subsidy & to strengthen the public food distribution system (Ration), which is in really bad shape..this would have helped thousands of poor people in Karnataka..

Government will waiver the loans and offer rice at free or subsidized rates for some. From where does that money come from? It will be charged to people of Karnataka. So, we all need to worry about all these schemes as it will hit our pockets. Moreover genuine poor people will not be benefited from all these schemes.

Dear Friends, if they start pleasing particular cast or communities, State will left out with limited source of Income where as expenditure will multiple with many folds. Central will give back only 65% of the Income generated in any State. Welcome move by Congress Government to give 30 KG Rice on Rs 1 per KG. But where is the Rice? We have to import from other States or Countries only. In Coastal Area, we used to give Rice for manual workers on daily basis Wager but now nobody will take Rice since they will get free from Government which is enough for full month consisting of 3 to 5 members of a family which means Farmers have to shell out money instead of Rice as an alternative for wages. Then naturally Farmers will start crying for higher price on Rice produced in their field. It means Government has to please them with subsidy. Sure, we have to forget about the other developmental works since our State’s Budget deficit will increase to certain extent that no funds available for any public works. There is no need to give subsidy to Milk Producers now since price of Milk is already higher compare to any other State. Stopping donations to any religious purpose is highly appreciated but section of this society already upset with this move. Bringing any changes to “Anti Cow Slaughter” Bill means he will upset majority section too. So, Siddlu, now you will realize how difficult to sit in CM Chair and please the mass. Instead of giving free food or money, better utilize the funds for developmental works, whereby increase the employment opportunity and then give some employment slots to ST, SC or Minorities.

    So all of us need corruption free rule... Please answer the below questions : 1. Say if you buy a land @ Rs.2 Lakh per cents and the PMV as per revenue dept is Rs.35K, On which value would you pay the stamp duty? If you want corruption free regime, you have to pay stamp duty on Rs.2 Lakh per cents. How many of you are ready?
    2) You stay abroad and you need some certificate from Taluk Office and the officials have 15 days as per SAKAALA. But you have come on leave for 10 days. If you bribe, you'll get it within 2-3 days, if not you get it on day 15 or may be you'll get a query on day 15. What would you do?
    I mean to say, it's not easy to eradicate corruption, we have to change rules and make government efficient and transparent, which of course would take time. In this online world nothing is impossible. Let's hope for the best from our new Government....

    Daiji must pick the best photos for the top and the rest in the bottom. Here the best photo comes in 6th. The first photo has Siddu out of focus and call it the contrast issue, Siddu and Bharadwaj can never photograph well together due to the problem inherent in the fundamentals of photography especially if Bharadwaj is closer to the lens. Hope both these powerful people also understand this limitation not only in photography but also in future to work together well.

    If Siddaramaiah is held highly for his intelligence, transparency, efficiency in handling financial affairs, at least we can demand and expect him to be corrupt free. Electricity/Water are beyond his control. We need less of his oratory organizational skills when it comes to corruption. He need to kick any minister out if they are corrupt, not expecting 10 lakhs every week from every minister. May be we bring Justice Santhosh Hegde to keep watch over them all right from day one!

    Congratulation Siddlu. In our democracy system, we have to accept the majority elected person though you have mandate of only 37% total voting population in Karnataka. Same time pls do not ignore our Coastal region for any developmental works. Pls keep in your mind that controversially to whole World, our much educated people from coastal region whole heartedly supported congress this time. So, we need ministerial berth for Education Ministry and Transport Ministry too.

    Starting from exit point from Mangalore Airport to all internal roads including NH 66 conditions are really bad. RTO Offices at Udupi and Mangalore regions are not OK. Almost all Government Hospitals are not well equipped and not having sufficient Staff members and Doctors to cope with any major incidents or natural disaster. There is no need to make huge donations to any religious purpose, let their community people raise sufficient funds for the same.

    We need to uplift the functioning of Village Punchayats’ all over Coastal area. People have to travel to City even for Ration Card new issuance too. All Government Schools should start teaching English and Hindi along with Kannada starting from Grade One so that we can control Private Schools fee structure. We need one Cricket Stadium either at Mangalore or Udupi too. Also think about Metro Rail between Kundapur to Mangalore region too. At last pls do not come under pressure to start signing for denotification of land anywhere in Karnataka

    Dear Heri, this is not the plight of our people for last 5 years. This is the pathetic condition we swallowed for many decades now. BJP started well in flying colour. But halfway through they lost the speed not because of corruption but due to internal rival. Corruption is going on for many decades now. But we came to know only now just because of RTI Act. This is the benefit our people get when they change Government frequently else who could have thought about denotification power of a CM. Not even an inch of Land left out in Bangalore area but Congress made Yeddy scapegoat. Corruption not started 5 years back in fact it was started in British Rule itself. I do vote for congress when I am in India, not because I love congress but because I dont have any other choice. If there was another party which was corruption free and did not support communal elements, me and my family would have stopped voting for congress long before. Hope this time guys like Lobo, Siddu will make efforts to offer clean governance to people of Karnataka. Ofcourse what better gift we NRIs can expect from our motherland government than a clean governance which will power us to stand infront of these foreigners and say with our head held high 'Look my state governance, I am proud of it'.
