Mangalore, Jun 13: In order to get anything official done in India here is a list of things you would need - electricity bill, phone bill, PAN card, voter ID, ration card and the more recent and much hyped about Aadhar card.

To make the PAN card you need the voter id or ration card, to make the ration card you need the PAN card and voter id, to make the Aadhar card... well, you get the drift.

Recently since the whole family was together we decided to complete our checklist, and finally after running from one office to the other we got our appointment for the Aadhar card, which was swiftly done, but is awaited yet.

On the other hand, while we got an appointment for ration card, chaos began. To some this might be something of a regular deal, but the moment we entered a shabby looking building, I realised, this was not right.

No queue system, random people sitting across computers that they have no idea how to use, people from far and near with their families including the elderly and children had no clue as to what was going on. There was no sitting area for the aged and people were getting frustrated since nothing seemed to go on as it was supposed to.

A person who seemed to be the 'one to approach' was too busy on his cell phone texting his might away, while the girls seated at the system were picking people on a random basis, although specific token numbers were provided. When asked why the token numbers were not being followed, the manager he said it is done "only when it is crowded". We wondered if he had some problems with his 'sight'.

To the lazy employees' joy and our ever-trusted electricity, the power shut down. Being a private company rendered by the government, this office situated at a Mangalore hub - State Bank, had neither an invertor nor a generator to back up the power.

One of the senior citizens who was waiting in line since 9 am said that the officials at the place did not know what was going on, the person filling up the online form did not even know how to type, nor use the webcam to click the photo. Each of the ration card forms required a fee of Rs 2 and the people waiting in line suggesed that the money could at least be used buy a generator.

The manager said that it would take a couple of hours before the power was back on, and that we could return in the afternoon or on a later date. Some of us had taken a day off from work while children had to skip school in order to be here.

The corporation has over the years promised to set up a proper system to address genuine issues that are affecting the people, although non-issues end up being highlighted at all the meetings.

Being one of the first time voters in the city, I was disappointed with the way the government was carrying out its duties. To have an efficient governing system, it should first be able to add some finesse and bring some order to important duties, and have an orderly office in place. Standing in long queues in stuffy buildings is not the best way to spend one's valuable time, but will those in power who never need to stand in any queue understand?

    I am of the view that if you were in Lobam's place, you would have asked people to come to you with the problems before airing them in the public (in this case, it is aired through Daiji). Secondly, please understand I am fed up of the likes of Bindra's (though I admire him because he openly confessed to betting I never bet nor did I ever buy any lottery ticket. You did not loose the bet I lost the chance to win. Thirdly, I stand in line almost everyday I suggest remedy's for the things that I see (even at the police station) with due courtesy and I am allowed many things many people are not. During elections, the election officers wanted everyone to vote but some how could not arrange transport for many. I was, through prior permission from officials, allowed to take more than 30 people (mostly sick and aged) in my car till the voting room... Give a fair chance to Lobam or for that matter anyone else, man.. I seek one from you and hope you will not deny me one while I ask you to be reasonable. FYI, I am a fan of Lobam and hope to remain so till I do not find any reason to be otherwise... I am yet to get my item no. 2 and 4 from your list... I have patience and will get it. But I am all for people who need it badly and would like to request Lobam to streamline the matters mentioned in the article above. I do not mind visiting his office for that purpose. Hope we can work together for common cause.. May I be obliged with your help???

    The Working nature of Office at The Aadhar card near Coorporation was Good. I went Early, stood up a long Que, I got the Token no & the Person who was friendly in Nature told us to come at 10am. At the same time me & other guy decided to goto Gorigudde, but there were less people & there they were giving appointment for August. So We came back to Corporation Office at nearly 10.10am & The Person allowed me (Along with My Parents) to check the Details with Verifier & allowed us to go inside. All people were staying in Que. We stood in the Que. And best part is that the Volunteers at the Typing place are So Coordinating. I like the way they used to coordinate with Everyone especially senior Citizens. So its not always good to blame the Volunteers or Goverment officials. We shout at them or show our disgrace till our work is completed after that???? Who cares? Once our job is done We wont care about Others. Nobody cares about others. Its human Nature.So Dont always blame the Person, Whenever a person doesa Well / Works Well, does Good things have the courage to Say that He / She is Doing Good Work.

    If LOBAM IS an upright officer then he and his family must have stood in the Q
    1.. Ration card
    2. Voters I.D
    3. Gas connection
    4. ADHAR card
    5. Passport
    6.application forms etc. Etc
    Its a challenge he or his fly has Never stood in any Q. Now what about U ?

    Dear Sir,
    Do you think Lobmam's card of any kind is pending? His family might get all things done easily as he is known as an upright officer. As one of my friends said, he used to say- 'Let me see', meaning of which he did not understand but, at the stipulated time, the job is already done. What was 'seen' was a complete, finished job. Lobmam must be intimated about the problems (may be he is at Bangalore now) and let us give some time for him to act. Then, if the job is not streamlined, we will be considered right in blaming him. The system does not change as soon as he becomes an MLA. Blaming on Daijiworld pages is a pass-time blame the system at his office through the same writing and expect results.....

    Good one... :) contents in the article are very true.. people who work out of the city take leave n come home to finish off the procedures n get the ration card... But environment at the biometric centers are very messy... no power... no power back up... lack of knowledge of using the new softwares..... :( At the end u will go back with no work done...:( Authorities must look into this...

    Excellent article. It is as one experiences. I with my family done all the rituals in the year 2010. Have been waiting for the card only to be told to re apply in 2013 which I did 3 weeks ago . Now awaiting the message from the concerned authorities. A friend of mine who has a original ration card has been told it is cancelled and he has to reapply. One wonders what exactly happening. Do they want to keep on outsourcing indefinitely. Nothing seems to work. Why cannot the authorities employ their own staff for all these jobs and see that the allotted amount of work is done within the stipulated time. Alternatively They can employ retired people who are willing to do this job for no pay so that the whole mess is cleared. It is time our new MLA J.R.Lobo takes up this matter.

    Our family applied for ration card, gave bio-metric data, photo clicked. Been 3 years the ration card never came. When I asked them what is the progress, they informed me that it has been misplaced and our family will have to que up again and take the pains.

    One of the best ID card system is possed by South Africa, off course initially started by the apartheid regime to segregate people.
    But its merits were so highlighted that the current ANC government continued it.
    As soon as a child is born in South AFrica, its automatically given a NAtional ID no, That id is unique stays with you all your life and is quoted everywhere. When you get married the id no is matched to your spouse. Again if you divorce its d.
    Also your passport is issued only if you have a National ID no, Police can do criminal checks based on your National ID no.Other Countries have been impressed and copied the system.
    South Africa off course is as corrupt as us, and also has reservation in all walks since they took inspiration from out rat ass constitution.

    When the election comes, every one from the leaders of the community to religious leaders say you must vote. Why? To see this? There is too much freedom in India. Even if you don't have these documents, whatever you want, can be done and even if you have these documents, no use. We are struggling to get ration card for the past 16 years. The best solution is to boycott all these useless documents.

    I would like to mention, hats off to Mr. Lobo for the improvement I see in Mangalore. I am glad I have made the right choice and feel indebted to you for your immediate action on various issues. Keep up the good work. You have our support. Do set up a portal for residents of Mangalore to be able to communicate their grievances. MCC seems like a marketplace. The system desperately needs a makeover.

    As usual in an government office to get the work done its next to impossible. I used to go and come back umpteen times in the course of one year time. They got many reasons why they send us back and come again and again. Finally one day they gave me the card number and asked to collect next day. Thinking this is my final run to get the card I went and produced the chit given by them. They said your formalities still not done so your card is not ready. After giving the card number also they say card not ready. I straight went to the LOKAYUKTHA DEPT. next to that office and explained to them what happened since one year. When the Lokayuktha office called them and asked why this is happening, they told them 'Avaru barli Sir ready untu sorry sir'. So one call is enough from L Y office and I got my card within no time. I think people face problem can complaint to this LOKAYUKTHA OFFICE, they will definitely help the citizens.

    My wife went there this morning with an elderly lady. Spent whole day in that filthy place standing waiting & returned home doing nothing. This is one incident of miserabe failure.

    Today common man is in turmoil to have any one the Photo ID card,adress proof etc., to get ration card,apply for aadhar card,get enrolled in voters list etc.,When I retired from service and stlled in Bangalore I did not had any poof to prove my nationality,DOB with photo identity,adress proof.Now I have every thing and got it through chain system created by self.
    First I rented a house and got the copy of rent agreement from the land lord.Using that document I got BSNL telephone/LPG connection and after getting first telephone bill got changed my address in Bank pass book which was in joint name with my wife with photos pasted thereon and attested by bank manager.This helped me to get aadhaar card for both,to get PAN card for my wife etc.,No I have every thing.So far not enrolled here for voters list which will be done soon for next general election.Ration card we dont have and do not own one also.These were made possible through "chain system" Bank pas book with photo pasted/attested by bank officer has helped me a lot.

    I fail to understand why people make ration card. Formerly ration card was useful as people used to buy ration from it. Today we have many ID card like Passport, Ration Card and now Aadhar Cards and what more other ID cards are to follow has to be seen. Even the poor people have this BPL Card and then there is APL Card. Too many cards that leads to many confusion and also to corruption.

    No idea whats the total population of India.No proper record maintained. Dont know how many homeless people living.

    Unable to provide a GENUINE IDENTITY CARD for the citizen for the last 65 years.

    Whatever drama is going on now is just to loot public money.

    Let the official clarify WHAT IS THE OFFICIAL IDENTITY CARD for a Indian ?

    I have been in Mangalore for a little more than three years. I did not have a PAN card, Ration Card nor an Aadhar card when I came here. After a long, long wait after applying for a passport renewal I was called for police verification thrice after which i was asked to pay Rs.400 by one of the cops. When i asked him for a receipt he had the most puzzled look on his face. As for ration card it had been a two and a half year struggle since I applied and finally once I got it, information was wrongly typed due to which I was denied gas connection(which I needed back in 2011) . Few days ago I had gone to rectify it, a higher ranking official seemed amused to watch me trying to communicate with staff in Hindi and helped me out. I finally got that rectified but was asked for Rs.200 as soon as he was gone. I didnt bother arguing because I know getting that sorted would cost me a lifetime. Its been quite a struggle getting my work in govt offices done armed only with Hindi.
    Almost every country has their govt offices boards showing at least two languages. I would appreciate it if the concerned authorities could at least print their notices in Hindi at least if not English. It needs to be brought to their attention that not every INDIAN speaks/reads Kannada.
    Im still learning though, it isnt easy.

    When our family went to do ration card, we had to wait for 4 hours. First of all person who is entering the details online is too slow in typing and while submitting "Server problem". These happened 3 times continuosly. And i heard ration card will be done for free and this agency people take 100rs per family.

    Please make centers in every ward so there wont be rush. And local orgnaisations should keep conducting mela's on it and post banners which gives the complete information on the cards. We all want the system to be clean and friendly.

    Recently my parents (senior citizens) went to stand in a line for Adhar card.
    Understand that there is no system for senior citizens and the poor couple had to stand in a long line. There were around 200 people before them.
    Why don’t they have a separate line for senior citizens? Imagine them standing in long queues!!

    I completely agree with u simon. Also in private buses when there is seat reserved for senior citizens also, senior citizens wont be getting a chance to sit. I see all youngsters sitting. And if u tell conductor about it , they are not bothered at all. During tatkaal also there is no queue for senior citizens. All these agents get their family members and stand in queue frm 7am. So when common man goes all tatkaal seats wil b full. These agents make double money in this.

    Yes, very true article.After struggling litterally for 2 years, collecting documents/ wasting the valuable time of our vacation, whenever go down, in just standing & waitiing, finally succeeded in getting the ration card done last year! That was a great mission complete!!! There is no system, no que, If you go at 09am and stand in que you will remain only in que and the people who come later, just rush to the table whenever the employees show up. And the people who are in que have only option either to follow them or go home, wasting another day! This office, system, issues really needs to be addressed.

    The above article which is really true, most of government works are delayed due to only one reason "Server Down" every time the same reason. There are no such rules and regulations for token u may take token and leave the place either u may re-visit on end of the day or tomorrow which can be valid but those who were stayed on Q and wasted such time. Finally Bribe is Mandatory (ಚಾಹ ದ ಕಾಸ್ ಕರೋಡೇ)

    Government should consolidate PAN, Ration Card, Adhar Card, Voter ID etc. in one Master Card and share data.
    Having so many things is really complication.
    Govt. should outsource these type of jobs to famous IT Companies.
    In the later stage, updation or deletion should be carried out either at respective Post offices or Panchayat or Municipal offices with a consent of one official of these companies for 1 or 2 years, till these people are familiarized with the procedures.
