Manipal rape: Culprits will be given strictest punishment - K J George

Udupi, Jun 23: Home minister K J George on Sunday June 23 condemned the gang-rape of a medical student at Manipal University and said that strict action will be taken against the culprits.

Addressing a press meet during his visit to the district to take stock of the situation, George said, "This incident is shocking and highly condemnable. Such a thing should not happen in society. Strict action will be taken against anyone who indulges in any anti-social activity."

"The chief minister has already spoken on the matter. I have also convened a meeting with the SP, DIG, IGP and other higher officials. The investigation is going on and full freedom has been given to the police to catch the culprits at the earliest.

He said that he met the victim and also spoke to her family to give them moral support. "I wanted to give her (victim) and her family moral support and I have told them that the district and the government is with them."

He said that he has also met Dr Ramdas Pai, MD of Manipal University, the dean and other members of the University management and held discussions with them.

"Police have been instructed to conduct a transparent probe into the incident. Whoever be the culprits, no concession will made and they will be given the strictest punishment," he promised.

"Once the accused are caught, the case will be tried in the fast track court so that justice is done in the quickest time possible. We will see to it that the culprits get the maximum punishment," he added.

"We have also alerted our counterparts in Mangalore and other towns in the neighbouring districts to look out for an old auto involved in the crime, as its light was damaged and had a small god's idol in it, as hinted by the victim," the police officer said.

He also stressed that nobody should point fingers at the victim as she is innocent in the entire incident. "The girl is innocent and no one should hold her responsible for what has happened. It is fault of anti-social elements who should be rooted out."

Asked to comment on the increasing number of crimes in the coastal region, he said, "I agree that crimes are increasing. Once this case is solved, we will enhance security here and depute more policemen."

He also pointed out that some of the private establishments have been unwilling to cooperate by refusing to install CCTVs and security personnel in their premises.

He rubbished claims that Manipal police have not been given full freedom to investigate and said, "Earlier the Manipal police was not given freedom, but now after the Congress government came to power, enough freedom has been given to the police as per regulations."

SP Dr Boralingaiah said that out of the eight teams that have been formed to investigate the case, three teams have been deployed to check on all the auto rickshaws in the district. "Out of the 10,000 auto rickshaws, already 3,000 have been checked so far. A meeting has also been convened with the auto drivers' union and they have been instructed to cooperate fully," he said.

He reiterated that no one has been arrested yet, but that some people have been taken for interrogation. Police sources said that four people are being questioned on the basis of calls made to a few students.

On the CCTV footage, he said as the lights were dim and such other issues, the footage is not clear. "Right now the focus is not on improving CCTVs but on catching the accused. We will take up this issue later. We have also asked the government to deploy more policemen as there is a shortage here, and the CM has said that it will be done in the course of the next two-three years," he said.

IGP Pratap Reddy who was also present said that though two security men had been present at the University at the time of the incident, the information obtained from them has been minimum.

MLA Pramod Madhwaraj, district incharge minister Vinaykumar Sorake and ADGP (crime and law) Vipin Gopalkrishna were present.

Speaking on the sidelines, Sorake said, "The incident is definitely condemnable. We are coordinating with the police and I am confident that the case will be solved soon."

    The Minister K.J. George has said, strict action will be taken against the culprints of gang-rape. What's that strict action? This is the music of every politician. In my opinion, the strict action for culprits of rape / gang-rape must be, they should be made unworthy medically to have any further sex in their whole life. If this is done for some of the culprits, there will be a fear created in those inhuman animals.
    I would say, this is the only strict action.

    well, the culprits have to be really arrested. when u see the whole picture it seems its all well organised. firstly the girl has been kidnapped and she has been ped back to her hostel. how will a rapist do all this. will he have that courage to do all this. secondly she is not disclosing any thing to the police or to the doctors. what does it mean.some thing stange is behind the whole episode. the matter has happened and this was not disclosed till next morning 9 to any body. why this has happened. really some thing is behind the whole episode. the whole matter has to be thorughly investigated and the real culprits has to be booked.

    But first of all the Culprits needs to be nabbed which needs every locals support specially the Auto Rickshaw Union and iam sure they will do so to sort out this Pending Case......

    Every thing said and done, the victim can help the police investigation giving some description of the culprits, such as how they looked like, did she came alone walking in the dead of the night to reach her flat or the culprits ped her, what language they were speaking, the approximate place where they took her etc. One KM from the library to her flat is not a small distance, why did she exposed herself at 11.30 in the night. she should have been careful. I hope the victim has recovered and will give some important information to speed up the investigation. Police force, best of luck, but again the same thing, even if they catch, instead of giving strict punishment they will release them on bail. see what is happening in the case of Nirbaya, they are making preparation for his exam. Where is the fast track court and where is the strectest punishment.

    The sickness of our society is reflected not only through the heinous crime committed on a student, but the way people comment on the news. The whole district used be such a wonderful place , where, we as young girls never felt insecure. But now moral policing, rape, misbehaviour is becoming the character of the region. What is happening to us. Instead of becoming civilized with affluence , are we turning barbarians in thought and deeds. Seriously , time to do introspection.

    Finding a new and unregistered TVS King should not be a problem,,, possibly Police must have already found it by now.

    Way these thugs avoided all security cameras in the road suggest these thugs are very familiar with area.

    If this auto is used just to derail invesstigation without knowledge of the owner is to be seen.

    Since lot of publicity and Cops under pressure,,, I hope they catch real culprits who did this not some bad charecters and fix them so they are safe.

    If Police had any major leads perhaps they would have announced it when HM is around.

    He (the minister) rubbished claims that Manipal police have not been given full freedom to investigate and said, "Earlier the Manipal police was not given freedom, but now after the Congress government came to power, enough freedom has been given to the police as per regulations."
    I want to know Sir, why freedom was not give earlier (& who is responsible - NAME THEM) who broke that regulation?
    After Congress came to power 'enough' freedom was given. From which date this freedom was given, from the very next day you took oath?
    I want to know HOW MUCH is this 'enough' freedom. If 'enough' is not FULL then what freedom are you holding back still from Manipal Police?
    Is there any other police station in Karnataka that suffer freedom deficit like our Manipal police station? Can you please correct their status too and give a statement that all police stations have been given ‘enough’ freedom as per regulation?

    With Congress led UPA in Centre & Congress in State, rape cases are increasing in shocking rate. Criminals are using Public transport (Contract Bus in Delhi or Auto in Manipal)for crime. Before elections Congress which was making hue & cry with paper advertisements blaming then ruling BJP with the issue of Rave Party, etc., have totaly failed in preventing this sort of criminal acts.

    The administration has failed in monitaring the geniuness of Public Transport & it safety to public. As a result, other Public transporters are facing risk of livlihood due to some criminals. The government should regulate policies in the interest of public safety.

    The police should sought mobile phone service providers’ help to check calls made from the area at the time of the incident. This will be very helpful rather than checking each and every auto drivers.

    There might be the possibility of somebody sitting inside the premises and passing on messages of that students movement.

    Check with the security for their indirect involvement in that incident.

    Strict punishment is secondary here.

    I suggest the police take the auto drivers and owners into confidence and assistance. I am sure they will not want such perverts among them.
    Also an advice to our home minister, the public needs to see action than assurances and speeches. No offense, but the public has been listening to assurances and speeches for ages now. Please do the needful in having existent laws reformed so that such crimes will have no bail and the offenders will get the maximum punishment.

    He was the minister in Bangarappa's cabinet. SMK knew his capability and therefore kept him out of cabinet. But Siddu wanted some weak person who can dance to his tunes, that is why appointed him as HM.

    Modi visited flood affected Uttarakhand & transferred 1500 'Gujarati victims' back to his state.
    How can I say, he should have rescued rest of the 25000 flood victims (from other states)? Is it possible at that condition?

    What a shame we cant find these rogues in a small town.round up few auto drivers in 24 hours u can solve the case.The problem is the kind of cops today we have good for nothing.they are busy collecting money from out station cars and trucks on the highway.hope home minister is listening.many times i have been stopped and demanded money as i have a mumbai regd vehicle.Udupi cops are shameless when comes to loot the innocent.Best joke is when you send Email to our udupi SP he never responds.a good police officer builds up his rapo with the citizens by reply their mail.I think we need to send our great day naik of mumbai police to solve this case.

    Your action in the rape case is highly appreciated.

    Such incidendts will not stop unless and until previous cases are dealth with stringent action (may me death by hanging). extended delay in prosecuting such horrendous crimes, will not deter crimical minded people from comitting such crimes.

    The criminal minded people should get a lesson/shock of life then only they will learn a lesson or atleast think twice.

    Enough easy going. Please try to implement tough action.

    When balance and security of society gets disturbed, such incidents would take place. The rape incident is just a symptom of more serious issue. The boys to girls ratio has gone seriously awkward in recent times bcz of preference of some parents for boy child !! These same boys when grow up will face a societal challenge to find a life partner ( a potential fiancee ) whose numbers a quickly dwindling. As biological species, human being do need partners but when natural plan of mother nature is disturbed, these type of incidents bound to happen. Girls education levels are quite high these days, and they are financially independent too. Many guys are not doing well and might feel insecure in life. It is all competition between various candidates to have life partners - mismatch is norm of the day !! Good degree, with good salary will make girl and boy come together. Many guys would feel bad for their condition and take wrong route to hurt a girl by forcefully coercion into freedom of girl. I pity for the victim, at the same time I raise an important issue too.

    This case should be investigated in all angles so as to corner real culprits.The logistic/transportation etc etc analysed scientifically.What we need @ this juncture is to get confidence of auto driver/owner union on the first place and bio datas of auto drivers of district and Manipal in particular.I think Manipal Station House officer might already cornered the culprits and they might be on radar already.Please constitute fast track court and invoke GOONDA ACT @ earliest for such kind of GANG RAPE of innocent victims.

    If police of Udupi and Manipal circle in particular spends some time with conviction ,I think they would be nabbed with in 2-3 days.

    Mean time HOME MINISTER need to look in to the stations and circles which are not performing or makes careless about LAW AND ORDER or indulging in SLOW GO/Corruptions or dancing to the tune of certain political parties need to be transferred.Hope this case will see positive developments in terms of cornering RAPISTS.(Is there were no CCTV cameras in and around road intersections?or "I"eye witness/approver etc?
