Mangalore, Jun 25: “The city needs speed breakers that are good and scientific; the present road humps are totally unscientific and technically bad,” said deputy commissioner N Prakash, addressing a district-level road safety committee meeting held at the DC office on Monday June 24.

"People are suffering because of the unscientific speed breakers. Hence, the RTO should take appropriate measures to implement good speed breakers,” he said.

On the proposed bus bay and auto rickshaw parking, Shrikanth Rao, joint commissioner of MCC, said, "We have studied this matter and identified 181 places that are appropriate for the purpose."

The DC also ordered starting of work on the flyover at Padil.

On this occasion, Hanumanth Kamath, president, Nagarika Hitharakshana Vedike, complained that the work on Mahamayi Temple Road is incomplete. The DC ordered the MCC executive engineer to complete the work within one week.

When the issue of Mangalore city traffic signals came up, the RTO said, “We have already made proper arrangements for signal lights and the same will be implemented soon."

When the issue about construction of a sky walk to cross the road was raised, the DC said, “People follow the easiest way to cross the road. Sky walk will be difficult for aged people. On the other hand, the youth will cross the road as usual even if there is sky walk, hence the concept may not suit Mangalore."

On this occasion, SP Abhishek Goyal said, “People who travel from B C Road to Mangalore have no proper place to stand in B C Road, this problem should be solved. Even in Panemangalore, the bridge toll gate center creates many traffic problems.”

Speaking on errant jeep drivers in places like Beltangady and Charmadi, he said, “Jeep drivers fill more passengers in their vehicles even if they themselves do not get space to sit and drive. This should be resolved as soon as possible.”

After listening to this, the DC ordered the RTO to take proper measures in this matter.

Various other problems related to traffic were discussed on this occasion.

RTO C Mallikarjuna, G V Subramanya and other officers and representatives were present on this occasion.

To remove unscientific speed breakers from the city is a good decision, but at the same time all heavy vehicles must be equipped with speed governor to the certain limit of accelerate.

Good talking, heard, Now lets see the action, give targets to all jobs/tasks and punish those responsible, if not finished on time and with the desired quality. Why not Police start campaign on road discipline, which can earn a good revenue for development, Fine people for rash driving, wrong parking, careless parking and create paid parking lots dedicated for parking... Instead of taxing the poor, tax the wrong doers and earn revenue.

I really wonder what all this confusion is about. There is a body which is called the Indian Road Congress and they have laid down specifications for speedbreakers in the city.
(FYI the Police in Mumbai are following these specifications and such speed breakers are installed right in front of the highest Police officials offices.
    Here are the specifications
"As per IRC guidelines a road hump should have a central height of 10-12 cm, should be parabolic in shape and have a width of 3.5 meters and length same as the road width. The road humps should be painted in a ‘V’ shape and illuminated by solar cat’s eyes (solar cells embedded on pavements/road that reflect sun rays and glow in the dark) to make them visible. The humps should not be more than five meters away from the junction or the intersection. Two signboards, one at 20 to 30 meters and another 10 meters away from the hump should be placed for the commuters to know about the road humps ahead. Intrusion of tree branches should be prevented. Road humps should be put up only on the main roads and not on the cross roads. In ‘rumble strips’ (humps that have around 5 to 10 strips together), the width of each strip is to be one foot and the gap between each strip, one foot."
It is my understanding that MCGM have even made an inverted die of the correct size and have been using it in places where the roads have been concreted.
Dear Mr DC its not at all difficult to solve this if there is a will to do so.

I think it is wrong to entirely lay the blame on motorists for the sad state of traffic in Mangalore. In fact, the blame should equally be shared by the incompetent authorities who plan, build and maintain these roads.

Roads in Mangalore city were built years ago mainly to carry bullock carts. Later on, they were widened to carry autos, cars and Tata Busses. I doubt if at all any of the roads in Mangalore were planned, designed and built by technically competent people. Up until 20 years ago, very few people in Mangalore owned a car or vehicle. In the recent years, every other house in Mangalore has a vehicle at home. The volume of the vehicles on the roads has jumped in leaps and bounds. However, in most cases we are using the same narrow roads that were built years ago to carry the bullock carts, except that they are now been resurfaced with concrete.

If the traffic situation has to improve in Mangalore, a technically competent team exposed to international roadway projects needs to be appointed by the city administration. This team should then evaluate all the main roads in Mangalore, and lay down strict guidelines for any new developments, including repair and refurbishment of existing roads. Once they are in place, city administration should strictly enforce these guidelines.

They are not only unscientific and technically bad, but also they are quite dangerous especially for the two wheelers because there are no clear markings and warnings. There are so many other traffic signs and signals all over in the metro area which require to be looked into and fixed urgently.

What DC has told about the present speedbreakers is correct. In many places the size of the humps/speedbreakers are in uniform. The sizes vary at different places. There should be a specification for these humps. The present one installed in different places are breakable one and many places they are completely gone. Only bolts/nails are seen in the place. My request with DC is that two to three speed-breakers should be installed one at near Gerosa School, Jeppu and the other at Double Gate, Jeppu. Previously the humps were there. But after concretisation of the road, inspite of many requests, the humps are not formed not installed as these are accident prone places. After conretisation the vehicles are going like rockets. So the RTO and Traffic Police inspect these dangerous spots and provide humps to prevent accident.

Forget about the speed breakers & humps.Police people first learn to remove the barricades they have kept in the middle of some roads, while they r not on duty on those spots. These barricades r really hindering traffic movements & may lead to accidents especially during night time.

D C Sir, please clarify the rules or regulations regarding construction of Speed Breakers or Humps on Roads & Highways.
Is there any right to place permanent Barricades on roads or Highways is one more question we need clarification.
4 Barricades are placed in Faragipet Highway requiring or testing the driving skills of drivers who have to weave a- 'S' pattern to move in the direction of BC Road. Accident is waiting to happen if the driver is exhausted or is sleepy after a long drive.
Near Milagres we need pedestrain overbridge or underpass to facilitate school & college kids to cross the Hampankatta road as well.

If all the vehicle users abide by road signs it might help in controlling accidents and saving innocent lives but some wreck less/careless drivers care a hoot to public safety.

Speed breakers should be there where schools, places of worship and public gardens, market places etc. This would help small children, old people and public in general to take enough time to cross the roads( other than Zebra crossing ), instead of running to reach other side of the road.

Its Great that they discussed these issues. The RTO/DC should also take note of the rash driving and honking especially by bus driivers. They literally honk and push you off the road. We live in the city on the main road, if they start honking from balmatta they continue honking till bendore well or kankanady even if there is no traffic ahead, with such jarring sounds that it has become difficult to live- especially for the elderly. Its become a habit. They need to be educated. Moreover there are soo many buses in the city, wonder if there is a limit on the maximum no of buses plying in the city. Daily there are 3-4 deaths due to accidents.
LIFE HAS NO VALUE!!!! No one is bothered.Concerned authorities take no action.

The road leading from Sacred Heart School Kulashekar to Vamanjoor, needs speed breakers as it will make crossing roads easier and safer. After renovating this road, administration should construct speed breakers at a distance of 100 meters each. This will help in curbing the high speed of vehicles and avoid serious accidents. This road urgently needs speed breakers as the two-wheeler riders are seen zipping at a speed of 60 to 80 km/h posing threat to the school kids. These kids fear to cross roads out of their school premises due to over speeding vehicles.

Even the newly constructed Road dividers are also unscientific. Just for nearby Right-Turn we have to go atleast half K.M furhter and take right side road and come back again half KM to go into your nearby right side lane.
Why those discarded Police barricades are lying in between Roads near Ballalbaug and other important places which are congesting turning places and hindering right or left turns of vehicles.

It is true that speed breakers in Mangalore city are steep and unscientific. They damage the bottom of small scooters and exhausts are broken many times by these steep speed breakers.
Besides, why there are no " Free Left Turns" in Mangalore city Road junctions ? Lack of free-left-turn is unnecessarily causing lot of traffic jam near Lalbaug, PVS, Hampankatta, Jyothi Circle.
