Manipal gang-rape: Police release CCTV footage, announce Rs 2 lac reward

Udupi, Jun 25: A day after releasing the sketch of one of the accused in the Manipal gang-rape case, IGP (western range) Pratap Reddy on Tuesday June 25 released the CCTV footage to the media and announced a reward of Rs 2 lac to anyone who can give concrete information about the accused.

The footage shows the Manipal University entrance where the girl was kidnapped and the road near Valley View through which the three accused men's auto rickshaw passed.

Addressing a press meet, the IGP said that since Monday June 24, the police have interrogated 30 persons, and the total number of people questioned in the case so far stands at 47.

"We have got good response from people in Karnataka and even Kerala to the sketch of the accused released on Monday. So far, we found six or seven people who resemble the sketch, but on inquiry we found that they were not the one we are looking for," he said.

"Anyone who can give us correct and concrete information about the accused will be rewarded with Rs 2 lac prize money," he announced, adding that it was being given by the police deparment in the interest of speeding up the investigation.

Of the 10,000 auto rickshaws in the district, the police have checked 7,000, and the remaining 3,000 will be checked in the next two days, he said. It is not only the autos in Udupi and Manipal that the police are checking but also those in the surrounding regions. He added that apart from auto drivers, rowdy sheeters and other persons under suspicion were also scanned.

Based on the CCTV footage, the police have identified the make and model of the auto rickshaw used, he said. Sources told daijiworld that it was not a TVS King auto as earlier suspected, but a Bajaj one.

While expressing satisfaction over the cooperation extended by the auto drivers' union, the IGP also appealed to the public and everyone connected to the investigation to cooperate.

"To speed up the investigation, we have also involved the regional transport office (RTO) and sought its cooperation," he added.

He futher said that the biggest issue hampering the progress of investigation is the reluctance on the part of the victim to meet the police and give information about her persecutors. "The girl is reluctant to meet the police and tell us what exactly took place. This is the biggest problem we are facing," he said.

Asked why the girl was reluctant to talk and whether it pointed at the failure of police, he said, "We do not want to force or harass the victim in any way. When she is ready and comfortable enough to speak, we will get the required information from her."

Udupi SP Dr Boralingaiah and Mangalore SP Abhishek Goyal were present.

Auto drivers' union protests

Meanwhile in Manipal, the auto drivers' union took out a procession from Tiger Circle to the police station, urging the police not to harass them in the case.

"We extend our full cooperation to the police in investigating the case. We are sure that no auto driver from Manipal is involved in this," said Raghavendra and Suresh who led the protest.

"However, in the name of investigation, the police should not harass us by coming to our houses at odd hours in the night and taking us for interrogation. Every night police have been taking in three auto drivers for questioning. This is not the way. If they want to question us, they can just call and we will come willingly, but only during the day," they said.

Responding to their demand, Manipal police inspector Sadananda Tippannanavar said, "It is not possible to stop the process of interrogation. If you do not want it, then show us the culprit and we will stop interrogating. Till then we have to do our duty. We cannot stop just because you protest. The investigation will go on."

"We are not harassing anyone. We have not hit a single person taken for interrogation till now," he clarfied.

Members and leaders of auto drivers' union were present.

Anyone who can identify or give any information about the accused is requested to contact the police on these numbers:

Sadananda Tippannanavar, Manipal police inspector - 9480805448

Udupi Special Cell - 9742512100

Agree with so many people following this case and giving their comments.I also have a few questions.
    1) It is high time the victim speaks and helps the police do their work.
2)She was being driven in the middle of town( you can see passers by walking on the road)Did she not scream, inside the Auto.
3)However much the udipi auto drivers say, it is not one of them, surely one of them knows who the culprits are, because an outsider cannot bring his own auto overnight into town and take it back so quickly. Some body is absolutely helping the culprits.
    3) The police would help giving out photos of the same person without french beard, without hair etc. Because he is not a fool to still keep his french beard on till police catch him.
    5) Give the girl an ultimatum to speak out, atleast through her close family members.
    6) Police please do not give out inner details of how close you are till the case is finally wrapped up.
    Thanks,
    Sunny

Some of the readers are blaming police department. I do agree for that because last 5 years our police department was sleeping because the whole police department was controlled by right wing group and police was only busy in catching the cows so it will take sometimes to change the mindsets of police department to bring the system capable especially in Dakshina Kannada & Udupi districts. Fact of the matter if the victim is reluctant to speak then how can police catch the rapists. First of all victim should co-operate police to provide each and every information of the fate day of her (victim) then only police can catch the rapists based on the information provided by victim. But police is doing their best efforts to catch the culprits (rapists) even they are interrogating the auto drivers and public. Prevention is better than cure. Our police department and judiciary system is very weak in the world. I request with the department and systems we need to amend our judicial system and police department. Police department should not come under any state governments. It should be independent body under the President of India (like military etc.) then only we can expect something better.

Is Manipal Management forcing girl not to speak about rape ? Management already issued a report where no rape news was mentioned in that.
Our police lost moral confidence.I don't know whether you remember about serial killer Ravindra Prasad, diploma engineer who killed 6 taxi drivers, one of the victims was from Udupi. Once Ravindra was brought to Udupi for court case and locked up in Udupi jail for 3 days.He escaped from Udupi jail and his escape gave Udupi Police dept very bad name.It was a state level news in that time. But our Inspector (most probably Jayant Shetty, not sure..caught him within 48 hours in Kasargod lodge.Remember that time cctv, mobile, internet were not there. That was a professional police investigation by Udupi police. Present Police, despite having everything can't do anything. They want spoon feeding..!

The girl must be reluctant to speak out obviously because what ever might have happened is not kept confidential. immediately information is thrown to the public and all kinds of aimless comments will follow which don't help either in the recovery of the poor girl or in catching the culprits. I think the girl should be counselled and convinced it is important that she should recall what ever information she can so that the police can nab the perpetrators of such a crime. What has happened should not be repeated.
i am glad at least the government is 'thinking' of having some laws to protect students. Both boys and girls need protection. More than the laws the mindset has to change. when men find a single girl they should be taught to respect her privacy and help her safety rather than take advantage of her.

The abduction took place at 11.30 in the night and she returned at 3.30 AM, did she came walking, or some person ped her, all these facts nobody knows except the girl, this info is vital for police investigation.

The word rape itself originates from the Latin verb rapere: to seize or take by force. The word originally had no sexual connotation and is still used generically in English. The history of rape, and the alterations of its meaning, is complex. In Roman law, rape, or raptus was classified as a form of crimen vis, "crime of assault."
It can also be defined as doing the wrong thing ,!courtsy mr. ding

It is a week now after the incident and nothing has come out from the police efforts to nab the culprits. The scetch of the suspect released if it really mathces the face of the mastermind,at least one auto driver from the vacinity should have given reliable clue which never happened .It means the scetch remains a drawing fun only. The most astonishing fact is that the victims reluctance to interact with police personnel should be seen not as ordinary one but reads a lot about back ground of the incident.
The victim should be convinced to face the interogation by police to dig out the real story behind heinous incident otherwise whole story will remain as a mistry for ever.
Till then police should refrain from interogating/harassing each and every auto driver of the twin towns as not all are cruel animals. All have their own families and responsibilities and social status.Let them make their daily life with dignity.

Rape is the result of downfall of moral values of society,we can not only blame law and order. In USA, FBI is very strong agency still 253000 reported rapes and estimated rapes are 600000 while the population of USA is 29 crore, in india false reporting of rape is very high yet only 24000 while the population of india is 121 crore. It means 100 times more rape in USA it is normal for women to get gangraped 3-4 times in a year USA,they become used to get rape and do not make any hue and cry. Why do strong law enforcement agencies like FBI not able to prevent rapes. The sure truth is that 90% of girls are indulging in premerital sex in urban india. No girl who is a bit concerned about her chastity, virginity and santity will roam at 11:30p.m on vacant roads. If downfall of moral values not stopped one day there will be 2400000 rapes in a year in india, no law, no agency will able to prevent them. It's very easy to say 'Hang the Rapist' but it will solve no purpose because rapists do also come from society in which common people live we should cure the tree called 'society' instead cutting it's branches, once this tree will stop producing rapists the rapes will get eleminated. We should see rape as pshycological matter and realize Rapist is also a victim of lust.

With all due respect to the victim, this case seems to have some twists. It seems that a hand from nearing state is behind this. Locals won't dare to go this extent. Plus, this could well be a revenge rape. So, police need to look at the contacts of the victim first. If it was a local's act, the rapist would have drunk and not bothered to plan the kidnap so systematically.

I think Doctors of the Manipal Hospital which is attached to Medical College itself are playing so game. They want to hush up some thing, so they are misleading the Police that the victim is not willing to talk to Police. Medical College has foolishly suspended their Security Officer and the Watchman even though they have reported the kidnapping to police immediately within 5 minutes of kidnapping. ONLY 2 LAC? THIS IS TOO LESS. GOVT MUST ORDER 2 CRORE FOR CRUEL ANIMALS AS A REWARD. AFTER THAT THAT SAMPLE PIECE MUST KEEP IN MANIPAL MUSEUM.

DO OR DIE SITUATION FOR STATE GOVT & POLICE TEAM. THIS IS REALLY BIG TASK.

I AM SURE DAL MEIN KUCH NAHIN BAHUT KAALA HAI.

Looks like police are clueless otherwise why should they come up with a reward of Rs 2 lacs to anyone who gives concrete information about the accused? This also sending false signal that the earlier released sketch of the probable accused is inaccurate.

I feel much could have been achieved with the cooperation of the victim, as she is the only witness for the entire episode. Hope she becomes mentally strong enough soon and starts cooperating with the investigating agencies.

Dal me kuch Kala lag raha hai..

the incident is totally not acceptable and the rapist should be severly punished so that no others should venture for these type of incidents.

After following the media reports, it is surprised to know that victim is not willing to talk to the police / prosecutors (honestly we do not know the exact condition of victims mental / physical health.

Unless she is not in a stable condition, what else may be the reason for this.?

secondly the accused ped her near her residence which is something strange as well.

On the other hand police could have traced the culprits through the call records of the nearby towers.

only the time will reveal the truth.

Sad to know where we are heading in this modern world. Why our society cannot respect women.?

As we all know how strong Indian law is. accused of Delhi rape case are writng exams for Air force and one of the attakcer of Mangalore home stay also wrote his exam.

With a complete toothless judicial system what more we can expect.? Even if the police ale to catch the attackers, court will take years for its verdict and instead grant them bail immediately.

Unless we have some strong laws with fast track courts we cannot expect anything better in our society.

As the time goes, people will forget this case as well along with others.

Also please read "The girl is reluctant to meet the police and tell us what exactly took place. This is the biggest problem we are facing," and stop saying for 5 days nothing happened . When we approach a doctor , we need to tell him the problem first , he wont give medicine just by look at your face . They need co-operation from all sections

Now this looks like a game, and with the most ineffective police force around this looks a closed chapter, for sure the auto driver may not have been involved there might be more then that , a udupi/manipal auto driver would not go to this type of things, he has better ways to do would not think of international standard crime, and looks like after reading and reading only reading, this looks like some high level group involved and so the process is going on slow, with less co operation from the victim too, again this only the news report, too many wine shops have opened up in manipal looks like the famous educational capital is also going to be the CRIME CAPITAL of the state, with drugs, women, drinks easily available, with lots of empty flats used by students for illegal activites, with the help of building watchman, and with few pimps who are doing their job, manipal the pride of the district is heading towards a more dangerous picture, hope the real culprits are caught, and not someone picked from the street just for coverup which is usually the case over here when it comes to these activities, students show rise to the occasion and not act weak as the present lot is more into dating, movies, fast food, come on guys, fight for ur colleague today it is she, tomorrow it might be someone of ur own, don't give up, in the eighties when we were in college a thing of this was not heard, and if a minor incident did happen, there was no need of the police the student force was sufficient, no one dare to do such cheap things, now with political parties like the ABVP entering the college campus like cancer it will only make matter worse should ban all these organisations atleast in the university level.

This shows the failure of the Police. The Delhi Gangrape was solved in 24 hours. 120 hours and yet the Manipal Police has failed in its job.

The case should be handed over to the CBI. With such poor detection, even if the cuprits are caught, they will not be convicted for the crime.

With all the security, patrolling, safety measures taken in our Capital crimes, worse crimes take place.
Every gadget has a Loop hole every loop hole cannot be plugged.
Safety and protection go hand in hand
    With prevention heading the list.

    Mr.Ding,

What are you trying to say ? Is the current security measures in place in terms of CCTV, patrolling, check points etc. are sufficient in Manipal ? If it is sufficient, then nothing more to do, just catch the culprit and let law deal with him.

Manipal developed bcz of institutions founded by TMA Pai. Fame brought students from all over world. Campus boasted of multi-cultural, multilingual diversity. Sadly drug mafia, illegal activities started flourishing with students as the main customers/targets. Every one knows famous END POINT spot which is famous for providing transient pleasures. I think many people with self-interest were part of having poor security cover. Business and Pleasures were going on unchecked. Police didnt bothered to instal CCTV and other important security measures in place despite KMC being an acclaimed center for learning. Very sad that one student had to pay with her life to provide lessons to civic authorities. People in power need sacrifices from innocent people to implement some safety measures. Women do need security in our society. Do not expect sacrifice of precious life to implement security measures. I am deeply shocked to see height of neglect from concerned people in responsible positions.

Check mobile tower records between 11.30 pm & 11.45 pm in the vicinity.
Even if the phone is not used for calling still the tower records the number of phones in its range during particular time. At least one of the culprit must be having cell phone.
