Bangalore: Govt to formulate guidelines for safety of girl students

Consequent to the abduction and brutal gang-rape of a medical student in Manipal University, the State Government will soon formulate a set of guidelines to be implemented by all universities and educational institutions of higher learning in Karnataka to ensure security and safety for girl students on campuses.

Home Department officials were preparing guidelines to ensure safety for girl students on university campuses, Home Minister K J George told reporters in Bangalore on Tuesday.

The guidelines were also aimed at prevention of kidnapping and gang rape cases, as had happened in Manipal, anywhere else in the future.

George said the educational institutions and universities have been advised to install CCTV cameras on their campus.

The guidelines, however, would not hold head or principals of the institutions responsible in the case of rape or kidnapping cases, the minister explained.
 
“The guidelines are only precautionary steps to be taken by the university officials,” the minister said.

He said the guidelines would be despatched to educational institutions shortly.
 

Investigation In Manipal Case
 
The investigation into the gang-rape case in Manipal was progressing in a right direction and the police were given complete freedom to conduct the probe.

In case of Udupi police failed to nab culprits involved in the incident, he said a team of police officials from Bangalore would be sent to the coastal district to step up the investigation.

“We have to wait for some time. I cannot put pressure on police to complete the probe. The victim is recovering and her statements are crucial for further investigation,” the Home Minister said.

A large number of policemen have been divided into eight special teams and these teams were working on the case.

The police would get leads once the victim begins communication with the police.

"We have already released a sketch of the culprits based on the description given by the victim and the sketch has been widely circulated through the media,”  he said adding: "We hope to get a breakthrough soon.”

As of now, however, he said the police were interacting with the medical student only through doctors.
 

10 Special Courts Planned
 
The Home Minister said 10 Special Courts were proposed to be set up in the State to try rape case and ensure their time-bound disposal.

The main objective of the special courts was to ensure speedy trials in cases of sexual offences against women.

A decision on setting up of special courts would be taken up in 3 to 4 days after consultation of with the officials of the judiciary in the State, George said.

The State Government has asked video game parlours and discotheques to install CCTV cameras to check illegal activities.

He said the State Government would not grant permission to live bands in Bangalore City and other parts of the State.
 

No Permission to Live Bands
 
No license has been issued so far live bands while there was no need to obtain licenses to open video game parlours.

Unfortunately, video games parlours turned into gambling centres and the police would act against such activities, he said.

The Minister, who chaired meeting with the stakeholders of video parlours and discotheques of the City last week, said granting licenses to live-bands was strictly prohibited under the law.

Owners of video parlours and discotheques have agreed to install CCTV cameras, he said.

In the name of entertainment, the minister said some video parlours and owners of discotheques had indulged in illegal activities, which was against the law.

Under the law, only customers and patrons have the right to dance in discotheques.

Women employees have also been barred from dancing in bars and restaurants and discotheques as per the directions of the High Court, he explained.

The police officers were told to act against illegal bars and restaurants holding live bands and obscene dance, the Minister said.

    students of manipal university do not prefer hostel facility mainly for three reasons
    1.Lack of hostel facility
    2. It is expensive would be equal staying in flat
    3.Freedom factor, u can have a lot of fun or luxury like in a flat .

    But intake of manipal has been so much there is no option other than staying outside.
    When the university cannot control the students or keep some values based discipline what is the necessary of increasing the intake.
    Mr. Minister George sorry to say u may give guidelines however value based discipline manipal may not accept.

    Dear Home Minister, do not let us hang our head in shame. Press Conferences, lectures, guidelines keep aside and implement immediate and strict guidelines to Police department to extract the truth behind this unfortunate incident. The rapist may not be hiding in Mars. Only harassing poor Auto drivers will not help to catch the devil. We want result. Failure of your department is a black spot on newly elected govt. Looks like Police dept. has become very lazy. Warm them up. Prove that you are fit to your post. "Simbly" talking big will not be tolerated by Mangaloreans.

    You have highlighted good points.

    Girls should be self-conscious and aware of the implication of time limit. Specially night time.

    If we throw light on many incidents, such incidents are happening in the late hours. Even having one man beside, he cannot protect the girl from handful goondas.

    Formulating guidelines would give some protection but no eradication to goonda characters. They are hungry wolves. Just know to attack mercilessly.

    NEED OF THE HOUR IS TO FIND CULPRITS AND STRINGENT PUNISHMENT TO THE CULPRITS.

    KARANTAKA HM IS NOT INTERESTED IN FINDING CULPRIT AND PUNISHMENT TO THEM.

    Every auto rikshaw driver should have an valid I.D having all details badge no. mobile no. and photos Should tag on shirt or tie at the same time it should be affix on front side of passenger seat. It should be implemented immediatly all over karnataka.It is better to keep record of all drivers who are working after 10.pm till 6.a.m by the auto riksha owner and driver association on thier respective permit area, which will help them in this type of situations in future and also thier duty to keep an eye on outside drivers.

    We know what type of guidelines our Government will try to impose on all Universities or Colleges. They would say don’t allow Girls go outside after 10.00 P.M. from Hostel Campus, don’t keep open Library after 09.00 P.M., don’t keep open wine shops, Bar & Restaurants, Ice Cream Parlors after 08.00 P.M, don’t allow boys to come near to the Girls Hostel after 07.00 P.M., etc, etc. Dear HM, we need clean and fearless environment for our girls and women to roam around cities like Udupi or Mangalore at least. Don’t try to impose guidelines on Girls, instead pls do your duties properly by controlling your Police Department to catch the culprits immediately. It’s already one week passed out but no head way in this case. If it is happening in City like Udupi means just imagine the condition of other major Cities like Delhi, Mumbai or Bangalore

    School should not allow Children to go out till their actual Driver/Parents/Relatives come to take her/him. School staff must be with the Child till her/his Driver/Parents/Relatives come to take her/him. Also Install CCTVs in and around Schools, Colleges and Institutions. No delay and compromise on this.     Regarding the Manipal rape case it is difficult to digest two things
    1) Why Manipal management is considering this case as Kidnap case.
    2) why the student was at the Library at midnight at a place outside the campus.
