One rupee rice from July 10 for BPL card holders


Bangalore, Jul 5 (PTI): The Congress government in Karnataka is all set to roll out its "block-buster" election promise of providing 30 kg of rice per month to BPL families at Re one per kg from July 10 and sees no impediment in its implementation.

Food, Civil Supplies and Consumer Affairs Minister Dinesh Gundurao said today Chief Minister Siddaramaiah would launch the programme here, which would be simultaneously unveiled in all districts.

Karnataka gets 1,78,000 tonnes of rice from the Centre every month and needs additional 1,07,000 tonnes to implement the initiative which would cost the exchequer Rs 4,200-Rs 4,300 crore this fiscal by way of subsidy.

Gundurao told reporters here that Karnataka has sought an additional 10,000-15,000 tonnes from the Centre. He said the State's entire additional requirement can be met by Chhatisgarh which has a "bumper stock".

It can buy from Chhatisgarh at Rs 22.90 per kg but with transportation cost it would be Rs 26-27. In addition, the government has already issued notification facilitating buying from NCDEX, where the bidding process starts on July 24. Besides, it's trying to procure rice from central agencies.

"There is sufficient stock. Let there be no doubt or apprehension over the implementation. There is financial support. There won't be any problem in its implementation", the Minister said.

Nearly one crore households would benefit from the programme. One member family would however get 10 kg of rice and the two-member one is entitled for 20 kgs, while those with three members or more would get 30 kgs.

He said the ordinance on food security programme by the Centre would benefit the state's rice initiative as more people could be included in it with additional subsidy.

Government originally planned to implement the programme from June one but postponed it as it could not tie-up on the supply side. The opposition BJP has dubbed the programme a "hasty decision" without doing home-work. Karnataka is not a large rice producing state.

Gundurao said the Government would construct 27 godowns with 45,400 tonnes storage capacity at a cost of Rs 37 crore, including Rs 27 crore loan from NABARD.

    Majority of people who are commenting on this forum are not really going to vote. Indian politics is mostly (irrespective of any party) concentrating BPL or people who leaves in slums, because they are the real Voters whom any party can easily buy during election time. They never worried about past or future.
    second, religion based politics, where people have their fixed vote for fixed party.
    Even RICE ,TV,CYCLE ETc factors working in Tamilnadu from long time. Unless until gape between distribution of wealth comes down these factors must remain and All parties catch this Factor as their election tool. So u cant blame any party for these reasons. All parties in India follow same basics.

    We have 1 acre paddy field. We have been planning to stop growing paddy because cost incurred is more than the yield, plus no labors. But my parents are hesitant to stop because we have doing this from decades..

    Daily salary for 1 man : 250-300 Rs.
    Daily Salary for 1 woman: 120-150 Rs.

    We need to give a breakfast at 10:30, lunch, plus afternoon tea & snacks.

    Even if we give this much facility they show their attitude.

    The persons who decides whether a family comes under APL/BPL are the local panchayat leaders. People need to give them salute, plus something extra, extra. These local panchayat leaders see the size of the house, type of the house(tiles/rcc) etc, not the income of the person to decide APL or BPL. Finally many deserving people do not get benefited. The ration shops authorities sell the rice to hoteliers, shops.

    According to me rice should not be given less than 10 Rs/Kg, considering the steep increase in income for daily wagers.

    This is going to cost Rs 4200 crores to the govt per year. This amount could have been used to give FREE EDUCATION, employment generation, Loan for small scale industries, toilets, roads etc.

    I am a supporter of congress.but not for all of these nonsence.This is just votebank policy,like previos government distributed cycles to students,saree to womens.What these politicians are thinking?public is fool...!One rupee rice will not reach a poor and u cannot find even one person who will work for Rs.35.Okay the government should give this facility to the family who are not able to work outside or handicapped or widow without earning children....In udupi district whoever having BPL cards...out of 100 families 5 family is really in need of these facility.Rest 95 family having BOL cards with the family members working in gulf or doing some business in India..having renting vehicles.The government should give this one rupee just to the needy people.

    There is no problem in giving the rice to those deserved for 1 rupee or for free. I have seen people owning 4 wheelers having the BPL card.

    Middle class people be ready to pay more taxes and pay more for rice in open market.

    Dear A D Pinto, for obvious reasons our Govt want to keep the poor, more poorer, & deprive them of education, keep illiteracy level at its best to suit their political aspirations.
    In the name of poor, rice will be imported from other countries, rather than encouraging domestic agriculture & farming, Even basic things which India once was the world supplier is being imported, GDP Ki Aise ki Theisi". Politicians & middlemen will scam in this one also, just a cheap election gimmick which will run for sometime like the old Govt schemes.

    the said scheme is nothing but a duplicate of the antyodaya anna yojana of NDA govt.This scheme is still running in NDA/BJP ruled states.Pls refer google for this.

    Can someone tell me what is the yardstick applied to decide whether a family is BPL or APL? Today in Mangalore and surrounding areas a normal coolie worker will get not less than 200 Rs per day (not to mention about Carpenters, Masons etc)and if there is one working member in the family how you can call this family as BPL? It is our governments who are making these people lazy by providing cheap rice etc thus indirectly contributing to labour shortage
