Bangalore: Siddu to serve 'Anna Bhagya' to BPL families at Re 1 per kg

Bangalore, Jul 9: In less than two months since assuming power, the Siddaramamaiah-led Congress government in Karnataka is all set to launch its most ambitious ''Anna Bhagya" scheme for supplying 30 kg of rice at Rupee 1 per kg to all below poverty line (BPL) families in the State from Wednesday.

The launch of the Anna Bhagya scheme marks the implementation of the key electoral promise made by the Congress party in the run-up to the May assembly elections.

The scheme will be formally launched in the State by Chief Minister Siddaramaiah at the Freedom Park in the City on Wednesday at 11 am.

Karnataka’s Food, Civil Supplies and Consumer Affairs Minister Dinesh Gundu Rao and other Cabinet Ministers would be participating in the launch function at the Freedom Park in the presence of MLAs and other leaders.

The scheme would be simultaneously unveiled in all other districts throughout the State.

The State Government had originally planned to implement the scheme from June 1 but postponed it as it could not tie-up on the supply side.
 

98.35 Lakh Beneficiaries
 
A total of 98.35 lakh Antyodaya Anna Yojana and BPL cardholders will be eligible to receive subsidised rice through a network of 20,450 public distribution system (PDS) shops across the State.

The State has distributed 1.33 crore ration cards, including above poverty line (APL) families.

Karnataka will require 2,78,424 tonnes of rice per month for meeting the needs of the Anna Bhagya scheme, which is considered a game-changer as far as the ruling Congress party is concerned ahead of the ensuing Lok Sabha polls.

The Congress-led UPA regime is also implementing its most ambitious Food Security Bill, which is expected to considerably reduce the financial burden on the State.

While single-member family is eligible for 10 kg rice, a two member family will get 20 kg and a family of three and more members is entitled for 30 kg rice per month.

Till now, each BPL family was eligible to get a maximum 20 kg of rice a month.
 

Rs 4,300 Cr Financial Burden
 
The State would get 1.78 lakh tonnes of rice from the Centre every month and it required an additional 1,07,000 tonnes to implement the initiative

The total financial burden on the State exchequer would be Rs 4,200 to Rs 4,300 crore in 2013-14 by way of subsidy, Dinish Gundu Rao said.

The Government has decided to meet the additional requirement from Chhattisgarh, which has a “bumper stock."

Rice from Chhattisgarh would cost Rs 26 to Rs 27 per kg, including transportation.

In addition, the department has issued a notification facilitating buying from National Commodity and Derivatives Exchange Limited (NCDEX), an online multi-commodity exchange.

Rao hoped that the ordinance on food security programme issued by the Centre would benefit the state’s rice initiative considerably as more people could be included in it with additional subsidy.
 

Vigilance Panels to be Strengthened
 
The minister said the Food, Civil Supplies and Consumer Affairs Department will strengthen vigilance committees from the ration-shop level to the State level to check diversion food items and bogus ration cards.

Support of active NGOs would be sought and committees would be made workable at all levels to prevent misuse of subsidised rations, Rao said.

Currently, shop owners themselves were members of the vigilance committees.

However, he made it clear that there was no plan to hold “Akki Santhe" (rice fair) and termed it as “illegal."

    Good news for poor. At the same time I hope this is a good and healthy rice. Few months ago one of the the TV channel showed the tons of rice rotten in rain and eaten by the rats and insects in the northern Indian state due to poor storage facility (stored in open land covered by tarpaulin). There were many peoples voices against UPA govt and questions arising why the grains are let to spoil when millions of people have nothing to eat?

    To get rid of the above stock, I hope UPA has not dumped it in Karnataka and take the credit.

    Tamil Nadu started this trend of giving freebies - this is nothing but vote politics. To uplift the BPL people what is needed is generating employment by encouraging start up of industry / agriculture. Politicians promise translates into a nightmare for the tax payers and other middle class people who end up in the whirlpool of inflation. This 30 kg rice at re 1 will only add to the pathetic financial condition of the Karnataka Government which was looted left right and center by the BJP. Probably we can expect hefty taxes to subsidize this ill conceived idea ???? I feel the only beneficiaries of this will be the politicians and the middle men in charge of this. It will be hard for Siddhu to backtrack at this point - so what is the solution ????

Present day leaders are merely dealers of rulers sitting out of countries. So called secular leaders are working as Robin hood, stealing from tax payers and paying to irresponsible indolent's.The dead and irresponsible society is also equally responsible for pathetic condition of India where more than 55% people starve for single meal even though India is producing enough food grains and around 70% population still doesn't have access to basic of basic facilities like water, sanitation and any kind of social security. As scion of India Mr.Robert Vadra rightly said "Manglo republicans" will not understand the ground realities.

    I think out of these 98 lakhs only 20 lakhs may be the deserving beneficiaries(real poor people). All others so called BPL card owners are actually belong to middle class , rich and even super rich class. I have seen BPL card families who have acres of land , people who have private or govt jobs which earn them more than 25 thousand per month, people who have two wheelers and four wheelers. Do you think such families can not afford food? Also I feel there are cases where real poor do not have BPL cards ! Basically it only increases corruption. I have seen families who to take this cheap rice and then sell it for Rs 10 to local kirani shop owner who inturn sells it for Rs 15 ro 20. And this rice is sometimes then purchased by so called APL card owners from kirana shop. Any scheme that gives subsidy and freebies, reservation etc only increases corruption in our scoiety.

    Dear C.M. Siddu, when you can afford to give Rs.1/1kg Rice:
    1. why can't you afford to give the jobs to the jobless and make them earn their livelihood?
    2. why can't take up several infrastructural projects and give jobs/Medical facility/education to workers children?
    3. Holy scriptures quote, if you don't work, then don't eat. But giving job is Govt duty, and people have the right work and food!
    4. Please don't spoil peoples work culture, otherwise next year there will be many fold increase in people of BPL.
    5. Teach the people to work and earn, Freebees you may give to old orphans, crippled, too young and disabled whom you can't employ!

    If Food safety Bill from Center and Anna Baghya Yojana from State takes off smoothly and with d follow up from NGOs as well that may change the political equation of Indian on one hand Karnataka is on the other. Implementation with out leakages and corruptions are the key of success of this two projects.

    'Food Safety Bill' which lowers burdens of states of such PDS system, is promulgated by a ordinance by UPA which should passed by both House.This Bill kept oppn party in a fix!!If this Bill not passes in the HOUSES, UPA will gain if passed also UPA will gain!!So all political parties except Congress has some reservations and political compulsions to get this Bill passed. BJP,issued a statement that it will not oppose the BILL in Parliament even though it has serious reservation about the BILL!!! So year 2014 LS election Congress Congress/UPA can't be written off?

    A lot of people comment that by Govt. giving rice for just Re.1/kg., people become lazy etc. etc. If you watch carefully, there are a lot of labour-class Kannadigas in Karnataka, even now, just kill their time by chatting, doing nothing, sitting in many "Goodu-angadies" from morning till evening, go home fight and beat their wives for their hard-earned money to drink and disturb the public. Siddu's decision will surely help these poor wives and their children to have at least a stomach-full meal. Dear CM, dont bother about some silly criticism, do your good work - God bless.

    Your Siddu-anna is not giving away the 4300 crore Rs required for this scheme out of his pocket ! It comes out of the pockets of us tax payers. Karnataka already has one of the highest taxes on petroleum products, commercial tax ( which affects every item including food ) and property tax. Why just stop at 1 Rs rice ? Isn't there an old saying that says "Give a man a fish and you feed him for a day. Teach a man to fish and you feed him for a lifetime ? "

    Instead of such wasteful schemes, spend the money on improving public education, job training, infrastructure and public healthcare. That increases productivity not creating entitlement societies.

    Huge money would go down the drain by targeting feeding one crore people belonging to Below Poverty Line (BPL) category but it would have been good if they had promised to distribute it to about 30 lakh people instead.
    Giving rice at Re one per kg for one crore people - neither that much of rice is available nor money.

    The government should utilise Rs 4,000 crore odd money to implement skill development schemes, instead of implementing Re one kg rice scheme. "Money spent on skill development programmes will create an opportunity for people to earn their livelihood.

    Karnataka needs additional 1,07,000 tonnes food grains to implement the programme which would cost the exchequer Rs 4,200-Rs 4,300 crore this year by way of subsidy.Also govt has sought an additional 10,000-15,000 tonnes from the Centre

    Mr.Mohandas Pai may not have credentials to talk of Rs.1 kg rice to poor.

    1. He was part of Infosys, which is a company working for Americans by making use of cheap labour available in India. Most of work done at Infy has been dubbed as coolie work n more appropriately software coolies. Our local coolies are dedicated to work for India's growth in spirit than companies workin for Americans.

    2. Swami vivekananda was of the opinion that it is duty of every wealthy organisation/individuals/government to provide food to the hungry. First try to satisfy hunger as it is the basic need. Once hunger is taken care of, people can then think of skill development, and other forms of activity. Here mohandas pai is primarily concerned with economic activity as he feels people who are poor will not contribute to economic progress and are burden to the country.

    3. Every Indian pays Tax. Wealthy organisations/individuals pay more tax, poor people pay less tax. Even a beggar who buys a food packet or cigarette is paying indirect tax to government. Mohandas pai do not have to think tht those who pay less tax are not fit to live. Mother teresa valued a donation of Rs.1 from a beggar than her Nobel prize money !! Beggar was so happy to knw that mother is taking care of destitutes n his contribution from heart was valued higher than those who give very less compared to their known income.

    4. Rich people who do not know the pulse of economically poor,talk nonsense imagining themselves as thinkers. People have thought of poverty as major problem n mitigation of hunger must be a priority. It is a fact tht people like him do not believe in charity work nor do they contribute to happiness of destitutes, old people, orphans, malnutrinioned population.

    5. People like Mr.Pai who hail from Affluent background are hell bent on eliminating 80 crore poor people by NOT providing - food, health services to take care of diseases, education. Less people - better for prosperity!!

    1. Net Wealth of Janardhana Reddy is Rs.25,000 crore ( includes black money )

    2. Yogish Bhatt's Prado and More than 3 BDA sites in Bangalore

    3. Narayana Moorthy's Net Asset of Rs.600 crore. ( All white money)

    4. R.Ashoka got a free volvo bus for himself for every 4 volvo bus for BMTC/KSRTC and totally he got more than 100 volves. His land accounts to more than 200 acre in Bangalore. ( plz inlcude black money)

    5. Kumaraswammys Net asset valued more than Rs.50,000 crore. Black money no idea.

    6. Yeddys assets more than 10,000 crore. (include black assets too)

    7. Shoba karandlaje's 700 acre forest land in madikeri. ( She has a small family of parents n sisters, yet she amassed wealth )

    8. Prameshwara, Shamanoor, Deshpandey, S.M.Krishna, DK shivakunmar, Ramaiah, Jaffer Sharief, Anand Singh, Priya Krishna, ... - net assets of each individual is more than Rs.10,000crore (include black money too)

    9. Anantha Kumar, Limbavali, Renuka, and every minister from earstwhile BJP regime are unofficially worth more than Rs.1,000crores.

    10. I am loosing track of zeroes to be put after 1. All these assets are enjoyed by individuals and their families.

    BUT

    Rs.4,000 crore will go to nearly a crore of KArnataka's population. This money is used to feed people, to that extent it is useful expenditure. There are needy people who are in dire need of help. Let them get benefited despite all corruption, politics involved around this scheme.

    BJP couldnt help poor people and farmers of karnataka. They missed a golden opportunity to do good politics. I EMPATHIZE with them.

    New tricks were invented in erstwhile BJP regime to amass wealth in astronomical proportions ( some used astrology to knw safety in future). Palemar is well known in coastal belt in karnataka as a man with huge assets in his name. He is just a SSLC graduate but with timely help of some police officer ( incidentally that police officer was a catholic, i cant recall his name), Palemar set up a small business....After that Palemar journey was just like Janardhana Reddy journey .... Rags to Riches by deceit. Palemar became Cabinet Minister and dictated terms at will. I was shocked to see him as minister for Science and Technology !! I had attended one such function related to Science n Tech at a prominent place, where this minister in charge of SciTEch could speak just one sentence on the subject.

    He did permanent damage in Mangalroe-Surathkal areas.... He directly affected nature and People by way of his business interests.

    Maravoor river area must be studied well to see the impacts of Palemars vision.
