Mangalore, Jul 18: Bus employees have to compulsorily wear uniform during duty hours. In addition, if the bus drivers fail to produce driving licence during the time of inspection, stringent action will be taken against them,” said RTO Mallikarjuna at a meeting held in the presence of DC N Prakash, DCP Dharmaiah and several representatives, here on Wednesday, July 17.

"Besides, the bus owners must compulsorily issue identity cards to the bus employees. The ID card should have all the details including blood group and photograph of the employee as it can help if any untoward incident takes place," he said.

"Bus owners should provide provident fund (PF) and employee state insurance (ESI) facilities to the employees," he added.
 
Bus owners who were present during the discussion agreed to follow the rules. Around 13 demands put forward by bus workers were discussed in the meeting.

Ivan D’Souza, president of DK District Karmika Parishat Bus Naukarara Sangha said that only those who pass 10th standard are given licence to the bus drivers and conductors. "Since there is a severe shortage of bus workers, the eligibility criteria should be brought down to 7th standard," he said. In response, RTO Mallikarjun said that he would bring this issue to the notice of the government.


New pension scheme, e-ticket system

Assistant labour commissioner Nagesh said that the bus drivers and conductors can avail the benefit of new pension scheme under the Unorganized Workers' Social Security Act. "Only 2,134 people have registered their names. The laborers have to pay Rs 100 per month or Rs 1,200 per annum. After retirement, they will receive the money back in terms of pension,” he added.

"There have been many complaints with regard to not providing bus tickets properly to the passengers. Decision to introduce e-ticket system will be taken and accordingly the conductors will be taught to use the e-ticket system. Speed governors will also be fixed in all the buses," said Mallikarjun.

The bus owners who positively responded to the demands of bus employees informed the RTO that there are a few bus drivers who drink and drive especially after dark. "Due to this, there have been so many accidents, but the burden falls on the bus owners. Strict action needs to be taken," said Bus Owners' Union president Rajavarma Ballal.

In response, Ivan D’Souza said that it will be brought to the notice of all the bus drivers. "We will also support the move to suspend the licence of those who indulge in drunken driving," he added.

    Every one is complaining about the speed of the buses. Please dont blame the driver, because the owner of the buses has asked him to do so. If buses have a time schedule to meet then it should not be at the expense of breaking speed limits. I think more traffic police with Radars should be posted to catch and fine the bus owners. The Radar can be installed in any parked car on the road and the picture sent to the computer instantly. The RTO can make good money.

    Our R.T.O. Sri Mallikarjun in of the efficient official. Pls do not make bad comments on him. He conducts regularly monthly public meeting " Sarige Adalat" and problems are discussed and resolved. Anybody who have grievances about R.T.O office, pls attend this meeting and you will know how our R.T.O is transparent / what is the best efforts done by Sri Mallikarjun. At the same time do not expect that your grievance will be addressed with in a weeks period. For eg. I have got my son's driving license - both LLR and Permanent license without paying any bribe to any one. No hassles I have came across. What more you require ? Those who are wants to directly get their work - pls try and then report your grievances. For your information's our R.T.O. office has staff shortage to the extent of 35%. In such situation how do you expect any Govt. office functions very efficiently ? Growing need of public demand / population every Govt. office should provided sufficient staff at-least filling the sanctioned vacant post.

    Mr. Bhat, just because you haven't had any trouble with the RTO officials, it doesn't that mean that everybody's experience would be the same. who cares if there is a shortage of staff in RTO office. Its not the common mans responsibility to recruit people for the vacant posts. Moreover,how good and efficient are the existing staff at discharging their duties.     Can anybody want to see the real
    speed of Express Buses.Then just
    stand near Padubidri -Karkala State
    Highway.You cannot imagine the Peculiar sound of their Horn & the
    speed.If anybody come across this
    vehicle there is no chance for his
    survival.I really cannot understand
    what police & RTO is doing.Although
    Police Station is very near to this
    place & 1 or 2 policemen are standing near bus stand doing nothing.

    What is RTO officer talking about..does he have any idea about what he is speaking??? Anybody can get a driving license by paying certain amount of money to the agents sitting behind the RTO office in Hampankatta. Road test is not mandatory for getting a driving license.

    all driver's and conductor of public transport should produce conduct certificate from the related school before get the work permit.most of the driver's and conductor in public transport are criminal and drunker that is why more accident and other criminal activity can't controlled by the government.

    Now what remains to be discussed is only the 'inner wear' and it's colour which are to be worn by the drivers and conductors? is it? Non-Sense.
    Please read again the fact that Mr.Ballal and everybody present knew that 'some drivers' were drinking and driving!!Oh my gosh!
    How many lives at stake daily and even after this meeting?Just shows how poor our system is even in this jet -set age!
    All this 'Natak' is to score some bloody brownie points by one over the other with some politcal stink attached to it.Like Gabbu sir said let the State take over...at least

    Ivan Dsouza must answer a question about conduct of bus conductors n drivers ( including auto drivers for whom Ivan is the life-long representative) when on duty. Many college going girls face lot of harassment from some of these uncivilized conductors/cleaners/drivers. Many students have to catch regular buses on daily basis. This situation has been exploited by conductors. It wil start with smile, issuing ticket on concession rate ( or free travel), then if bus gets rush these conductors will internationally make awkward contacts with female passengers. Recent incident of how a bus conductor stalked n threatened a teenage girl and ending up in rape n pregnancy is a classic example of how these rogues behave. Can Ivan make an effort to establish a help desk where the grieving girls can complain about behavior of specific conductors ? Identity of complainant can be kept confidential.

    Mr.Ivan D, can u plz do one good work for the sake of girl students ? You may be trying to copy-cat from George Fernades, by becoming workers union president and fighting for their causes. But We as citizens seriously doubt ur credentials. We want to see action from you, not just photo session.

    RTO has to struggle hard to find solutions to problems posed by private bus operators n their employees. I wish Mangalore had a full fledged government buses like BMTC of Bangalore. Control n effectiveness will be much better in terms of accidents, public safety etc. These same private operators blocked train service from Mangalore to Bangalore for more than 25 years. Even now the lobby is so strong that train timings have been kept in inconvenient way. Train take 4 hours extra than private busses !!

    What to do, this is the result of poor vision of leaders.

    It will be better if the Govt can do a pre-paid card were it can be used by the passenger for his / her travel in any bus route and the owner gets his collection and the passenger will have no trouble of carrying change, or the conductor enticing on change and having a arguments.
