UPA endorses Telangana statehood


New Delhi/Hyderabad, Jul 30 (IANS): Meeting a nearly five-decade-old demand of people of Telangana, the UPA Tuesday decided to accord separate statehood to the backward region. This will create two states for Telugu-speaking people.

The UPA coordination committee approved the creation of a separate Telangana state by bifurcating Andhra Pradesh, informed sources said in New Delhi.

The sources said the United Progressive Alliance decided in favour of Telangana at a meeting held at the prime minister's official residence and attended by leaders of constituent parties like the Congress, the Nationalist Congress Party, National Conference and the Rashtriya Lok Dal.

The UPA coordination committee meeting was being followed by a meeting of the Congress Working Committee (CWC), the party's highest decision-making body, which is expected to take the final decision about carving out Telangana.

Human Resource Development Minister M.M. Pallam Raju had indicated earlier that the Congress leadership was inclined towards taking a decision in favour of a separate Telangana state.

The announcement ended a chapter in the history of Andhra Pradesh, which was formed on Nov 1, 1956 with the merger of Telangana (then known as Hyderabad State) with Andhra State.

Andhra Pradesh will become India's first linguistic state to be divided. Carved out of then Madras State in 1953, it was the first state formed on linguistic basis.

The central government will bifurcate Andhra Pradesh, the fifth most populous state in India with a population of 84.6 million. Spread over 275,000 square km, it ranked fourth among Indian states in terms of geographical area.

Telangana will have a population of 35.38 million and an area of 1.14 lakh square km.

Telangana, which comprises 10 districts including Hyderabad, was part of the erstwhile princely state of Hyderabad and has a distinct culture. Its leaders had accused rulers from Andhra for doing injustice to the region in all sectors and going back on the assurances given at the time of merger.

Tuesday's decision brought down the curtains on the controversial and violent movement for separate state. During 'Jai Telangana' movement in 1969, over 300 people, mostly students, were killed in police firing.

With this, the central government has fulfilled its Dec 9, 2009 announcement to initiate the process for formation of Telangana state. The statement followed an 11-day hunger strike by Telangana Rashtra Samithi (TRS) chief K. Chandrasekhara Rao and massive protests in the region.

However, the counter protests in Seemandhra (Rayalaseema and Andhra) and mass resignations of MPs and state legislators forced the central government to make another statement Dec 23, 2009, putting the process on hold, citing need for a consensus.

The five-member Srikrishna Committee constituted by the central government in 2010, suggested five options, making a choice difficult for the UPA government.

TRS and other parties fighting for Telangana state kept up the pressure on the government through organising strikes, road and rail blockades, million-march and march to the state assembly.

The delay in taking a decision was hurting the Congress party in the region as it was losing its legislators and cadre to TRS. The resignations of two Congress MPs and senior leader K. Keshava Rao in June put further pressure on the party.

It then decided to solve the contentious issue once and for all to clear the uncertainty before next year's parliamentary elections.

The region sends 17 MPs to the Lok Sabha. It also accounts for 117 seats in the 294-member Andhra Pradesh assembly.

Hectic activity began Tuesday morning as leaders from both Seemandhra and Telangana rushed to the national capital. Union ministers and MPs from Seemandhra along with state ministers from the two regions went into a huddle to work out a strategy in a last-ditch effort to stop the state's division.

Telangana leaders, who held a separate meeting, exuded confidence that the Congress party would fulfill the long cherished dream of people of the region. Union minister D. Purandeswari and MP L. Rajagopal called on Congress president Sonia Gandhi.

Chief Minister N. Kiran Kumar Reddy, his deputy Damodar Rajanarasimha and state Congress chief Botsa Satyanarayana, who rushed to the national capital on being summoned by the leadership, held meetings with party general secretary and state in-charge Digvijaya Singh and other central leaders.

    today people ask breakdown of states based on language. who knows, tomorrow there might be a cry from Malappuram district in kerala for seperate state- later sepearte country. Thuluvas ask for thulunad, konkanas for konkan gao, later GSB konkanas seperate from Catholic konkans- how many pieces you can make??/

    what additional benefits a common Thuluva can get by having a seperate state?

    To create a tulunad is not required...we already have the best devloped, well educated, well cultured people in tulunad....state hood will not make any difference....the major funds/devlopments are generally from Gulf or the farmers and some industries...Lets have Tulunad in heart and not on Map...Jai Karnataka

    You dont know this matter at all. Demand for separate state was raised by TRS (Telengana Rastra Samithi) with the help of BJP. BJP conducted rallies across AP and fooled the people of telangana for carving out different state by making demostrations ,strikes, destroying properties,bundhs,protest,suicides etc . Now what will you say ? Like BJP you too will change your comments, color like chameleon. Even Before BJP was responsible for division of states.

    You have the rights to fight for separate Tulunadu and freedom to express. But you are wrong in saying kannadigas get out. Large number of Tulu people are there in Bangalore, Mysore, Hubli, other parts of Karnataka, Mumbai, Pune, Amhemdabad, Chennai, Delhi etc etc. How do you feel if Tulu people are asked to get out from those places?

    I think if Tuluvas had fought for the new state during states formation in 1956, Tulunadu would been new state by then. But Tuluvas accepted Kannada and got united with Kannadigas. It was Tuluvas who published first Kannada Newspaper MANGALOORU SAMACHARA in 1843, not Kannadigas. It was Tuluvas who established a bank and named it KARNATAKA Bank. These are few points I mention. All these happened before Independence and before Karnataka (Mysore State) was formed.

    Tulu Script was in use till 18th century and in 19th century Tuluvas started using Kannada Script. I don't think that time no one forced you to use Kannada Script or adopt Kannada Language because that time India was still under British rule and Karnataka was not formed.

    The great Krishna Deva Raya (the son of Tuluva Narasa Nayaka) was the emperor of Vijayanagara Samrajya during 16th century. But being a Tuluva what was his contribution to Tulu? He practiced Kannada and Telugu in Hampi. The kings had super power, decision making was easy for them, unlike current democracy which requires everyone's opinion to be considered. Compare Krishna Deva Raya with Tippu Sultan, who imposed Urdu on Kannada speaking people ( I am not saying tippu was right)..

    If Tulu people had love and care towards their language, this situation would not have come. Now Kannadigas are also doing same mistake. In 50-100 years Kannadigas will also face same situation if not woken up now.

    In my comment above, no offense meant to my Tuluva friends here or anyone. I love Kannada and Tulu equally.

    Do not forget Besides Kannada and Tulu, Konkani also exists equally. A language spoken by the followers of different religions. It was south and north kanara earleir. The name CANARA is carried on the heads of many institution the one being the largest and oldest bank CANARA BANK, in this cradle city of Banking Industry.So the konkanies will have a upper hand to make a seperate KONKAN State.Can you share some history from your knowledge Bank.

    I know history of Kannada and Tulu. I don't know about Konkani and not interested in learning that. As for as I know you people migrated from Goa to Karnataka and Maharashtra a long back, even before British came to India. You have your konkani state Goa, you can go there to live if not satisfied in Karnataka.

    Konkani people love Kannada/Tulu and accustomed to culture here. Exceptions are very very few. I know there are few place like Karwar, Joida and Ankola in Karnataka which are dominated to Konkanis. It does not mean new Konkani state creation. There are some places in South & east Goa, dominated by Kannadigas. In addition lots of People of Udupi, NK, Hubli, Bijapur, Belgaum are migrating to Goa for livelihood. Now a days you can speak Kannada in most of the places in Goa. Most of the hoteliers, road vendors are Kannadigas. It doesn't mean a new KARUNADU state should be created inside Goa.

    Nandan Nilekani, Vijaya Mallya, TMA Pai, Subburao Pai, Mohandas Pai, Prakash Padukane etc etc would not have grown to this much level if they stayed in Goa. Kannadigas are generous and Karnataka helped them to grow.

    With all this background dont we konkanies have the right to claim for a seperate konkan state. There is existence of 2 telugu speaking states. why not of Konkani. Further the tuluvas can claim for tulunad and the konkanies for konkan state. Thus mother India will give birth for twins raising the no. of states to 31.You will not have much problem cos u have already moved to Bengaluru and u can always remain in karnataka state.

    2) In America there are many religions and races but only one major official language,English.
    3) Like in America, we should also have less number of Languages like English & Hindi. More Languages are dividing people.
    4) We can not suppress languages but can promote national and international languages that are beneficial to us in long run. Our Children are compelled to learn more languages than other useful subject.

    It is good news that UPA is listening to peoples will and implementing their desire. It is high time tat we too raise our demand for a separate state for Tuluvas. Tulunadu culture is different from kannadiga culture and it is high time that we separate ourselves from kannada hegemony. We can slowly switch over to English script instead of presently used kannada. Tuluvas, please consider my suggestion and strive for a prosperous Tulunadu. In Tulunadu, Tulu , English and konkani should have equal status and the rest sundry languages like Saheb, Beary etc should be optional

    It is always better to have smaller state which can be more efficient and develop faster as Goa,Himachal Pradesh,Punjab and Haryana have proven.This and other splits should have been done long ago. Switzerland is a small country with the size and poulation of Himachal Pradesh and yet it has 23 states with full federal status (more independent than Indian states). It has helped development and efficiency of governance.

    In fact i am the one(Common Man) who has to pay additional taxes for this new state capital. The taxes paid by me till now are utilized in improving Hyderabad and now congress wants to turn that into her vote bank politics and given it to Telangana. For them the political power is required and not the welfare of people. Congress by its decision says people of remaining Andhra, start working hard again from scratch and develop. We want Sonia to surrender all her family property and all to Sanjaya Gandhi's family (Rajiv Gandhi's brother) and start from scratch.

    When I was growing up the Social Studies text books listed that were 25 states and 9 Union Teritories. Now, the list stands at 29 states and 7 UT's. WTF!

    The myopic dim witted national leaders don't realise that the progressive carving of India into more and more states for short term power and appeasement of vote banks falls straight into what China - a country that is India's enemy in sheeps clothing who has a history of being a rogue land grabber - has described in it's India-centric defence paper as "self destruction by way of Balkanisation".

    Indeed, why wait for India's neighboring enemies to grab Indian territories and land mass when India's enemies are within itself busy dividing and sub-dividing the country on basis of language instead of abolishing the division causing failed experiment called "reorganisation based on lingustic majority" which has caused no national pride and unity and the feeling of "oneness and community amongst it's masses - there are more Malayalis's and Tamils and Punjabi's and Gujarathi's and Bengali's and what not's than there are Indian's now - but succeeded in dividing a united India over and above the forced religion based partition imposed upon it by Md. Ali Jinnah and the British.

    It's shameful on a national scale. Oh! What a pity.

    Absolutely no wonder, India was ruled by British, Dutch, French and other Invaders for ages altogether. Today again history got repeated. All these internal disputes among Indian states will ruin India and external forces will reap the benefits.
    Our basic fundamental consitutional document has blunder loopholes which provides for division of India on Linguistic basis. Very pathetic situation for India.
    To be mentioned here that, UPA taking advantage of these issues and thereby making election strategies to win 2014 polls.

    I AM SURE THIS IS ONE OF THE WORST DECISION BY UPA GOVT IF THEY PASS TELENGANA AS SEPARATE STATE.

    IF GOVT PASS THIS, SO MANY PROBLEMS WILL COME. 2 STATE PEOPLE WILL SUFFER WITH SO MANY ISSUES.

    REAL FACT IS ELECTION IS NEAR, HOPE THEY WILL GET SOME SEAT IF THEY SPLIT 2 STATE.

    BJP IS GETTING STRONGER DAY BY DAY. WEAK RULING GOVT MAKES BJP STRONG.

    why all schemes and decisions are made election centric? See the fate of the rupee, now RBI is fighting a lost battle, it can't stop it from further eroding. Why the Artha Shastri was sleeping for the last nine years? I think distributing last moment freebies to garner votes will further sink the economy a new low level. No hope at all !
