Mangalore Airport customs official assaults passenger, case filed

Mangalore, Aug 21: Few months back there was a report stating that an Air India passenger assaulted a Mangalore customs officials in a heated debate over an issue of gold duty payable.

A new incident reported on Tuesday, August 20 has come to the light that a customs officials assaulted a passenger from Muscat who arrived by Air India Express in a locked room!

This incident proved all is not well with international passengers and airport customs officials.



Daijiworld gathered the information from both the passenger and the officials. It is now up to the police to come to a conclusion as to who is under fault.

Passenger's Version:

Ismail (24),  was stopped by customs officials at the Bajpe airport as they spotted that he was carrying gold without declaring the imported dutiable items.

The passenger arrived by  the  Air India flight from Muscat which landed at 7:30 pm on August 20.

Resident of Santosh nagar in Munnur village, son of late Hassanabba, Ismail works as a sales person in Muscat from the past two years.

He was carrying a set of three gold bangles along with the purchase receipt for sisters wedding to be held soon,  amounted to  35.51 grams of  gold, The officials detained the passenger and asked him to pay a fine of Rs 10,000 and also confiscated his passport.

When Ismail did not oblige with the officials, they reduced the amount to Rs 5000 after an argument. Ismail still refused to pay the amount.

According to Ismail he was then taken to a closed room (Where no CC tv is installed) in the airport where one of the customs official who was in mufti beat him up, and later around 10 pm they released him. The officials also returned the passengers belongings back.

The passenger Ismail who was injured was then admitted to SCS hospital and a complaint has been filed at the Kadri police station.

The officials at Bajpe police station have also been informed of the same.


Airport Customs official's version:

Speaking to Daijiworld, an official stated that such cases are very common especially when it comes to passengers returning to their hometown and carrying excess of gold in flasks or even in an extension cord!

But the official said that he is not aware of assault

If a passenger has been working in a foreign country for more than a year, the female passenger is allowed to carry approximately Rs  1 lac worth of gold while the male passenger is allowed to carry Rs 50,000 worth of gold. This will be regardless of the gold on a person although a person cannot adorn oneself of excess gold other than the daily wear.

As the prices of gold are ever fluctuating on a daily basis the government issues a certain gold rate statement for the airport duty
every fortnight.

As each of the flights land an approximate of 170 passengers disembark which have to managed by a set of 7-8 airport officials.

During this time of rush, around 1% of the people create confusions said the official.

In the current case, the said passenger was waiting and being ignorant with the officials for about two hours. As the officials spotted the jewellery on the luggage scan, they questioned the passenger who failed to oblige.

The source has also stated that the passengers inconvenience has been recorded on the camera. The passenger also required a translator in the local language and the airport officials with the help of the clerks tried to explain and coax him into showing the gold that he carried.

The passenger was asked to pay a duty of the government stated amount and was detained on not obliging.

The official also stated that with the new rule which will arise as of August 26, for passengers being charged duty if they carry any kind of LCD, LED or plasma televisions will add to the such confusions that are created at the customs sections.

    i was in gulf n these rats like to bleed any normal guy. when i fought n showed them the rules they started opening box n stealing items. sick devils children...most of these. they pay to get jobs . so no RTI for them. even baggage guys stole bag without putting bag no on ticket. could not file case bcos wife was new to baggage. pray n agree that GOD punishes all of the evil n corrupt in india in govt or pvt so that they rot in hell or be reborn as talibanis in next birth. also those who suppress the truth shall be cursed for 20 generations. no wonder most in india r suffering due to millions of years of rule of higher castes who suppressed them for ages.

    I was traveling from Bahrain to Mangalore last month. Me, my wife and four children all together had 97 grams of gold. Custom looters stopped my wife and asked do you have any gold. My wife told them yes. then they marked on her pass and sent to another officer. There they said you can carry 60 grms but you have 30grams access so you have to pay RS10000. I requested them that I will leave the gold here take back after two weeks of my vacation. All in vain they refused and told me you have to keep all the gold here you have wait for hours, as we have long procedure to do. or else you pay 6000 after special discount. I requested them several time that we have 5 passports and out of that three my daughters.13.11 &6years old. Lady custom looter told me that we can not consider your daughters as they are below 18 years.So You must pay some thing. After all bargaining and mediation of porter they agreed to RS 2000.Then only I got my passport back. And we are the last passenger came out from the airport.
    If these white crows or custom looters in whatever name you can call them are working for countries interest then fine. But they are working for their own interest and feeding these looted (HARAAM KA KAMAI)money to their family. WHAT A SHAME!!!!!.
    There nothing difference between these officers and Dacoit like veerappan.

    I agree with custom officers how these fellows smuggle gold in underwear, extension cord etc etc. I also agree with the harassment of officers over there but 'beaten up' is clearly a fabricated story, I don't think our officers are not as bad as Dammam, Kuwaitis (before sadam invasion)or Somali guys !

    This passenger was carrying around 60,000 rupees worth gold and that was alright, I feel because he was allowed to carry 50,000 worth gold.
    The Customs officials assaulting the passenger takes a twist to the whole situation and the officials should be dealt with accordingly.

    Government has Fixed the allowable limit of Gold to be brought by NRI in Rupee Terms. Instead of this govt should fix the limit in Grams of Gold allowable. Because price of Gold keeps on fluctuating daily and the Corrupt Custom officers get scope to quote today's rate of gold and argue that passanger has brought above allowable limit and then harass the NRI passengers for Bribe. 75% of NRIs are fleeced in Bajpe Airport by corrupt custom officers. All custom officers of Bajpe Airport are today multi-millionaires.

    A lady custom officer in Bajpe Airport always takes the women NRIs to another Room where there is no CCTV and under the pretext of Checking the jewelry on the body of NRI ladies she finds out how many gold Bangles are there on her hand and demands one Bangle as Bribe to allow them to go, if they don't agree she will threaten them with dire consequences.
    My sister had same bad experience while coming back from Dubai. But when she told that her brother in law is a custom officer in Mumbai Airport and she will immediately contact him and complain, that lady custom officer of Bajpe Airport suddenly changed her colour and even offered cool-drink and allowed my sister to go.
    It is also true that as said by Prasheesh Mumbai, the NRIs coming by Bus from Mumbai are targeted by a gang of fake custom officers near Murudeshwar in connivance with Private Bus Staff.

    Customs officials taking advantage of age old rules & laws of Govt..now a days normal karimani itself worth more than a one lakh and Mens bracelt or chain more than 50 thousand rupees.then you will be carrying more than the limit as per law..this will ease the custom officials to demand money..Govt has to increase the permissible limit & it has to prescribe limit in Grams..As per UPA poverty policy NRI is rich since who is spending Rs 27/- per day is not poor..Govt also started charity business via MNREGA,Food bill hence soon we can expect Income tax on NRIs also..

    The stuff is totally shifted / removed and dumped back into the bag!
    We have stopped using locks for our cabin baggage as its asked to be open for inspection two times before boarding.

    I Object you on this issue, My statement was can india provide the jobs to more than 1 billion NRI's in India at this moment.

    In regards to your comment about controlling the population in India, I dont think the govt needs to implement the Policy of 2 child per family. The inflation in india is at so high automatically the population will decrease within the coming years.

    Even if you look at the present scenario the birth rate has fallen drastically, on an average there are no more than 3 chidrens in each family.

    Population is not the weakness, infact it is the strength or power of the country. It is our destiny that we are ruled with corrupt political power. If India had a good governance, even america would have fallen light in front of us.

    The same thing happened to us. On 6th July we travelled by Air India Express. I was carrying my mangalasutra and 2 bangles in my hand bag as I was not wearing them. they stopped us and took custody of my husband's passport and asked us to see the main officer after collecting our luggage. After collecting our luggage we went to the officer and he asked us to pay Rs. 2000/-. I tried to explain that it is my jewellery of daily use, but he wouldnt listen and instead forced us to pay or face the consequences. My hsband then said to just pay Rs.2000 and go, but I refused as it wasnt the money that mattered, but why we had to pay in the first place. Then, he didnt take the money but told us to keep it in a certain place and go. We weren't the only people there. there was a large group of people and many other passengers faced the same problem.

    It happened with me once. I was carrying a LCD 32" bfre 2 years, custom officer charged me 1500 Rs i said wit him everyone know that there is no tax for 32" then y Ur charging me! he was talking nonsense then i bargained with him he took only 200Rs!! how cheap and corrupted these people are!! These Corrupted people are making our Mangalore airport corrupted! Someone here said i will never come in direct flight to mangalore!! see how shame it is! Being a Mangalorean he/we are getting scared to come in direct flight cos of this corrupted officers! Please Daiji at least seeing so many response Please we beg u to take this matter to higher officials so that we can come to our Mangalore Airport without any fear of this corrupted people!! :(

    Now you get everything in Mangalore, so just carry necessary things and leave these white crows high and dry, walk gracefully its your country dont be afraid. If you are carrying duty items, please pay your duty at the duty counter, then see how these white crows will become black crows.     Yes, one can follow the law if the customs officers follow the law and implement it. Here the customs officer's first priority is to get his bribe. He is least interested in implementing the law and earning revenue for the government. If you have a chance just observe how these useless guys in white uniform treat the poor laborers returning from the Gulf countries. They forcefully pull out their wallets and extract money even though these poor guys have nothing of value in their baggage. They are real blood suckers and your blood only boils seeing these uniformed thugs. If you are able to find one honest customs officer among ten thousand in India then you can say that it is a real miracle.

    Some readers have suggested here to come to Mumbai Airport and then come by Bus instead of coming directly to Bajpe Airport. But even in Bus route there is one racket disguising as Custom Officials who come in a Jeep and stop the Bus in a deserted place some where between Honnavara & Kundapur and exactly go to only NRI passengers and call them outside the Bus and demand money to allow the Bus to go ahead with their luggage. Bus drivers and conductors also misguide the NRI passenger to part with some money.
    Here one may ask the question- how those Crooks came to know the exact seat number of that NRI Passenger in the Bus. The answer is simple - The Bus Conductor while loading the luggages of the Passengers in the dikky of the bus carefully studies as to which luggage is having sticker-tag of foreign Airport Security, then he finds out the exact seat number of that passenger and informs the gang at North Kanara by phone. Bus Conductor and driver are a part of this gang, that is why they coax the passenger to part with money when stopped in the middle of the road.
    SO, IN FUTURE WHEN ANY NRI FACES SUCH SITUATION WHILE COMING BY BUS FROM MUMBAI, THEY SHOULD IMMEDIATELY ASK THE BUS DRIVER TO TAKE THE BUS TO NEAREST POLICE STATION AND YOU WILL SEE THAT THAT THE GANG MEMBER DISGUISING AS CUSTOM OFFICER WILL IMMEDIATELY VANISH.

    I used to travel twice in a year via Mangalore airport. Most of the times I have seen custom officers takinq passport and put inside the desk, start asking questions to scare the passengers. Can anybody tell is it allowed to do like that? Do they have the right to hold the passport?

    They target only labor class passengers and women who travel alone or with kids. i really felt very sad as i know how that poor these labor class suffer here and also at home in the hands such people.

    In the new air port customs area is wide open and visible from all the sides, have cctv, not like old airport. Even though, I saw last march custom officer holding women and asking many questions, to open their hand bags and holding for long time which was very embarrassing for me. Also, i have noticed Some youngsters join the custom officers who are not in uniform (wearing t-shirts) and do not have job tittle tag.

    These custom officers know that all passenger are from rural area and they can do whatever possible to get some packet money, while in Mumbai air port has no such issues at all. Excellent!

    Thanks for Daijiword and the passenger for giving us chance share our experience in a platform that can educate the passengers.

    As all of you are aware, there is no scope for Gulf employees now and everybody is struggling to retain their job by sacrificing all their desires and if someone come across such a bad experience after a long stay in gulf, really hurting very much.

    If Daijiword or someone expert can give some guidelines how to overcome such problems that will really help women and poor labor class passengers.

    Also, I suggest our gulf employees do not carry stuffs from here, send money to your bank account and buy stuffs in your native place as all items now available in India. 1

    This is on going story at mangalore airport since more than a year. Travellers ,most of them from gulf countries keep quiet because of their 'Majboori',and customs officers exploiting us using the new govt. rules. Recently a friend of mine gone through the same saga, but he used the word that - 'we are Daijiworld people' and himself freed from their clutches. A big nexus of custom, police and even porters is working at Managalore airport.
    This is right time to our elected representatives intervene to stop this crime. Keep in mind we have a very powerful central minister and 4 state cabinet ministers.

    Shame on you corrupt custom officials.

    One of my friend always used to put 4 Expensive Whisky bottles in checked in luggage (one **) from GULF ITSELF apart from 2 liters from duty free in handbag.
    When customs officials scan and ask him to open the luggage he used to say (one**) for you saab!
    Happily customs official was asking him to close the luggage guiding him to give that bottle to person standing little far away.

    Dear Gulf People, why do you wanted to bring all these Chinese goods from the gulf to India taking heavy risk, paying luggage plus customs duty.

    DON'T BRING ANYTHING ONLY YOUR LAP TOP IF YOU HAVE AND ONLY 25KG OTHER GOODS INCLUDING YOUR CLOTHES.

    All the things which you are bringing is available here in Mangalore obviously at the same rate which you are buying in the Gulf.

    MAKE THE CUSTOMS OFFICERS DRY. THEN ONLY THEY REALIZE. NOT OTHERWISE.
    Secondly, We are bound by the government laws. If anybody brings more than what is stipulated, he must pay the customs. Supposedly, you wanted to avoid customs bring the things in limited as per customs rules.

    a day before you are travelling to india,check the customs website the limit you are allowed & if possible keep a copy of it,don't hide things which increases suspicion when scanned & if younger officers demand bribe,don't hesitate to approach higher officers.Obtain a export certificate from customs before you exit from india if you are carrying gold out which will help you while you return back to india.
    The total period calculated is the time from your last visit to this visit.

    The Custom Officials of Mangalore Airport are Pathetically corrupt, and they target semi-literate passengers and simply loot them by stating all false rules. I have a first hand experience of the same when I was returning from Saudi on Visitors Visa. If you speak in English and ask for the receipt for the amount they have demanded then they suddenly become meek.
    The custom officers are appointed by Central Govt & not by State Govt. So,Majority of the Custom Officials in Mangalore Airport do not know Tulu or Kannada.

    I too had just because I was carrying few bathroom fittings I totally refused to pay any bribe and demanded an voucher for the duty paid which came down drastically from 10,000 to 700 only but what basically made me upset the young custom officials are being well trained by the seniors and there is a Lady official who I think is the Gang leader, we all NRI should join hands and have sting operation on these corrupt officials and report to Lokayukta and Remove them from their jobs if it done to one or two all will be quiet for some time at least especially the Lady Ring leader!!

    as per customs NRI male can wear 40 to 50 grams of gold and ladies can wear 80 to 100 grams as normal indian people are wearing, there is no need to pay customs for that. This system is there since Many years. But these customs officials are robing the gulf people because most of the NRI's are not aware customs rule, and illterate.
    Government should distribute leaflet to the passengers before boading in the flights, containing what is chargable and what is not chargable. So that these passengers can go safely to their home.

    I am not surprised! I would like to share the incident which happened on 20th July when my wife was traveling with our daughter from Bahrain to Mangalore. The flight arrived at 7.20 PM but the customs officers made the 2 ladies wait till 9:00 PM! that too beacause my wife was wearing 4 bangles of 7 grams each which is 28grams alltogether. When my wife told them that the value is worth about Rs.70,000 on that day, they said you have not stayed for 1 year abroad. She was 3 days short of one year stay in Bahrain! They took the passports of both and made them wait till every one left till 9:00 PM for refusing to pay the bribe! Every few minutes different officer would come and questing her and tell her about new rules ,my wife told them that she has seen people paying bribe and walking out! at This point every one gathered around and started harassing her. It only when she told them that she will inform the Daiji Media and lodge a complain, they let her go. You wouldn't see they kind of behavior and greediness at Goa, Bangalore or Calicut airports. My family is completely shaken and we have decided not to travel directly to Mangalore in Future!!

    I was charged customs Dhs. 100 without receipt for getting 2 bottles of whisky 750ml each and 2 small bottles of complementary whisky along with big bottles. I told them I dint get enough money as I came on emergency leave he told me to keep bottles or pay, I showed him my wallet I had Rs.300 and Dhs.100 note within a splash Dhs.100 was in his hands and he asked me to take bottles and leave.. Whom to blame sadly that was I was really in rush.

    "If a passenger has been working in a foreign country for more than a year, the female passenger is allowed to carry approximately Rs 1 lac worth of gold while the male passenger is allowed to carry Rs 50,000 worth of gold."
    What does "Working in a foreign country for more than a year" exactly means?
    Is this the duration between our last visit to India & the current visit or Is this the duration since one residing in a foreign country?
    I am residing in a Gulf country since 2006.
    And recently in July I along with my family (hubby & kid) had been to India. I was carrying a necklace weighing 41gms.
    So the custom officer asked to pay 12,000 INR as duty since the duration of my stay in Gulf since my last visit was only 7 months (that is the duration between my last visit to India in Dec 2012 & the current visit in Jul 2013).
    Then he settled with 1,000 INR & handed over my passport.

    I had similar experience one year ago. I had door locks which they claimed not passenger goods to shipped by cargo and they demanded to pay bribe Rs 5000.00 which I refused. They threaten me to seize the material and later I met customs manager and explained who (aged) very good but his front staffs were thieves. Finally I paid Rs 2000 and took the customs receipt. I wanted to file a case but I was on short leave and my father very sick and had time to report. Some times I noticed they give hard time for women who travel alone. I suggest all passengers to note down names of such officers and file case against them. Also should be reported to lokaykuta.

    If the customs officer offered an amount lower than what an NRI is expected to pay, he is doing a favour to an NRI.

    If customs officials start being honest and follow rules as per books,then NRI's will be unable to bring anything.

    Customs officials have their own set of problems, they usually charge a nominal amount which is mutually acceptable, provided you behave with them politely.

    Ignorance of Customs Laws is not an excuse. I find strange when educated NRI's argue with customs officials on customs duties.

    AED/INR is 17.5, i am sure most NRI's now can afford paying customs duties.

    your comments are in bad taste . The primary reason any indian leaves is to earn a living which in many a case was a difficulty in his own country .
    Ihave travelled for 8 years ..twice a year and on every trip have seen customs hassle the passengers .
    Your comments that a mutually acceptable amount is not acceptable ... Charge what is the law of the land or what the passenger has paid on the invoice , nota fancy rate .

    The irony of comments out here is that lots of comments are from people who have not travelled .
    when we return to india its either to visit our parents, a death or a marriage ... any instance is time bound and in most cases NRI's do not want to get into hassels with government employees get dragged to court and the police station .. to be honest you may actually have more people " NRI's" who have a conscience and decide to pay the government fine than lay visitors who visit the gulf and people who are passing comments who have not travelled .
    Mangalore customs is a shame at the extend at which they try to loot passengers .. I have travelled a dozen times through bombay and they too work underhand, but have respect if the customer for the money that is paid out , mangalore lacks that too . its best explained as " to each his own "

    Value of the gold is always fluctuating. Govt. should give a limit based on weight instead. I suggest 20 grams of gold for Men and 50 grams of gold for women. Tax should be charged on any excess gold unless export certificate is produced.

    Eventhough there is lot of complaint about custom officials harassment, the above story looks like cooked up by the passenger..Assault by the custom officials inside the Airport seems impossible..Anyways, get well soon Ismail with a smile..remember not to bring TVs next time (UPA courtesy) otherwiese you have to admit to hospital once again..

    I had bad experience in Feb'13 at Mangalore Airport.I was carrying a gold chain as a b'day gift to my 9 years old daughter. I was asked to pay Rs.20,000/-.I told customs official that I didn't cross the rule and showed him bill.Then he came down to Rs.10,000/-.I said " I can't pay..Please don't harass me"..When I spoke to him in fluent Kannada,he was surprised and brought the figure to Rs.3000 (for him) and no customs charge. I said "ok..I pay you,but straightaway go to Daiji office "..CHECK MATE..He was clean bowled..No customs,No bribe...(but he consumed my precious half an hour)

    The truth is out there. Having said that, all NRIs should be aware that being ignorant about the law is not an excuse to break the law. It is with the customs official to decide if he can lower the burden of paying customs by the passenger. I was an NRI too for 20 years, so am commenting based on experience. There are always the good guys and the bad guys. The passenger should be ready to own up and pay up in case he is caught by not declaring in the customs. The right to request to reduce the customs is something which the passenger can ask, but should not assume it to be his rights. Customs Law is same for every passenger.     Custom officials at every airport are there to squeeze hard earned money of passengers. If they are honest they should make the passenger to pay fine and provide receipt.In mangalore airport custom officials often ask money,things shamelessly.They even put their hands and pick things which they like. Such greed and selfishness can never been seen anywhere.

    You are right Mr.Basil Dsouza, M'lore. Even i went through the same situation in M'lore Airport. The Custom Official are ridiculous. They don't even differentiate between used gold for 2-3 years. That Too bought in India & wore during flying & carried the same @ vacation time.
    How they reduced so called custom amount to Rs.5000/- . Such a corrupted officials are there in M'lore Airport... disgusting... really when i think of vacation i feel bad of these stupid people.For me they made problem without any reason... b'coz i had my wedding ( minimum)gold( bought in India) with me during my last vacation.

    Customs officers at Mangalore airport are thugs. Even the security guy seems to be acting like customs officer. I was carryng two bottles and it was in luggage bag. I had one hand bag which didn't have any liqor. Hand baggage was scanned and when the luggage came in,it came with "X" mark and they said it needs to be scanned. They scanned it and found that there are two liqor bottles. Then official was asking is there any liqor in hand bag. I told him just now you scanned hand bag and did you find it? I placed the hand baggage again into scanning machine. These officials simply harrass the passengers to loot them.

    If every one is allowed to carry all items like gold,electronics,household items with out any customs or restrictions. our local manufactures and the people are employed by them will have to sit at home.we do elect representative to run the country. because we can not run the country individually.
    we blame the government for not doing enough improvements to the country. tell me honestly how many times we are asking the shop salesmen to give the items without bills to save the tax. we all ways blame the government. first we should ask our self what is our contribution to the nation to claim our rights.

    I no way asking to remove the duty completely, but be considerate with all Indians. The charges are sometimes exhorbant and harassing too and do you think these monies goes to Govt! If it is so then why they agree here to reduce from Rs.10k to Rs.5k just like that? NRIs are also Indian's too and they don't get money from tree, they work day and night under extreme condition to make the savings.

    This kind of harrasement has been noticed by the officials. The officers many times take bribes from travellers through airport ground workers(who assist in carrying luggages), once they are outside. There should be a special team to observe & handle this. Many NRI travellers are really worried to travel to this airport
