Kundapur, Aug 23:  Udupi district, which leads in the education sector, is faced with a lack of facilities in schools, but the situation of teachers in Halthur School  of Ulthoor grama, Kundapur, is a unique one.

The school which was established in 1971 is 42 years old. A total of 60 students study from first standard to seventh standard with four teachers and three temporary teachers as staff.



Headmistress Shashikala has been working here from 2005 while assistant teacher Laxmi Devi has been here from 2010.

Teacher Divya B joined in 2011 while Ramakrishna Varna B who is on the rolls from 2007 has not taught a lesson since his appointment. The school development committee and education department have given him job security and a salary to the surprise of many.

The Problem:

Teacher Ramakrishna Varna is 53-years-old. He has been in service for the last 33 years but his countenance is that of one that is unstable. He is neither able to stand nor walk properly. He is not able to speak and hence he does not teach children say the other teachers in the school. Though the school development committee had objected to it, the teachers have found remedial measures which have enabled the incapable teacher to receive a salary. The teacher stands or sits along with the children when other teachers come to teach them.

Appointment of Two Teachers:

Verna has never taught for the last six years. Even if he goes to the classes, the children do not listen to him. The school development committee has also objected to his employment. The school has illegally appointed two lady teachers on a temporary basis. 

The teachers are being paid Rs 2,000 each through SDMC from the salary of Varna. Ramakrishna’s salary after deductions is Rs 30,000. The school has silenced the school development committee by employing two lady teachers paid from Ramakrishna’s salary.

Illegal:

Though the department is aware that a sick and unfit person is employed in the school by paying a hefty sum and has also illegally employed two temporary teachers, the department has not taken any action. This has angered the local people. When thousands of people are unemployed, Ramakrishna is still in service without seeking voluntary retirement.

He has been told to opt for transfer or voluntary retirement. 

Verna has postponed retirement thinking that he can get full retirement benefits if he retires next year.  “Children have no problem as two temporary teachers are employed in his place,” says Gopala Shetty, BEO, Kundapur. “I cannot teach. Children do not listen to me. So I have appointed two teachers,” says Verna.

    Instead of teaching students,loitering here and there inside the school wont serve any purpose. After all he is drawing a handsome salary of Rs.30,000 p.m. without doing any job. Even he cant speak properly. Whats the Education department is doing. Further he is not married. So he better take voluntary retirement and live happily with his pension and other gratuity benefits. He should become a burden to the scool and also to the Government.

    Although this Teacher has cheated the Government, but he has not cheated the students....!!!???? Our all ministers are cheating us as well as government...!!!??? Considering this he is a good human being...!!!??? Let him retire with full pension please.

    This is the tragedy of India. It seems that in Normal school, handicapped teacher. You can see such people in our parliament. There is no retirement age limit, so after retirement they will join politics and spend rest of time by sleeping only. Our leaders are also helpless, if you close the school or terminate those teachers some groups will object and agitate.

    This stale tale is common in various govt. departments in India. There were the the instance of Some of the employees going on leave for years and working in middle east or Europe for higher salaries. Finally they come down to India and go to the court for their right. Our Ministers, MLA's, Corporators utilising the public money in the name of study tours. Mera Bharath Mahan.

    education system.What we can expect
    from these students.If the teacher
    Mr.Verma is unfit to do his duty then the management can offer him VRS and appoint one healthy teacher
    in his place.

    I think it is allowed to appoint a teacher by a sick teacher on his/her place when he is under treatment for chronic disease like cancer etc...Salary would be paid from the sick teacher..and not the govt or any authority.... I have no idea whether above said teacher has the permission to do so...
    Question is even if he takes VRS will govt appoint a teacher on his place may not be. I like to appreciate this teacher that he has given the employment to two unemployed teacher by paying from his salary.. There are many teacher s in other school who are on long leave appointed their counterpart by paying from their own salary...

    Kundapur is becoming notorious. What the so called people friendly MLA srinivas Shetty doing? Is he sitting near a tea shop chit-chatting with locals? WHat kind of MLA is he ? He should immediately listen to grievances of students and prove that kundapurians work for their own people. I think Srinivas shety is enjoying his life.

    These teachers also did outsourcing,but with licence. These people also may be paid big money to get permanent job and started to take big salary and kept some one to do their job by spending may be 20% their salary.

    This is the situation in all govt schools in all states. In this way poor children will never get education, and never prosper. Only sick teachers belly will bulge by the heavy sum received as a salary without doing any work.
