Assault by Puttur constables: Rai orders suspension, transfer of policemen

Puttur, Sep 16: A day after two Sampya police constables allegedly assaulted a truck driver from Haryana, district incharge minister B Ramanath Rai instructed superintendent of police to suspend the constables and also transfer two other police constables based on complaint from the public.

Rai was addressing the media during his visit to Puttur. Rai asked SP Abhishek Goyal to suspend police constables Dayanand and Harish who allegedly assaulted truck driver Mohammed Nazir, and to transfer Gangadhar and Ramesh against whom the people complained.

He also said that the government will not tolerate such unnecessary violence against people. "Although the government has changed there is a need to change a few officials in police and other departments, and I will speak to the chief minister regarding this. In some of the police stations police are trying to spoil communal harmony," he said.

" A few police personnel are trying to bring bad name to the government. If any policeman is found guilty of committing a mistake, the government will immediately take appropriate action against the person as per law."

Rai further said, “Earlier Kalladka was 'in charge' here but now the person in charge is Ramanath Rai. Government will never tolerate attempts to disrupt communal harmony. Whoever tries to disrupt peace will be dealt with strictly by the government. If any persons faces problem from police, he or she can directly contact me. Everyone should join hands in maintaining peace in the district."   


MLA Shakunthala Shetty calls for probe

MLA Shakunthala Shetty who was also present called for a probe against the police constables who reportedly levelled false charges against members of the public and got admitted to hospital, and also against those who supported them.

Shakunthala Shetty also asked Ramanath Rai to transfer the police constables who have been rendering duty in the same police station from past several years.

ZP member M S Mohammed, Puttur block Congress president Kavu Hemanatha Shetty and others were present.

    Police has no right to abuse any citizen ever he is a criminal by record. As per Cr.P.C. police can use minimum force at the time of interrogation of the accused when he is in their custody. There is ruling from the Supreme Court that Police cannot physically abuse citizens he/she has committed the crime. Their duty is put law in to motion.

    Ronald D, It is Congress gift since independence that Politicians interfere in affairs of Police Officials duty. If so interested, this Minister could have ordered for a probe in this event, & then instruct for action. If he himself feals he is much above investigating committee or law, than what is the need for a Police force. It looks like he is appeasing a section of society, & has taken action in a hurry...& if your commuter was so decent why should he run when Police stops. Best he could directly talk than run. Naturally such action leads to suspuscion...& when you are a hard core supporter of Congress naturally you will write in such a way. My friend, law is equal to all, & Minister is not above law. Some people may look for Minister be in their favour or a section of society, but he is a ruler for all citizens. Investigation first & Action next....& not vice a versa.

    Readers let us not pull in communal matters in this episode. If the driver did not stop the vehicle police has right to chase and stop the vehicle or they can complaint and ask immediate police station to stop that vehicle and do the investigation. But who has given the power to the constables to assault the driver? Police department has no right to assault or insult to anyone. Every police got to do their duties in proper manner with respect. There is so called India law to punish the guilty not the police. No doubt there are very good educated police in the department but due to the police like Dayanand and Harish they are also losing their respect in the public.

    I feel Mr. Rai has take very good action against the police. There are some police constables in some of the stations who shows more power than the Sub Inspector and they are based permanently in particular station for many years this is because of the political influence. As Mr. Rai and Ms. Shakuntala said transfer and rotation is immediately required. The useless and uncultured police constables who are not fit to serve the public need to be terminated from their duties without any compromise. Good, educated, dynamic, energetic and honest police constables should be promoted. Pay them Good salaries so that they don’t beg for bribe. With this I think we can see a big change in the police department and automatically the system will run smoothly. We can minimize the crimes, communal violence and rapes, goodhagiri etc.

    Police should take into custody any erring citizen for interrogation and investigation but should not man-handle or use foul language on them.
    Police use very bad language most of the time with citizens with deriding citizens family. When they do that, people have the tendency to react and that is what Police are doing - to make people to react so they can do anything they want.
    This is not good from the police to create tension and law and order situation.
    There are political people behind this and they take advantage of these Police officers who are black-mailed by these politicians.

    I hope present Govt. takes quick action against the erring police officials.

    We have so many cases of police atrocities taking place in every state since some years and at the same time police had become lethargic in taking actions against the law breakers.
    High-handedness, Rapes, false arrests, being in cahoots with goondas and criminals, bigamy and many many other things.

    If such things by police\lawmakers are not looked into and taken action against the erring police and others, the situation will definitely get out of hand.

    District Minister
    Rai has taken timely action and hope this will send a message to the law and order guardians that they are there to protect and not indulge in violence against the public and if they are in the opposition of law, they will be taken to task.

    Government should change the system of just transferring the guilty police officials. Instead they should be punished by dismissing them or by some other appropriate means.

    Mr. Rai is right. Police has no right to beat the driver mercilessly. They should file a case for not obeying order. This kind of goondagiri culture should be stopped completely though it is reduced after Congress has come to power. It is our elected MLA's getting tough on moral police and goondas resulted in very low communal clashes and almosat NIL attacks on minorities where in the past law and order was handled by KPB. Public pressure too played a major role in getting jail treatment to home stay attackers. If police were forced to take tough action on church attack, pub attack and so on....probably BJP would have retained power. Their biased action and KPB control brought their own downfall.

    First of all the police in india have no identity- no power - no status.
    since the entire system seems to be screwed up.
    Check the status - power - identity- standing- charisma of the police force in usa- Europe- oman -dubai-people shiver when they see the cops .
    Cops have to build a image - these are protecting law but unfortunately misused by politicians -bureaucrats for their agendas- at the beck and a call. personal work/obligations .
    thus they also are corrupted.
    the entire ion process is corrupt- the are from poor backgrounds and they also have to pay bribes to get in.
    to get their promotion -transfer etc.
    First and foremost : applications should be on-line -selction thru meirt- Their personality-IQ- body- etc has to meet with standarsd/specs and anyone having any pot belly has to be sacked or rehabilitatio programmes.they ned to be smart-well paid - disciplined - provided with vehicles- 2 wheelers- mobile s-laptops- equipments etc.
    they need to have continuous and continued training.
    They need to hold attention -command -respect.
    No more corruption .
    They have to be evaluated by the public on line for any promotions.
    They need to have uniforms in other designs /shades as per their job function ex: traffic/forensic/intelligence/civil/tourism etc
    They need to get better packages -incentives for bravery - recommendation -felicitation etc.
    Give totally new looks to teh police cadre like the ARMY.
    Let them enjoy same respect like the army and discharge their duties accordingly. in maintaining absolute LAW and Order.
    No more political or bureaucratic interference.
    It would be best if the police report to the army.

    A very good decision from the District Care Taker Minister Mr.Rai. It was a day light crime made by the constables in front of the public. The poor Driver was from the far state. Our District people are so kind that even though he is not our own man they stood behind him. Why people are worried when the Minister takes quick action. Do you need to take up this matter in the court and to verdict to come after 2 years?? it is the verdict of the Puttur public who witness this crime. Jai ho.     Under last five years of mis-rule by BJP, Police department of DK was trained to attack innocents and lodge cases to harass people who were fighting for justice. It was a clear case of misuse of law by Yeddi n his Masters at Kalladka. Under "Kalladka banner", Khaki was trained to follow certain ideology of hitler. Infamous SP Sathish Shetty was at forefront to misuse police force under kalladka directions to realize Saffron agenda. People who take sides of Justice should urge Home Minister K.J.George to immediately suspend former SP of DK Mr.Sathish Shetty. That particular SP is incapable IPS officer and not fit to be in public service. Home Minister should appoint expert committe to figure out police personnel n officers who collude with KalladkaBhat and they must be granted permission to join Kalladka Banner. Kindly relieve all such officers from public serive so that these officers can shorten Khaaki Pant to Khaaki chuddy n work fulltime with Kalladka in official capacity.

    Mr.Rai has taken right decision to throw out bad elements in Poli(ce) department. If driver was at fault, there is a procedure to handle him by the police. Not keep on hitting like savage beasts. This is complete breakdown of Law-Enforcement mechanism.

    We should not communalise this incident. Its mere coincidence that the driver turnout to be muslim and the policemen as usual turned out the be hindus. Its an issue between police and public in general. No where the driver or cleaner look like muslims. My worry is it could have happened to any one. We are humans first and communals last.     Earlier 'Kalladka' was deciding whom to arrest and whome leave scot free.
    Now no one need prior approval for protest in front of MLA'S house.
    Earlier 'Kalladka' maintained that Christians were not taken permission to protest against 'Church attacks' so he guided Police force to charge all protested and more than 300 criminal charges filed against protester under the guidance of 'Kalladak'

    What kind of country are we living in?
    At one end, the MLAs assaulted police officers in Assembly Hal at Mumbai and no action is taken on these criminal MLAs for assaulting a public servant.
    On the other end we have the lowest level of Govt servants who might have beaten a driver based on suspicious behaviour (although it is not legal to do so), but only for the purpose of stricter law implementation, and the Politicians take advantage by showing that they have taken strict action.
    Many truck drivers do commit crimes or do not follow law. It is the police who have to groom them to follow the law. If someone gets a few blows from police, it is not a great crime. Police get beaten for no fault of theirs. Where is the sympathising public at that time?
    Police are paid very low and are dumped with greatest responsibility. Any one can make a few mistakes in implementing law. Politicians make them scape goats.

    MLA is blindly going by his chelas, but don't want to consider why the driver did not stop when the police asked him to...Did he have to hide anything ?, If he had stopped and the police demanded bribe, RAi had all the right to transfer them, but here this is just to appease the community.

    Nothing surprise, Rai's parent party is doing the same thing in the center. Prosecuting Honest police & intelligence officers who eliminated the terrorists, just to politically score over the opposition. Doing this way Khangress will only create low morals among the law enforcers.

    Let us wait for report of enquiry for this incident..Once a dead man came alive but police suspended by Rai..Do anybody knows who helped yaseen & co to install Bomb factory at Attavar..As per report a prominent leader & 2 organisation from DK helped these terrorist, can Rai name & shame them like Kalladka?..Todays TOI says, NIA took 90 live bombs from Attavar residential complex..no comments, no protest either from politicians or from people..Rai playing good politics to appease people...

    My friend, the bombs did not land in Attavar yesterday. Your BJP government was ruling Karnataka for the past 5 years and the police and intelligence was under them. What were they doing when Yasin Bhatkal was very active all through those 5 years. Therefore please ask this question to your BJP leaders who kept the police under their thumb only to harass innocent people and file false cases against them. All this while the terrorists were roaming free without fear.

    Good decision by Mr. Rai and good reaction by the local people. It is inhumane and animalistic, shameful behavior by the police who did this. I do have high regard to the police department, but just a few of them bring a bad name to the entire department.
    A helpless guy from outside Karnataka, is beaten black and blue just for not stopping. Outrageous. Well dont people...

    Well done Rai sir. Inspector in each station should have Law qualified. Lack of knowledge of law to the police people created problems to the public. Police have to maintain the law and order and not to punish the public. Court will punish the culprit only when his guilty is proved.There were several instances of police beating the innocents. They should understand that we are in democracy.

    It is really shame to see the behavior of our police force in south kanara.they are only trained to stand on the highway and loot the truck drivers/and out station vehicles.Most of them are very arrogant.in my opinion most of them should be shunted to some nexal areas so they will know how to behave with general public.it is shocking even SPs dont try to correct these arrogant police men who think they are above the law.Congrats Mr.Rai for taking action against the rogue policemen.
