Bangalore, Oct 11: In a stunning claim, rural development and Panchayat Raj minister H K Patil has told the media that out of the 44 lac toilets supposedly built in the rural areas of Karnataka during the previous BJP regime, 19 lac toilets have gone 'missing' !

"There were huge irregularities in the previous BJP government. The central government had released Rs 3,500 crore under the rural employment scheme, but it was not used effectively; instead, a portion of the money was returned without utilising. Also, according to the available documents, 44 lac toilets were supposedly built by the previous government in rural areas, but only 25 lac toilets are on record. That means 19 lac toilets are missing," minister HK Patil he said.

"This proves that toilets were 'built' only for the sake of record, in reality, no toilets were built as claimed. Soon we will order an enquiry into this scam," he said.

"After I took over the ministry, we planned to build 6 lac toilets for the poor. Work on 1.4 lac toilets is already completed, and rest of the work will be completed by December this year," he announced.

"We have taken this initiative under the guidance of union rural development minister Jairam Ramesh. Under this scheme, Rs 9,200 will be borne by the state government, and Rs 800 will be born by the beneficiary. There are complaints that this fund is not enough. I have discussed this matter with the CM, and soon the government grant for toilet construction will be increased," said the minister.

    HK Patil found the irregularities. Reported to his masters in Delhi. (Otherwise he is not authorised to speak) His masters in Delhi done internal investigation. Found that the fund belongs to central aid to state. Also found that central minister in-charge had ate the toilet s##t. Wanted to protect central minister. Hence, told HK Patil not to go for any enquiry. However, before BJP comes to know the issue, asked HK Patil to release press statement. Poor HK Patil has done whatever his masters told him. That's it.
    It is surprising that a minister makes press statement rather starting an enquiry in spite of having all the right to start a enquiry commission.
    Now a days people (except blind followers) completely stopped beleiving politician statements, unless it has back-up of CBI or CAG or Lokayukta etc.

    In villages even today the toilets are " Open-Air-Toilets" .
    Even digging small pit in nearby hill is also called as Toilet, which gets filled by slightest Rain. So, such toilets are not visible now. ( in lighter vein)

    My Simple suggestion in the Toilets Missing case is :-
    1. Let the list of all toilet beneficiary be announced in a news-paper or a separate site created to it.
    2. Let the congress workers and also BJP workers in each area make their investigation and report the facts thereby making aware of the beneficiary to whom the cheating is done and also the public. In addition, this will also expose if the beneficiary got the right money or some percentage there too has been eaten up.
    3. This should be decided by the public in black and white rather than making a committee and wasting the govt. funds.
    4. The same principle should be made applicable for all the govt. scheme beneficiary so that the public can expose if any misuse of the facilities availed by the beneficiary also - for example, as I hear many BPL beneficiaries take subsidized rice and then sell it to the shops. Same way sanitary shops may provide the bills of higher amount thereby showing the higher amount spent on the toilets built.
    5. In short, complete transparency of the scheme and the beneficiary should be made available to the public and the info should be d on the site on a regular basis.

    In all the governments of all parties, the ministers always fight to have Rural Development Ministry only for this Purpose. Central Govt allocates highest funds for this Ministry and it is very easy to show fake accounts on papers for rural projects and gobble in billions. There is no counter checking or Audit from Central govt for the funds used.
