It is a double sided initiative like a weighing scale or seesaw
First to create problems and then efforts to solve them with expensive measures

On one side the deliberate efforts are being made to mess up the public health by adulterated food, drug and alcoholic addictions, unhealthy pollutions and by disturbing minds of people creating an environment of unwanted competition and comparison. These factors spoil the health of the entire society, by destroying enormous families.

On the other hand construction of buildings to take care of health by spending huge funds, which otherwise could be spent to protect the health of people from avoidable diseases.
It is clear negligence of a wise and valuable quote “the prevention is better than cure” or following the concept of “destroy and re-build”.
