Air passengers with over Rs 10,000 have to fill it up in new immigration form

New Delhi, Feb 16 (PTI): Passengers flying into India will have to declare Indian currency exceeding Rs 10,000 being brought by them, according to new customs rules which will be implemented from next month.

Besides, they will also be asked to declare number of baggage, including hand baggage, while entering into India, said the new rules notified by the Finance Ministry.

According to new rules under Customs Baggage Declaration (Amendment) Regulations, 2014, an Indian citizen would need to fill up the immigration form only when he or she goes out of the country. There will be no immigration form for Indian citizens returning from abroad.

The regulations will be implemented from March 1, said a notification issued on February 10 by the Finance Ministry.

All passengers coming to India will be filling up a new 'Indian Customs Declaration Form' which will seek details that will be different from the detachable perforated strip which is a part of the immigration card at the moment.

The 'Indian Customs Declaration Form' carries additional fields for declaration of dutiable and prohibited goods, which will help authorities in checking customs duty frauds and keep a record of gold jewellery and bullion being brought into the country, customs officials said.

For the first time, travellers would be asked to specifically declare any prohibited articles, gold jewellery (over free allowance), gold bullion and Indian currency exceeding Rs 10,000 in the new form, they said.

A passenger will have to give details of countries visited in the past six days and mention the passport number on the new form, which was not there earlier.

Old fields like declaration of satellite phone, foreign currency exceeding USD 5,000 or equivalent, aggregate value of foreign exchange including currency exceeding USD 10,000 or equivalent, meat, meat products, dairy products, fish or poultry products and seeds, plants, fruits, flowers and other planting material have been retained in the new format.

The passengers will also have to give details of baggage, including hand baggage, being carried by them in a separate column on the form.

The country has international airports in Srinagar, Amritsar, Jaipur, Delhi, Ahmedabad, Guwahati, Nagpur, Mumbai, Kolkata, Hyderabad, Goa, Bangalore, Mangalore, Chennai, Calicut, Coimbatore, Tiruchirapalli, Kochi, Thiruvananthapuram and Port Blair.

    Dear all, I would like to reveal something on this issue, Bangalore to Mangalore if i take a taxi it cost 10-12,000 rs. What about my fly food and other expenses on my way.. 2nd this is a trick from money ex-changers. Last month i exchanged my US at 57 and airport tax for transaction costed me 4rs per Dollar where i got 53 instead 60. i have never experienced while i traveled 25 countries. Tax for Currency Exchange. Such a worst system in place, this country will not progress even year 2099. Better Indian Government put tax for a pee in the airport.

    we Need not blame the Govt.for making These new forms filling and about declaration form.when you think second time we are responsible or we made them to do so.how many People tried to bring Gold ,or bunch of Money without declaration at the customs,or some tried to Export thousands of Dollars without declaration?why blame now govt.There is nothing new now.mostly old matters .no of baggages,hand bags,etc.how many People brought fake currency inside printed in Dubai or taken out?now dont worry ,Keep cool.Only if you are thinking of black Money, Forget it,bring hard earned through customs with slip attached and you are safe.keepout Gold buy here in India.Its not a must.where Gold is there there are thieves.

    Indian Govt looks like still in 1947. Still introducing so many forms and many more cards.

    This new form is only to harass the common man. But the smuggling cannot be controlled with this. Smugglers are more intelligent than Govt and they move on with their business.

    in the past few months Mangalore airport customs officials caught many Kgs of gold. What happened to all these cases.? Still, passengers are carrying gold in Kgs.

    Unless the customs rules are liberalized by the Govt smuggling cannot be controlled at any cost. Strict rules are the main reason for the increase in smuggling.

    There is only mention on the limit of Indian and foreign currencies one can bring into the country. What about ceiling on free allowance of other items like gold, silver, electronics,etc., and their rates of duty if exceeded, and what about the list of prohibited items? The authorities don't keep the public informed and obviously poor passengers will not know about the new rules until a 100 of them are caught, unduly harassed and penalized during the first few days. It will be highly appreciated if Daijiworld can enlighten us in detail.

    Rs.10,000 is nothing in India on today’s date, one can't even buy one Brick Space in remote village nor he can feed 5 people Lunch, can't even go for one Night stay in 3 Star hotel.

    They are just giving the opportunity to Customer Officers to harass and grill the helpless passenger for more bribery where passengers are helpless, they are either coming down to India for one of the following reasons:

    > Family Medical Emergency OR
    >To see their Kids and Family OR
    >To perform Funeral in the family OR
    >For Wedding, or some auspicious functions OR
    >For time off vacation

    These people are insulting the NRI's for no reason, though they are the one remit lot of foreign currency to India while they are at work in abroad & thatz how India survives with pay out amount to foreign countries specially for crude oil.

    There are many people in Gulf don’t even get their salary for 6 months & for them there is no grievance boxing airport nor any notice in the airport to report & punish corrupt officer.

    Let's assume that Rs. 10,000/- is nothing, one can't get any of what you have listed above. As such, the limit must raised or allowed to carry und.

    Now, what guarantee is there that the currency brought in by hand is genuine ?

    Notwithstanding, what is the need at all to carry cash in such a large amount ? Can't one use banking services ? Eh ?

    You may have got the message - those who don't use banking services use such huge amounts through cash dealings. The government is taking steps to stop the inflow of black money/hawala transactions and fake currency.

    The people who involved drafting an amendment will travel on VIP status. They don’t know the pain and suffering of the passengers. Install sophisticated scanning machines and do the work in a smart way. This happens only in India to loot the passengers. GCC countries, Europe and Far Eastern countries made smooth process for the passengers. Our lawmakers are Educated Anpad and their nature is to harass the citizens to fill their stomach.     If a blind man is asked to describe what is an elephant like, he will touch a part of the animal and say what he felt.

    To understand what the difference between old and new formalities, one has to leave the country at-least once and experience the hospitality (!).

    Declaration of dutiable items may appear to have been done for namesake by the passengers, but with the present trend of smuggling, the very form will be used as a weapon to nail the passenger if he gets caught with items different than what is listed in his Form.

    I don't understand why readers got confused about a Form that is required to be filled only upon leaving the country, no need to do that while entering the country.

    What they have to fill-in while returning is the Customs Declaration Form (not Immigration Form).

    Nevertheless, I feel the Form filling even while departing too is useless. Because, in the event of an unfortunate air crash, passenger list issued by the airline is utilized, not a stack of forms. As for address and contact number of a passenger, the same is listed while the reservation is made.

    I wonder how long will it be before India comes out of manual counting !

    Para (1) is an introduction to the news, but the essence is in (3) and (5). Third Para says those who exit shall fill the Immigration Form, those enter are not required to fill it (Immigration Form). Fifth Para says, that those are coming to India, will be required to fill 'Indian Customs Declaration Form' (this is a new form, not the Immigration Form a passenger used to fill earlier).

    There is no confusion at all.

    I exactly know what has perplexed you. If you remember, the usual Immigration Form you filled (given to you by cabin crew) has a section 'Not required to be filled-in by Indians'. This section was to be filled by Foreigners entering India because it contained visa number and other information which is not applicable to Indians because Indians do not require a visa to enter the country.

    As per the news here, the form is entirely not for Indians to fill. Instead, there is a new form, 'Customs Declaration Form' to be filled by Indians returning to their country with the information asked therein.

    What is new on this? One place says Indian citizen no needs fill a form. and in the some other paragraph says fill a new form. Declaring over USD 5000 is still in the existing form. Baggage declaration is also still in the old form. About plants, meat etc is also in the old form. What is new ? I always fill this form when travel to India. Daiji please let us know what is New declaration. I don't find anything special. If there is something special please post the new form.

    Let there be a single form with all details.Why to make lot of inconvenience to passengers with a number of forms.Sometimes I feel going on vacation now days become nightmare.BP starts raising while leave get sanctioned in a company, holding leave benefits until the last day of travel,looking for cheap airline,best connecting flight,shopping in a economical way,weighing the bag many times not to pay extra baggage,finally depriving sleep due to overnight journey,next morning landing at homeland airport with lots of formalities to fulfill will increase BP to threshold limit.
