M'lore: Upalokayukta orders fixing of CCTV sub-registrar office

Mangalore, Mar 3: Karnataka Upalokayukta, Justice Subhash Adi, ordered the officials to fit closed circuit television (CCTV) cameras in the offices of the sub-registrar in the city and Udupi. He said that this has been necessitated in view of various complaints of corruption received relating to money changing hands during land registration and other work handled at these offices. He revealed that he has received several complaints of unauthorized persons working as brokers in these offices.

Justice Adi was addressing a preliminary meeting of the government officials from Dakshina Kannada and Udupi districts held in the auditorium of the district deputy commissioner on Sunday March 2, in connection with the proposed programme of receiving petitions from the general public being organized in both these districts from March 27 and 29.

He asked the officials to ensure that brokers do not gain entry into these officials, employees of the office do not deal with money, and that the clients directly interact with the officials. He felt that presence of CCTV cameras will instill a sense of fear among the brokers and officials.

The Upalokayukta said he has received numerous complaints about various buildings in the city flouting sanctioned plans. “The general complaint is about getting the building approved by showing ground floor as parking slot in the blue print, and then converting this into commercial space. As a result, customers are made to suffer in hunting for parking space for their vehicles,” he pointed out. He wanted strict action to be taken against erring building owners. He also mentioned about conversion of wine shops into bars without any authorization, and unauthorized display of banners and hoardings everywhere in the city. He asked the officials to levy penalty wherever flouting of rules is found.

Dakshina Kannada district deputy commissioner, A B Ibrahim, zilla panchayat chief executive officer, Tulasi Maddineni, Udupi additional deputy commissioner, Kumar, Udupi zilla panchayat chief executive officer, Kanakavalli, Dakshina Kannada district superintendent of police, Shantanu Sinha, Lokayukta superintendent of police, Vedamurty, Udupi additional superintendent of police, Santosh Kumar, were among those who participated in the meeting.

    It is heartening to note Upalokayuta's initiatives to root out corruption in the Sub-registrar's offices by electronically monitoring activities in their offices.
    The intention is good. But just by installing CCTVs will not stop such activity as all money transactions can be done outside the office.
    There should be a double check on the work done\plans approved for determining the authenticity of the approvals of the plans and a check when the projects are completed to find out that the construction is done for the purpose it was approved for and according to the plan.
    For instance, parking floor should be open and strict restrictions should be there to build any walls in that parking floor and if violated the owner to be jailed without bail. Violation of the plan in any form should be dealt severely.
    Mere words will not suffice and we have been hearing those kind of useless\meaningless "Ghoshanas" by authorities from a long time.
    Act and show to the public that you mean it by apprehending the law breakers and also meting out punishment to them within the shortest possible time.
