Bangalore: Speaker pulls up Khadar over shortage of government doctors

Bangalore, Oct 24 (DHNS): Shortage of doctors in government hospitals incurred the wrath of Speaker Kagodu Thimmappa on Thursday.

Thimmappa summoned Health and Family Welfare Minister U T Khadar and Principal Secretary of the department N Sivasailam and took them to task for the delay in recruitment of doctors.

Thimmappa has been quite vocal on the state of affairs in government hospitals and had pulled up Khadar at least twice on the floor of the Legislative Assembly during the legislature session when the issue was raised by members.

On Thursday, Khadar was once again at the receiving end, with Thimmappa telling him that the shortage of doctors was causing untold miseries to patients and that he should complete the process of recruitment at the earliest.

Speaking to reporters after the meeting, Thimmappa said there were several factors that had led to shortage of doctors in government hospitals.

Disparity in salaries of doctors compared to that paid to faculty in medical colleges, handing over the process of appointment to the Karnataka Public Service Commission (KPSC) were among the reasons.

Thimmappa said the department should take up direct recruitment through merit instead of going through the KPSC.

When Sivasailam intervened stating that the process of recruitment of 1,700 MBBS doctors and 250 specialists was on the cards, Thimmappa sought to know whether the proposal had been sent to the finance department.

The speaker also sought to know why the process of recruitment had not been expedited. The Speaker also sought earnest efforts to streamline administration. “Unless you put your heart at work nothing will change,” he remarked.

Thimmappa had recently hit the headlines for lashing out at the Siddaramaiah government stating that there was no transparency in the administration.

There was laxity on the part of government in responding to the grievances of the public, he had stated.

New proposal

On his part, Khadar said he had met the Speaker to seek his guidance and suggestions. The government will complete the recruitment of doctors and also group ‘C’ and ‘D’ employees soon.

A proposal had also been sent to the finance department to increase the salaries of doctors. To a query on government doctors threatening to resign en masse on October 27 over wage disparity and irregular payment of salaries, Khadar expressed confidence of resolving the issue.

The government, however, will not be deterred by the threat of resignation, he added. The government doctors have gone on strike, four times in a row.

If the situation continues to remain the same, they have threatened to give mass resignation to the CM on Oct 27.

With all due respect to Khader. It is very clear that this guy was ed as Minister in the Khangress minority appeasing scheme. His achievements are just mediocre if not Zero. Its also clearly evident that he is not worried about the state affairs & more concerned about his vote bank, or else why would he advocate for passenger who was carrying a banned substance?

At that H D bhardwaj had greater power and authority than the president of India also for him. NOW, Total Tune changeu.

Anyways I personally appreciate U T Khaders performance in the current Govt.

    Dr.Kamath,

It was Sri Ramalu, the defunct BJP health minister who pasted his rogue face on all the 108 ambulances as though they was his own personal property whicle not maintaining them due to lack of spares, repairs etc... ha ha ha !!!

It is U.T. Kader who introduced the motor cycle paramedics for the first time in Karnataka,
the newly introduced health apps not not only to Karnataka, but the whole of India to name amongst the few major achievements in addition to the surprise visits to health facilities thereby increasing their efficiency which was unheard during Yeddy's time.

He as also proven an efficient minister in-charge for Kolar, one of the most efficient minister in the present govt. as per the survey done by the media.

He is also well appreciated by his own constituency, even though he is trying to overcome many short comings.

What speaker said is true. There is a shortage of doctors in govt Hospitals. Recently in Ballary two new born babies got exchanged in Govt Hospital. Investigation revealed that shortage of staff caused the mess.

I am very sure Khader Anna will act on this and recruit doctors. He takes criticism positively.

Khader Anna is one of the only very few congress politics whom I like. God bless you Khaderanna.

Honorable Speaker record second time acting like EXTRA CONSTITUTIONAL AUTHORITY.

1)He must understand appointment of docs subject to finance ministry's approval and in that effect request had been under process.

2)Matter is absolutely right and there is no proper doctors in some PHC's and if one no medicine etc

3)CM is constitutional Authority to rule the state not speaker or Governor.

4)Constitutional authorities should not cross the limit to bring bad precedents...

Now you must understand some points as below:

    1. All ministries should know how to Finance the needs coming under their ministry. But DONGI CONGI ministers do not know how to get it done..
    2. Good that you accepted the fact that Doctors are not there. Then what DONGI CONGI minister is doing?
    3. You have no right to talk about present Governor who is decent. earlier when DONGI CONGI governor was doing noise, unfortunately you were infant (and now you are an adult lawyer). Regaridng speaker, you must know that he is from DONGI CONGI. he is maiing noise because he want to become CM.
    4. All bad precedent are being set by DONGI CONGI. Unfortunate..

How to get qualified Doctors for Govt Hospitals when Doctors themselves are not ready to work in Govt Hospitals due to bad service conditions and posting to small towns. All Doctors want to be only in big cities and want to do private practice besides govt job. Now Karnataka govt is giving Salary of nearly 1.25 lakhs PM to an MBBS doctor, still they are not ready to accept the Govt Job.
Can speaker Kagodu break such mind set of Doctors by making 5 years govt Job compulsory for all new Doctors before giving them final MBBS certificate to make them eligible for private practice ?

Solution should be in 2 steps...

    (a) Level 1: those persons who are educated but do not want to leave their village (due to personal reasons) should be trained as "Paramedic" and the charge to be given to him/her to take care of the village.
    (b) Level 2: The paramedics of village should be in touch with Doctors of the nearby town to ensure emergency cases are handled. Also periodic medical camps to be organised in village.

If we are expecting MBBS doctor will work & live in a village throughout his life, probably we are denying him an opportunity to serve more patients. Imagine if Dr. Devi Shetty is working in a village as PHC doctor, can he operate those many hearts and give life to thousands of heart patient..?

But I am waiting BJP government in Karnataka so that they can listen to my suggestion. You guys are only good in rejecting whatever I say..:-):-):-)
