Udupi, Nov 5: Dr Vishal took charge as the new deputy commissioner (DC) of the Udupi district from outgoing DC, Dr SS Pattana Shetty, on Wednesday November 5.

He hails from Hubli and pursued his education in KMC Hubli. He got 14th rank in CSE in 2004 Karnataka batch.

He has rendered his service as DC in two districts. He has served as DC in Gulbarga for three years and in Chikkaballapura for two years.

He also worked as an Assistant commissioner at Chikkody and as a probationary officer in Karwar. He also worked in NRHM and took part as an election commissioner in BBMP elections which were held in 28 constituencies.

According to him, Udupi stands first in the coastal area from the point of view of development. However there are various challeneges in the district which he needs to focus on.

He said that, "The first priority would be forest rights and development. Land is important for human being, so ‘Kandaya adalat’ is also important. Fortunately in this district we have got enough surveyors. There is a need to find true beneficiaries."

He also stressed on the importance of development of health sector in the district.

When asked about naxal problem in the district, he said "Nearly Rs 9.5 crores had been utilized as naxal package during last year. Proper planning and utilization of fund is more important. There is a need to make some changes. I must study more about the naxal problems in the district to get a clear picture about it."

When asked regarding frequent transfers of DC in Udupi district he said that its the decison of state government.

He expressed good opinion about his predecessors Dr M T Reju and SS Pattana Shetty.

When asked about illegal sand mining, he said that it is national level issue and measures will be taken to stop it.

He also added that strict rules will be enforced on construction of building as there are many complaints regarding violations by builders.

“We are the decision maker on behalf of public,” he concluded.

They purposefully make mistakes in survey no. or extent or name of the land owners so that people should come to their office for correction or enquiry. After this they are made to wander here and there and finally asking some extra money. Most of the people directly give due to lack of time. There are brokers who are kept for this who do all the works of both land owners and govt. employees as middlemen. Both this brokers and govt. employees earn money in lakhs and some even in crores.
