Belagavi: Opposition pulls up Khadar over lack of doctors in primary health centres


Belagavi, Dec 19 (DHNS): The Opposition on Thursday vehemently criticised Health Minister U T Khadar over the acute shortage of doctors in primary health centres (PHCs), during the winter session of the Legislative Assembly.

The anger against the minister was so intense that he was not even allowed to reply to all the questions raised by the members of the Opposition. Even Speaker Kagodu Thimmappa, as in the past, expressed his displeasure over the shortage of doctors, saying he couldn’t face the people in his constituency.

When the minister said a proposal to increase the salary of doctors – working on contract and MBBS doctors – had been sent for the Finance department’s (FD) approval six months ago, the Speaker said, “If the FD fails to clear the file in the next three days, then I myself will visit the department to understand the status.”

The minister said there were 2,586 PHCs with 2,207 duty doctors. In 559 PHCs, the posts were vacant.

The KPSC had been requested to fill the vacant posts and the deputy commissioners authorised to recruit doctors on contract, he added. Not satisfied with his reply, a good number of MLAs from the JD(S) and the BJP, as well as the Speaker, said no doctor would like to work on contract because of the paltry salary offered. They should be paid on a par with regular doctors, they insisted. The KSPC should be bypassed to fill the posts, they suggested.

When Khadar made efforts to come up with his version, none of the members was ready to listen. They all stood up in unison to say the minister had not been responsive.

The minister said that while doctors under the National Health Rural Mission received salary of up to Rs one lakh, those on contract got Rs 26,000. The proposal to increase it to Rs 31,000 has been pending before the finance department. Doctors at PHCs get Rs 70,000. If the FD fails to clear the proposal, then it would go before the State Cabinet, he added.

When Thimmappa repeatedly said the minister could give his reply later, the Congress ministers stood up in support of Khadar, saying he should be allowed to reply. When Thimmappa said the minister was being misguided by the officers, Khadar retorted saying, “No one is misguiding me. We are all working as a team. We do not want to bypass the KPSC because we do not want to face legal hurdles.”

Finally, the minister had to resume his seat with the Speaker saying he would himself take up the issue with the Finance department.

    In India whole System is rottten.whether health,this and that.Minister khader also is not able tomake it upright all of sudden.what others before him have done?what others have not done should he do within a year?Doctors are in the morning in Hospital to put signature and later you see them sitting in private practice.More doctors are in private practice than in Govt.hospital.very few are dedicated.What about other Ministers ?what did they done for the poor?traffic,Police ,?Everywhere this criminality .Best is make These govt.doctors make them to work with good salary and see that they are not going out before their bond Ends.Or there are practishners who are not having enough patients in village ,make them to work compulsery twice a week half day a week with good benifits.It must function.

    Look, by talk minister could fool some people for some time...minister being active and with good intentions is not enough to run a ministry efficiently...

    By the by Kagodu Thimappa became MLA in 1967...perhaps Khader was not born there...he knows how to tame a Government as well as Minister if needed...

    See more action from him in future...looks like he has come to a conclusion he has nothing to loose and everything to gain by embarrassing govt in the floor of assembly...

    Velleno for you guys Sriramulu kind of health minister suits you most.When Sriramulu was the health minister of Karnataka who did nothing except land grabbing, you had no health related issues in Karnataka. See the BJP ruled Chatisgar where more than 50 women were killed during the BJP organised sterilization campaign. The surgery room was not opened for 3 years they say and see the quality of medicine your Union health Minister supplied...Shame on you guys who believe as if you know everything.

    U T Khader is one of the best ministers in the Karnataka Cabinet. Finance is needed to appoint doctors and Finance Dept should take urgent steps. Already the Govt doctors are demanding a hike. Let Medical Colleges adopt Public Health Centres in the district they are operating. This will bring more Doctors to the villages with less expenditure to the govt.

    Issues of these kind have been pending for years now n nothing major has happened. Khader is a New Minister, young and energetic and his intentions are good, clear and ideas are young and innovative. But what can he do in such a short span, which could not be done over the decades.
    Also what are the facilities, salaries paid for Govt Hospital Doctors, compared to Private Hospitals.
    So why blame Khader / Minister, why politicize this issue. Blame the system, blame previous Governments as well who sat or slept on these issues. When in power you slept over it & now you expect things to work over night, which did not happen over 10 and odd years..!! Why vacant posts were not filled last few years? Come one guys dont fool us public people..

    Anyhow khader is much far better than earlier useless health minister...His intentions are good....He tried to rejuvenate health care system in karnataka but there are some hurdles but there had been improvement...If you look at whole India he stands top as a health minister even Central health minister Harshvardhan appreciated his performance and dedication ...If he was a feku...he wouldn't have been invited as guest by UN health seminar ...which no other earlier health ministers in India got such invitation.....
    Of course there are drawbacks he has to go with the system but his performance if we compare with other useless health ministers in other state he stands top...Dont look at political angle ...

    Over all Mr.Khader is efficient in duty. Comparing to other all elected candidate from our DK for state and central cabinet all are use less. First useless is Nalini Kumar Shobha Karndlaje Abhaya Chandra Moidin bava etc. We all to look about our surroundings development and always a good candidate i/o party.

    You are absolutely right. This place is a total mess. To say one incident, this Khader came and made huge promises "Within 2 months I will make sure the roads are widened." They they did some shabby patchwork in that road and did not even widen it by an inch. In just 2 rains it was again back to square one. This just shows the hollow promises he makes. He just wins from here due to his vote bank. Abslotuley zero development. Just imagine what will happen if he gets important ministry like health. Again he is making hollow promises and people suffer. They just blame it to some other department. That's all

    The doctors who work in Govt. services are usually those who are Cet Candidates......they do MBBS at the cost of the Govt. And then write private entrance exams and Usmle and get out of India.... This happens because there is no long term bond for service after GOVT. SPONSORED MBBS.....it's really unfortunate that this has come to this.....because it is leading to shortage in Govt.     Why should Govt. Sponsor their seat if they are not willing to work for the Govt.... Why inly army Doctors have to give bond..... Why nit civilian doctors.... They have to study hard.... That is taken... Because if they dont....the next candidate will take the seat..... Some study hard and sell seats in private colleges.... In my opinion.... The Govt. Sponsored candidate needs to do bonded service....then only the shortage will reduce.... There is no suggestion in your comments on how to reduce the problem

    Primary health includes approach to the hospitals with good roads so that people can reach there on time, and clean water and drainage facilities so that people stay healthy and not get infected and good roads so that people don't suffer in accidents. Anyways that will be too much for you to understand because all you know is to blame and not accept responsibility. So it is his duty to fix then by working in tandem with other ministers in his government. You just pass the blame that all.

    I don't understand what a hell is doing this ullal panchayath people. Mud water supplying to ullal people's & spoiling their health. Where is health Minister? There is no thumbe water connection for everybody. who has influence at ullal panchayath they will get good water (thumbey). They will get street light and interlock road. Who have no influence for them no street light, no thumbey water, no interlock road. Dirty politicians are earning money that's all. Politicians are coming to visit only election time. I don't understand why these people doing like this? They have no human beings at all.
    Another thing is public people doing speed cut on road in front of their shop!!! On speed cut there is no white paint.. because of this speed cut many are met with an accident. No one is there is ask these nonsense. Where is Khader?

    Don't bring politics here.This is a serious life threatening issue.Don't deviate from the serious issue.Where have to go poor people god forbid,if a unfortunate death takes place for a post Mortem ?Just visit PHC and see long Que of patients.Govt or concerned Minister should be very serious about basic services like HEALTH.When aspiring Doctors awarded Govt seats through CET,they should sign a undertaking that after completion of MBBS/MD or so they must work in rural areas and particularly in PHCs.What is the fee of management seats for MBBS?some time it could be near rupees crore!!!YOU WROTE OUT OF CONTEXT-POLITICS,therefore,DEV,Mangalore answered in a political language.I think this (primary health)subject is not comedy or drama instead very very serious.It is not the subject of oppn,it is certainly subject of mass.

    Unless the overall system is changed, do not expect much change in primary heath care. Not just the salary, but the working environment is not friendly or safe. Many decent law abiding doctors are unwilling to work in phc because the interference from others which include politicians. Also,sometimes doctors are threatened, even physically assaulted,by public. Media without verifying the facts start blaming doctors whenever there is death or something serious happens.So, just increasing salary is not the permanent solution. Make the working place safe and healthy..

    This guy Khader just makes false promises. So far he has no achievements. In Mangalore his area has highest theft, highest illegal cattle slaughtering, extremely pathetic infrastructure, bad roads, poor drainage and water facilities. He just gets elected every time because of vote bank politics. Just visit Thokkotu and Deralakatte and see, it does not have even proper footpaths and filth is all over the road.
    He has been promising that he will widen the road from Thokkotu to Deralakatte for the past 4 years and nothing even one inch is not widened. There are 4 hospitals there and ambulances and doctors get stuck in traffic always. What is this health minister doing to improve accessibility to hospitals in his constituency? always throwing false and hollow promises.

    Khader's biggest weakness was not filling doctors to PHC.The question arise why the hell PHC functioning?According to him more than 500 PHC has no doctor on duty!!!What the hell Finance Ministry doing?Can patients or even serious patients wait for FD's approval?Why Khader not perused it in highest level?If the concerned Minister can't do justice better to resign.
