On thing to note here is VA's can have associations and call for strike/bundh. Poor police are not allowed to go on strike or union.
Must be very frustrating. Hope will have better days ahead.

Majority of the village accountants (Sanigar) are the most corrupt people at least in DK. For every work they ask for bribe through the Ugrani, who is his servant, the measuring chain carrier. For a birth certificate their rate is Rs: 15.000. So also they know where the Govt. land is (which is in fact citizens land) they try to occupy it or make money out of it by allotting it to someone for money. Nobody should have sympathy for these crooks and deal with them through the Lokayuktha.

@Henry kateel,in india all govt servents are Nr.1 corrupt without exception mostly.but that doesnt mean Police has to beat him.specially Police have to protect People.when the accountant has done wrong has to be settled through court or lawyer.Police are not the best. They too are the same. Both should be punished.

It is a civil case and Police have nothing to do in the affairs of the revenue department .Village Accountant may asked to put compound hall construction on moratorium until the title of the land get NOC from the revenue officials with a request for survey by the concerned.other side of the story might be different and VAs are very smart govt officials in dealing with lands of Govt for bucks. If policeman slapped Govt official,VA then department inquiry followed by police case are must. The land question also should be investigated.
