Bengaluru: Sharp increase in sexual crimes against kids in 2014; only two convictions

Bengaluru, Feb 13: The data relating to crimes against women and children in the state over the last two years has brought to light some shocking figures.

For starters, the number of cases of sexual assault on children rose from 270 in 2013 to a whopping 844 in 2014.

More shockingly, only two such cases saw conviction in 2014, while in 2013, accused in 26 cases have been convicted.

Home minister K J George revealed this data while replying to questions raised by MLC Ivan D'Souza during the Legislative Council session on Friday February 13.

The police have filed final reports in all the 270 cases in 2013, while in 2014, final reports were submitted in 642 of the 844 cases.

Also, there were 1,087 cases of harassment against children in 2013, out of which only 12 saw convictions, and 1,858 such cases in 2014 out of which accused in 26 cases were found guilty. Final police reports were submitted in 991 out of the 1,087 cases in 2013 and 1,408 cases out of 1,858 in 2014.

With regard to crimes against women, the year 2013 saw 9,302 cases of harassment and 1,030 cases of rapes. In 2014, this figure stood at 10,537 cases of harassment and 1,315 rapes. The police filed final reports in all the cases in 2013, while in 2014, final reports were filed in 492 rape cases and 7,653 cases of harassment.

The conviction rate remained low in both years, with accused in only 110 harassment cases and 15 rape cases being held guilty in 2013. During 2014, 113 cases of harassment and 4 rape cases saw conviction.

To a question on steps taken to curb sexual crimes against women and children, K J George replied that 10 fast track courts were established in August 2013 and 30 special courts to deal with crimes against children were set up in April 2014 as per POCSO Act.

    It is true that some of the cases are framed in an attempt to extract money. However if after investigations it is proved that these are cases of rape serious action should be taken against the perpetuaters of the crimes.

    only 2 cases convicted bucz most abused children are boys in schools and parents on on other hand also do same to boys. The NCW which is indeed coward organisation in the name of savitri women WHO HIDE MALE VICTIMIZATION DUE LARGE MISUSE OF WOMEN BIASED LAWS and then also treating man like sperm and ATM. I am abused everyday by my parents bucz i am boy and since i am not girl , i am viewed as financial object by parents and later , i know my future wife will marry me only when i got good job with property and for whole life she will show fake love to me till i pay her monthly. this sick feminist society is blind and media is brainwashing machine against men !

    @ deepa , its good that atleast you admitted there are false cases ( which are rising every year ). Such cases are creating trouble for real victim cases , where innocent girls are involved , because it wastes valuable court and police time. Coming to child abuse in schools , it happened all over India ( including Karnataka and Maharashtra ) . Besides real cases there is also scenario where male teachers specially PT teachers falsely booked for abuse because of mere corporal punishment . Such cases spread misandry ( male hatred ) in society and lots of innocent male teachers lost their jobs. Also instances of woman teachers harassing children never gets highlighted by the media. According to one survey child abuse is very high in juvenile prison committed by women guards. So demonizing the men has to stop , because crimes are increasing by women also.

    @ Ravi , sullia. Just file an RTI application to know exact conviction rates in any state. Its shockingly very low in each and every state ( lowest being Delhi , Maharashtra and katnataka ). Its not the question of any party , but the police and courts decided to quash the proceeding s because incidents even looks real , often fabricated , exaggerated and consensual. Besides Media only highlights crimes against women , where as even bigger and worse crimes happening , because such issues never give TRP,s for the channel.

    1. Most of cases are filed by jilted girls against their boy friends for refusing marriage . Not all cases can b treated as assault upon false promise of marriage

    2. Clash of Pocso act and crpc 2013. Even consensual relationship with girl under 18 is offence under pocso , but crpc has some exclusion s ( in case girl is married to accused , then age of consent is 15 ). So in most cases once girl gets married , charges quashed

    3. Most of harassment cases are pretty stare or accidental touch

    4. In some cases legal extortion , girls family ask money from accused , once its been paid witness turns hostile

    Roshan, I gave example of British monarchy with a reason.. there are cases as old as 1980 where small kids just disappeared.. but they were last seen at that famous villa, which belonged to few great leaders of britain! .. even US politicians, british monarchs, and british MPs are suspected to be in this big scandal (like berlusconi's bunga bunga parties, but this involves minor kids), and there is cover up.. if having strong law there this happens, forget India, which merely copied their laws!..

    in US, there are 100000 cases of rape per year registered, the arrest and conviction rate is just under 30%! beat that... if they are such highly civilised society with strict cops, then imagine India, where police are as good as waste with lot of political interference and delayed legal system!.... we have a long way to go!

    even Iran fails to give justice to rape victims... they have to produce 4 witnesses to prove herself to be raped, else they will hang her! Just bizarre laws... while we fight hindu muslim christian, the highest crime is done on WOMEN! verbal/physical/mental everywhich way! Sad

    The less conviction rate is due to enormous false cases , fake complaints , witness turning hostile and consensual affairs. Just to increase conviction rates ( statistically to please feminists and women empowerment groups ) a innocent man cannot be punished. Government must understand courts with their wisdom quashed the cases and saved lot of innocent boys and men going to jails.

    Agreed that some women file false cases, but when it comes to children, only two convictions out of so many cases cannot be tolerated... This is the reason why rape cases against children are increasing especially in schools. Children do not lie like grown ups would, especially in such cases where they may not even understand what they have gone through. There is also the medical report, which in case of children should leave no room for ambiguity.
