Udupi, Mar 7: The district administration and the police department have banned Vishwa Hindu Parishad chief Pravin Togadia from entering Udupi for a period of one week.

The ban order comes two days prior to the Virat Hindu Samajotsava to be held at MGM grounds on March 9, in which Togadia was supposed to deliver the main address.

The district administration banned Togadia's entry fearing that he may deliver a provocative speech which might lead to law and order problem.

Addressing a press meet later in the day, SP Annamalai said that on March 1, he and the tahsildar had recommended to the DC that a ban order should be issued on Pravin Togadia's entry as it may spur law and order problem in Udupi. The DC was also given facts and figures regarding the 19 cases against Togadia. The DC had then issued a notice to VHP asking it to clarify why Togadia should be allowed in the district and what steps it would take if provocative speech was made by its chief. "As VHP failed to respond even after being given a deadline of three days, the district administration decided to go ahead with the ban," the SP said.

Condemning the ban earlier in the day, VHP district president Suprasad Shetty addressed a press meet and said, "The state government has issued ban orders at the last minute. We condemn this move by the state government and the district adminisration.

"The move to ban Pravinbhai Togadia has hurt the sentiments of the people and insulted their wisdom. We are not holding this programme for any vote bank. The entire Hindu community condemns this ban," he said.

He further said, "The ban reflects the anti-Hindu policies of the state government. We will not allow it continue any longer - let this be a warning to the government."

He also said that VHP will move the court against the ban and will wait till Monday March 9. "We are hopeful that the court will lift the ban," he said.

When asked who would replace Togadia as the main speaker at the Samajotsava, he said it will be announced by evening.

"In 2003 when Pravinbhai Togadia had come to Udupi to attend Hindu Samajotsava, his speech did not create any problem and no complaint was filed," he said.

"He will be speaking at four places in different parts of the state, but there also the government is trying to stop him. People will give this government a fitting reply," he added.

He also said that the Samajotsava progamme will end by 5.30 pm on March 9, as per the instructions of the district administration.

Mattu Laxminarayana Rao, Sunil K R, Suprabha Acharyaa and Vasudeva Bhat were present at the press meet.

The police department has issued a press statement on the ban order, which states:

"The Vishwa Hindu Parishad(VHP) Swarna Jayanthi Utsava Samiti, Udupi is organizing “Virat Hindu Samajothsav” on March 9 at MGM Ground, Kunjibettu Udupi. The organizers have informed us that a gathering of fifty thousand people is expected on that day. As per their request letter, this event is to be addressed by Sri Praveen Togadia, International Working President, VHP. A large number of followers of VHP, Bajaranga Dal and other people of Udupi District, DK District, Uttar Kannada, Shimoga and other neighboring areas are expected to actively participate in this programme.

"Udupi city is having mixed demography of various communities like Hindu, Muslim, Christian and also Jains in sizeable numbers. This coastal area is known for its histroy of communal incidents and also in the recent past, incidents having communal overtones have been reported in places like Kundapura, Gangolly and Kaup of Udupi district. The recent communal issues in Gangolly in the month of Dec 2014 and Jan 2015, wherein some shops belonging to both the communities were targets of arson are still fresh in the memory of the local public.

"The maintenance of law and order is the main duty of police and district administration and it is well established in the law that whenever public safety, peace and tranquility is in danger it is the boundened duty of the police and district administration to maintain law and order.

"In view of the above, superintendent of police Udupi district in his letter dated March 1, 2015 has recommended for prohibiting the entry of Dr Pravinbhai Togadia into Udupi district. The deputy commissioner of Udupi district after analyzing the facts and circumstances has passed the order on March 6 prohibiting the entry of Dr Pravinbhai Togadia into Udupi district limits and to participate in any public meeting and functions for a period of 7 days from March 7 to March 13, 2015."

Earlier report

Two more days for Samajotsava - Togadia's visit shrouded in suspense

Daijiworld Media Network - Udupi (SP)

Udupi, Mar 7: There is uncertainty about the visit of Pravinbhai Togadia, president of Vishwa Hindu Parishad, to Hindu Samajotsava being held on Monday, although only two more days are left for the event. Many feel that the government may affect the ban on his entry as late as possible, to stop organizers from getting time to approach judiciary and get some relief. Till Friday March 6 night, police officials said they are yet to receive any instructions in this regard.

It is said that intelligence reports have expressed the apprehension that the address of Togadia, who is known to deliver strongly worded speeches, might vitiate the social atmosphere. At the same time, the police have heaved a sigh of relief, after a bike rally organized between the town and Manipal in the backdrop of Samajotsava on Friday went off peacefully.

The district administration, it is gathered, has placed several conditions while permitting holding of Samajotsava on Monday. The departments concerned are eagerly awaiting signals emanating from the state government regarding Togadia's participation in the programme.

    Shetre,
What prompted you to compare and equate Shriman Dr Praveenbhai Thogadia with Honorable MP Mr Owaisi. Both may or may not be correct based on their own wisdom.

Without prejudice..., the content of the speech become venomous based on how one hear(listen), read, understand & take it. For some such words of wisdom/ hatredness may be a gospel chant but for others it may be fearful threats.
Above all Hinduism is a religion which stand tall over many million years based on "Ahimso Paramo Dharma", if some self proclaim guardians of hinduism cultural outfits try to degenerate this tenet by breeding hatredness & enemity, then i doubt whether Hinduism will last for many more years.

I am in no way support Togadia but support his right to express his opinion.

If this trend of Siddarammayya's government banning free speech continues it won't be long same government will dictate what can be spoken within our churches, temples and mosque. This is a dangerous trend.

If the purpose of virat samajotsava is to address social issues faced by hindu society, then why the administration is banning togadia n why there is lot of police bandobasth n why the administration is afraid of law n order situation n why the organisers didnt reply to the official clarification sought by district administration..so without any soectrum if doubt, this event is held onky to devide society n spread hate n communal tension..its not for peace or for development but for destruction n chaos..Balika saraswathi came n advised hindus about chopping !!!! And she has been provided with z plus security n escort..she should hv been arrested on the spot n thrown into prison..these hate mongers enjoy spreading venom n such move is patronised n supported by some educated radicals....political parties n political swamis....christians protested against RSS for a statement against mother Theresa but there was no police bandobasth..as the purpose of protest is peaceful protest n not to create law n order issue ..but everytime virat samajotsava took place chaos, communal flare ups n law n irder situation followed...so its evident that the purpose of virat samajotsava is not about creating social awareness but about spreading hate n dividing society...well planned strategy by fundamentalists..If such gathering is for unity peace n upliftment of poor, everyone shall support n we minority community too shall participate. But in all samajotsavas we had seen minority bashing n instigation and hate...we minorities are not afraid of RSS or its leaders who spread hate..We lived here n shall live n die for this country...We want peace n prosperity n brotherhood..

I am not telling that all the listeners are illiterate, but the literates can be easily trapped to radical spirit.

Sir, if Hindus are mistreated, you will have to speak for that, that your personal liberty. But, adopting the avenues of sword and gun to solve the problems will lead to very tragic end.

100% its clear that reason behind this samajotsava is VOTE BANK, BJP wants to form a govt in karnataka so BJP is wasting cores of tax payers money on samajotsava.

Instead of wasting the tax payers money why dont the BJP feed the poor and provide the employment to the unemployed youth.

what is the benefit of this samajotsava ? do we hindus need to learn Hinduism from this HATEMONGERS!!!

KARNATAKA GOVT PLEASE DONT ALLOW ANYONE TO DELIVER HATE SPEECH PUT THEM BEHIND BARS PLEASE!

Now people of this country familiar with the hate speeches of Togadia, Kalladka, Sadhvis etc. Everybody knows these are mental cases and no treatment for this, since our law is very weak. So no need ban, let him spit the venom against muslims and christians as much as he can. May be it will be cured one day, when he omit all the venom.

In one condition Togadia may get permission to deliver speeches anywhere in karnataka, i,e, he has to submit a written statement that he never ever deliver provocative speeches.
Any popular face who wish india to be free from communal riots than its time to stop the unnecessary programs which are creating anger in the common peoples. Any human being who is truly believe in his own religion than he never harm other religion.

There is an interesting article in firstpost about togadia's failure in his own state Gujarat. "How Modi cut Togadia down to size in Gujarat"

Excerpts are below. His concept of hindu state was rejected in his own state and he wants to promote this failed concept in other states

What he now claims would be a Herculean task for him to accomplish - to develop a VHP presence in all 18,000 It’s difficult to decipher what exactly Pravin Togadia, the International Working President of the Vishwa Hindu Parishad (VHP), meant by his bombastic claim that the VHP will Gujarat a “Hindu state” by 2015. What difference can a so-called religious-cultural group’s unconstitutional declaration of any state as Hindu make to statecraft, society, polity or business?

A section of VHP functionaries are at a loss to explain what prompted Togadia to make this claim. Senior Gujarat BJP leaders have already expressed disdain over this rhetoric, which has failed to arouse any passion even among Sangh Parivar believers and has instead only increased anxieties in the state's Muslim community.

More than anyone else, Togadia himself should be acutely aware of his own and the VHP’s near complete irrelevance in Gujarat today. This has been reflected during the last two assembly elections that Narendra Modi won. The VHP’s cadre base has shrunk and Togadia is struggling hard to stay afloat in the state.
villages of Gujarat over the next two years. But then, nobody is going to verify his claims. Togadia's brand of extreme right-wing politics has been negated by the people at large in the state he belongs to, and even within the Sangh Parivar, rational leaders see him more as baggage than anything else.

The more we try to live with peach and harmony, the more it’s get harder with this kind of people ( dividing us and brainwash youth with hatred speech ).. which easily brain wash young generation and this thing will keep continue generation to generation… hatred speech and all audience cheers with slogan. … first in Mangalore and now in Udupi….why have to promote in such a way which creates unsafe for Minor communities . No doubt ,Population of Hindu is more in this country still why they are insecure and need to promote so many rally’s and invest crores. Guys we are the future of this country, if we all follow this path then our country will have no proper direction…keep fighting within ourselves is never be a solution. I am sure minor communities just want to live in India with peach and safety. Religious is very sensitive issue in INDIA, its bring tension very easy among friends among neighbor among communities. We all responsible for this, we only can stop with changing our mentality and convinced others to live and let live policy... JAI HIND

Samajostvas never be successful without abusing against Christians and Muslims. I m not saying this, This is the mentality of organizers nowadays in every Samjosthavas, Each time they bring at-least one of their top hatemongers and made him/her to deliver hate speeches against minorities and make chaos among people
Do they have any constructive work towards unity among casts, social decriminalization, dowry issues, concern for back ward people These are the real issues in front of the world to be discussed but unfortunately much of the energy spends on hat-redness and divisive topics
