Opposition rejects Land Bill, dubs govt move 'pro-corporate'


New Delhi, Mar 9 (PTI): Opposition in Lok Sabha today tore into the controversial Land Acquisition Bill, saying its "draconian" and "anti-poor" provisions would have a deleterious effect on India's food security.

The Opposition members, ranging from the Congress and Trinamool Congress (TMC) to the Left, BJD and AIADMK, launched a tirade against the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Bill 2015, which was moved for consideration and passing by Rural Development Minister Birender Singh.

Several opposition members particularly opposed the NDA government's move to do away with Section 2 and 3A of the existing land acquisition law which provided for social impact assessment before land transfer and safeguarding the interest of farmers.

Participating in the discussion, Jyotiraditya Scindia (Congress) said the law in its present form would allow private entities to take away multi-crop land, which will put at stake food security of the people of the country.

"Is the government trying to reduce this country to an importer of foodgrains? If this bill gets passed, farmers will give up all expectations from this country," Scindia said.

Kalyan Banerjee (TMC) accused the government of taking away farmers' rights and said his government will oppose the Bill "tooth and nail" to safeguard their interests.

"This government is for the corporates, this government is anti-poor, anti-farmers and will sell the country to industrialists," Banerjee said.

Opposing the "draconian" provision, C N Jayadevan (CPI-M) said the rehabilitation and compensation as provided in the Bill would adversely affect the interest of farmers. The government has a clear intention to have a "pro-corporate and anti-farmer" land acquisition law, he said.

The Land Acquisition Bill, which seeks to replace an Ordinance issued in December to amend the Land Act 2013, was introduced in the Lok Sabha on February 24.

Along with the Bill, the House today took up a statutory resolution, moved by NDA partner Swabhimani Paksha and Opposition parties like Congress, CPI(M), TMC, RSP and BJD, disapproving it.


The amendments, among other things, seek to exempt social impact surveys for land acquisition for five purposes including industrial corridor, rural infrastructure and housing for poor.

As the Minister moved the Bill for consideration, Leader of Congress Mallikarjun Kharge demanded that he should explain some provisions of the Bill before a discussion could be initiated. Singh, however, said he would speak only when he replies to the debate.

During the discussion, K N Ramachandran (AIADMK) dubbed some of the amendments as "ultra-reformist" and said his party had strong reservations against exempting land acquisition by private hospitals and private educational institutions.

Tathagata Satpathy (BJD) said the amendments were detrimental to the interests of the poor who would lose their land without compensation.

Accusing the government of not discussing with the opposition parties before going ahead with the amendments to the Land Act, Scindia said the NDA government's slogan of 'sabka sath, sabka vikas' (support of all, development for all) has "fallen flat on the face as it was now ignoring the interest of farmers".

65 per cent of India's population was dependent on agriculture, but the government is only thinking about the corporates, the Congress leader said.

Citing earlier instances of several BJP members opposing dilution of the consent clause and no social impact assessment when the UPA was in power, Scindia said these members are now doing a "U-turn" and supporting the amendments to the Bill.

"Through the amendments, you have made the Bill look like a body ripping it of its flesh and blood," he said, appealing to the members to vote against the amendments when the Bill comes up for passage tomorrow.

Under the amended law, the mandatory "consent" clause and Social Impact Assessment (SIA) will not be applicable if the land is acquired for five purposes.

The measure to replace the ordinance makes significant changes in the Land Acquisition Act including removal of consent clause for acquiring land for five areas -- industrial corridors, PPP projects, rural infrastructure, affordable housing and defence.

The amendments bring 13 legislations, including those relating to defence and national security, to provide higher compensation and rehabilitation and resettlement benefits to farmers whose land is being acquired, under the Centre's purview.

    What do you know about the land bill? You are saying it is "PRO FARMER".Please read it properly, understand it and then comment.This is a bill concerning acquisition of farm land by the government for whatever remuneration it decides on.

    By the way, are you a farmer?

    Also if one googles Adani's Mundra land acquisition controversies, one can find the true picture of how poor people have been fleeced from their land when Modi was CM.

    This government’s swatch bharath is only for corporates.

    Land acquisition should have proper compensations unlike the former Chaaiwaala Chief Minister threw away cheap land of farmers to Corporate’s for his forthcoming elections.

    This Pro-Rich government is only five years.

    Kalyan Banerjee said correct, this government only for the betterment of Corporate sector and not for the poor farmers and lay people.Definitely Modi will sell most of the Govt. property to Industrialist within his tenure completes.Take a note of Oh poor Indian you never expect any reforms for the benefit of you, all fake promises and propaganda in media.After becoming the PM how many countries he visited, itself indicates Modi's vision is very very wide, international not for poor Nationals.Vast agricultural land day by day become barren land since no subsidies, no minimum supporting price for the farmers for their produce, only shop owners and middlemen looting the wealth.There is no serious thinking about this as of today in the Government functionary.

    1000's of crore spent on modi-adverts had to be repaid somehow you see.
    GIVING away land @dirt cheap rate by snatching it from poor farmers is one way to do it.
    MODI govt is hell bent on eliminating poor not poverty.

    The people of India voted this pro-corporate Government to power. So now the people have to bear and live with it. I only feel sorry for those voters who voted based on false promises.
    Change is what the voters wanted and that is a good thing but change for the better is what is needed not change just for the sake of change if it is going to be for the worse or for an equally bad state of affairs.

    There is trust deficiency and corporate influence in pushing through the bills is doubted.
    We should appreciate AAP, which invited 26 year old MASON to inaugurate newly build bridge in DELHI.
    Contributions of poor shouldn't be neglected.
    Some rich are so selfish even when 25% of Indians are BPL, they want to eat in golden dishes and live in Ivory Towers.

    Landbill is required for the infra projects. Without infrastructure country can't develop, can't generate employment.

    Just see Namma Metro project in Bangalore. BMRCL wanted to shift the Ambedkar Statue to just few feet away, since it was the hurdle to build station near Vidhana Soudha. Dalit organizations protested against this and questioned this in court. Because of this project in the stretch is delayed by 6 months.

    This is just one example. There are several others. You want Bangalore-Mangalore new rail line, NH 48 doubling, New airport, new harbour etc etc. But how do we build without land and with people protesting?

    Land Bill is formulated in such a way that it brings least damage to farmers. They will be given very good compensation.

    Land Bill is not pro-corporate. It is pro-people. We need to give education, employment to 120 crore people. Only Delhi, Mumbai, Bangalore, Chennai, Hyderabad can't this onus. We need to build new cities with state of the art infrastructure.

    So don't politicize and support development agenda of Modi.

    See Kheni(NICE ROAD PROJECT)....it is just to support real estate mafia.If you go through @least one infra project land allotment/land lease ,they will use 50% that land for commercial purpose. People/farmers affected by this draconian law and they have every right to teach a costly lesson to present Central Govt.Development with human touch is the necessity.

    Ismail, atleast few things are not in your range, tax-corporate or social.. so, stop dissecting them! well, you can convince your secular friends here, that those taxes have ruined everyone! but, they didnt vote Modi in first place, and they will never vote even if it is made 0.. so no point in explaining them all this! but for your own good, how corporate tax is reduced over next 4 years, and what is its effect.. how it will give rise to new jobs, more manufacturing sectors.... and increasing service tax from 12.36% to 14%, how it affects, and why is it necessary, when GST will be introduced in future and with the infaltion falling, what net effects on common man's pocket due to sub2% hike in service tax! ... do a study for yourself and then go on condemning! Modi is here for 10 years atleast, Ishallah! :)

    Look@ fuel price slide in international market!!But that benefit passed to consumers?Look@ Modi pocketing fuel surcharge (I mean adjusting budgetary target of income)which belongs to us..

    Almost verge of finishing a year in service/govt ..due you see any tangible differences of developmental projects which Modi initiated?

    Jan dhan,Adhar MNREGA etc are UPA projects and some cases only name changed but continued the same projects.

    See political immaturity in tie up with PDP to be in the power which may backfire shortly...these are incompetent point of present Central govt.

    lol.. Peter, I agree! Joining hands with criminals and lousy people was unnecessary! but wait, this will yield good result only! Ultimate aim is to have a "governor rule" there! so, let PDP make as many mistakes! and let congress/NC condemn it.. so that tomorrow, when BJP pulls the support, it shouldn't be like these people go and sleep on their bed! so, exposing them is necessity!.. and about Seperatists voices, the more they are out the more need of AFSPA and army presence! Else, PDP will demand, AFSPA to be revoked! you need tread the path carefully.. AFSPA is necessary.... so, when all this goes to a level over your head, time to pull the support.. and the country will stand with Modi!
