Mangaluru: Uproar in MCC meeting over solid waste management

Mangaluru, Mar 31: The council meeting of Mangalore City Corporation (MCC) here on Monday March 30 witnessed an uproar with opposition alleging poor services by Antony Waste Handling Pvt Ltd. A few members even took out placards and protested in front of mayor Jacinta Alfred demanding immediate action against the company.

Opposition members alleged that MCC is collecting more taxes from people but the service provided to them is disappointing. Opposition member, Sudhir Shetty said, "Even small houses are asked to pay Rs 480 as garbage management tax. The poor people are facing problems and tax for garbage management is beyond their means. Either reduce the tax or make Antony company provide better services."

Another opposition member Roopa D Bangera said, "The services of Antony Waste Handling Pvt Ltd are very poor. It was wrong on the part of MCC to sign a contract for seven years with the company with just two months of probationary period. People will be furious over the issue and we will not have answers to give them. They have not reached places where there are no roads."

Congress members disagreed with the opposition and said that the service provided by Antony Waste Handling firm was good and showed pictures to prove their point.

Kavitha Sanil, corporator of Pachanady said, "The spill of garbage on the road near Pachanady by the garbage lorry is increasing. Some lorries are old and they have painted them green with captions such as ‘Namma Mangaluru, Swachh Mangaluru’. There are even open trucks to carry the garbage which is causing problems for people. Solution has to be provided for people’s woes."

Replying to the allegation, Hephsiba Korlapati said, "Antony Waste Handling Pvt Ltd is controlling all the work from Mumbai. They have supervised the work from the ground level. We had issued daily and weekly targets. We have noticed that the work is really disappointing on ground level. We have received a number of complaints from various wards. We had issued notices but still no changes have taken place. Hence, we have decided to hold back the tender amount payable to the company till they improve their services."


Illegal hoardings to be removed with immediate effect

Mayor Jacinta Alfred issued an order to remove all unauthorized hoardings on government properties with immediate effect, after opposition demanded the same.

Opposition member of MCC Sudhir Shetty said, "There are a number of unauthorized 10x10 hoardings in Mangaluru. The MCC has not given permission to put up any hoarding of 10x10 in government lands since 1996. MCC is facing revenue shortage but all the advertisement agencies are earning through illegal hoardings on government land. The hoardings have to be removed with immediate effect or we will intensify the protest."

He also submitted some pictures of the illegal hoardings to city mayor.

In reply to the opposition member, MCC commissioner Hephsiba Korlapati said, "We are aware of the issue and we have already conducted the meeting to take precautionary measures. We have distinguished between authorized and unauthorized hoardings on the government land. In a week, we will get a detailed report on the issue."

The officer concerned said, "We have not given any permission for anyone to advertise on government lands. We gave permission only for rallies and convention hoardings to be put on the government property. We have listed all the unauthorized hoardings and all the private hoardings will be legalized soon."

In a bid to take the chaotic situation under control in the council meeting, Mayor Jacinta Alfred issued an order to remove all the unauthorized hoardings in government lands with immediate effect. Replying to mayor, opposition members asked her to follow up the order and see whether it is implemented at ground level.


Town Hall renovation

The opposition BJP members protested over the slow renovation work of Town Hall. MCC opposition member Sudhir Shetty said, "People are suffering due to lack of space for organising events. MCC is facing revenue issues. Earlier, we used to get rent from Town Hall but it has stopped at the moment due to slow work. We demand temporary arrangements to be made near the Hall. The work has to be completed at the earliest."

In response, Hephsiba Korlapati said, "We have already called a meeting regarding the renovation of Town Hall. We have decided to issue a short tender notice and begin the work and finish it on priority so that it can be rented out for various programmes. We know the seriousness of the issue and we are taking all possible steps to complete the work."

Other issues regarding roads, water supply and drainage system were discussed at the meeting.

Purushotham Chitrapura deputy mayor was also present in the meeting.

    Before some guy used to come to pick solid waste and he used to take rs 50 every month. Now after the contract is given to Anthony Waste, my father or me carry the waste till main road, we can't do anything because it is getting deducted from our tax. We are paying for nothing.

    Why no one is pointing the issue of rain water canal (Thodu) over flowing with gutter water since many years and helps the mosquito to breed. This is the main cause of spreading malaria and dengu. Corporator should find out solution by putting drainage system through out water canal. Secondly ,
    they should give the contract to 3 or 4 contractors so that single contractor can not hold the city for ransom by way of workers going on strike for several reasons(specially for pay rise). Lastly all corporators should go under training giving system adopted in developed countries like Singapore, Dubai and USA.

    Antony Waste Handling Pvt ltd,could not Handle the cleaning of roads in a ward {dahisar} and removed by BMC.Now this company is allotted the gigantic task of collect the garbage of Whole of Mangalore. Instead of checking of their ability by allotting them one ward Administration blundered by giving them contract for 7 years.

    Total money game going on in MCC. In between that, we get to see some drama's going on.

    Mangaluru City Corporation website is another dummy website for name sake. Nobody is even bothered to keep it alive.

    In order to lodge a complaint, when clicked on "Register your Complaints Here (MCC Portal)" link it directs to "server error page".

    Wah..... what an irresponsible members of City Corporation we have got for our Mangaluru City!

    I am surprised to know that MCC is collecting Rs 480/-as garbage collection tax.This is stupid because many people in our area do not know MCC's agency is coming and collecting garbage everyday but heard through somebody that Rs 480/- is being collected towards garbage collection even for a small houses,where not much garbage is being generated.Whatever there,they themselves either dispose it off or burn the garbage in their compound.Under the circumstance,why to pay Garbage Tax?.Is it not a burden for the poor people?This means MCC is arbitrarily collecting the taxes against the will of the people in the name of Garbage tax.How genuine it is? Have they applied any mind towards poor people's burden before implementing this system of collecting this garbage tax? Revenue is required for the maintenance of our city but not in this way.Why can't they reduce their salaries and incentives and other benefits rather than butchering the poor people? They want to enjoy their best at the cost of the people by charging exorbitant taxes but they can not reduce their benefits and incentives.Thee should be a limit for collecting the taxes. Minimum amount of increase is accepted but this exorbitant tax collected by the MCC even from the poor people's house is ridiculous.I request the MCC authorities to rethink about their decision of collecting garbage tax and either withdraw the what is called garbage tax or reduce the amount,which is affordable to the people.Collecting from big malls,restaurants,hotels,manufacturing units etc is justified but from the small houses like us,wherein small quantity of garbage is generated is unaccepted.

    Chanakya said tax should be collected like honeybee collects nector in a flower(without hurting flower)...but Siddu's tax collection reminds me of hungry dog having a bite on a fat sheep...Same his MCC doing in Mangalore....

    I am not at all subscribing your point of view.

    Before MCC nominated Antony Waste Handling Pvt Ltd, the MCC Corporations garbage collecting team used to collect forcibly every month Rs. 50 from every flat, WE were forced to pay. They threatened us, saying you have to take care of your garbage and no point of complaining to our Corporators too.

    Antony Waste Handling Pvt Ltd after taking to collect garbage in MCC area, our surrounding area is much cleaner. It may take few more months and years to be like well managed city like Dubai, Singapore but still it is better than previous set up.

    People,

    BJP administration at BBMP, Bangalore failed miserably in managing waste management in Bangalore City...and become a laughing stock in the whole world....

    Any private company is doing work for making fair profits...they are not doing any charity service...pay them fairly and make them work as agreed upon...by doing drama's don't make Mangalore to stink like Bangalore...

    Any Hoardings...signage.. poster should all need to have Municipal license .
    all Hoardings/signage etc should be well written and with no spelling mistakes..
    should be checked and verified..
    should be clean and professional..
