Voting being made compulsory in Karnataka's gram panchayat polls

Bengaluru, Mar 31: For the first time in Karnataka, voting is being made mandatory in Karnataka’s gram panchayat polls.

The Karnataka Panchayat Raj (Amendment) Bill 2015, which was passed in the State Assembly on Tuesday, prescribes compulsory voting in the gram panchayats.

The Bill piloted by Rural Development and Panchayat Raj Minister H K Patil, however, does not prescribe any action against those failing to vote.

The Bill seeks to provide the option of voting in favour of None of the Above (NOTA) if they do not want to support of any of the candidates.

Another important amendment is increasing the tenure of office of the presidents and vice-presidents of the GPs from the present 20 months to five years.

Patil said the tenure was being extended to provide thepresidents and vice-presidents of the GPs an opportunity to plan effectively and prevent political instability coming in the way of performance.

    It is a good move initiated by Govt of Karnataka . However I am finding especially in tier-ii ,iii the local people are very politically attached to one party or other especially in south kanara district, as they have lot of spare time and more because it is a industrially backward as its more agri based region.
    Coming to the main point , I want to convey apart from the extension of tenure , good move for stability , it is more important that the member standing for election should not be mandatorily not to be affiliated to any national or regional party whatsoever, but the candidature should fight on its own merit as independent , meaning all panchayat, gram , zilla parishad should be independent fought election resulting in fair and quick development without any so called party taking credit whatsoever.


    Constitution should assess and allot funding depending upon the project plan with total accountability.

    Party based election at these level panchayat results in uneven growth since the funding sourcing pattern is at the behest of the party in the power at the state or centre resulted in favouring own party and discrediting other party
    election.
    Our state government is always at the mercy of the centre and unfortunately people of Karnataka have elected party opposite that of centre for the last five to six election .
    whereas Maharashtra govt is also in tune with centre , one reason being in Karnataka state is held before centre whereas mahashatra it is afterwards , I am of the opinion that our state election should be held like Maharashtra after centre lok Shaba election , so that people of kanataka and state shall benefit if both state and centre is ruled by the same party.

    It would be good if the SALARIES of the poor workers are raised 150% per day. Govt must give unemployment bhatta of Rs 5500/- to the unemployed youth.

    Voting must not be made compulsory. In a Democratic set up of a country, it is always that is the way that the citizens have the freedom to vote or not to vote.

    Good resolution in MLA house. .. Election commission should take appropriate steps towards voters who cannot come to the voting booths due to valid reasons... I am sure some kind of strategy should be implemented in coming days to these eligible voters.

    The Election Commission should introduce a new system whereby the Polling Officers and their Security personnel along with Voting machine, should go to the houses of individual voters who are bedridden and unable to walk, and help such bedridden people to cast their vote from their house itself. Otherwise compulsory voting has no meaning.

    I am having mixed feeling but slightly tilting towards compulsory voting.
    To counter irresponsible behavior, compulsory voting is necessary.
    But there should be code of conduct to elected representatives as well.
    But voting compulsions are anti democratic, for such actions are harmless.
    But not voting make institutional damage. Some form of compulsions with good intentions are necessary in all management decisions.
