Mangaluru: District admin ready to tackle water scarcity: Ramanath Rai

Mangaluru, Apr 1: District incharge minister Ramanath Rai on Wednesday April 1 said that the district administration has taken all necessary measures to ensure that there is no scarcity of water in the district during summer.

Addressing a meeting at the DC's office here, Rai said, "Dakshina Kannada is a unique district. We get heavy rainfall during monsoons and during summer, we face acute scarcity of water. We have made all necessary arrangements to tackle water scarcity this time.

"We have decided to grant Rs 40 lac to each rural constituency of the district to make all necessary arrangements to meet the drinking water needs of the people," he informed.

"We are supposed to get funds from the central government under natural disaster relief fund. Once we receive these funds, we will utilize it together with state funds to provide solution to water scarcity in the district," he added.

"Places that are worst hit will be provided water through tankes. I urge the public not to panic or worry about water scarcity. The administration is all ready to tackle any situation," he assured.

Health minister U T Khadar urged people to be proactive and bring any matter concerning water scarcity to the attention of the officials concerned. "Do not wait till there is acute water shortage. If there is any concern, bring it to the notice of the local officer immediately," he said. He also instructed the officials to utilize the funds properly, adding that local officers would be held responsible if anything goes wrong.

MLA J R Lobo said that as of now, there are three pipelines from Thumbe dam supplying water to the city. They are 2.5 MGD water pipeline installed in 1957 and two 18 MGD pipelines (one in 1972 and another by KUDCEMP). These three piplelines, which are supposed to supply water to the city, have been tampered at many places by residents enroute Thumbe to Mangalore, particularly the 2.5 MGD pipeline, he said.

"As a result, a lot of water is being wasted every day at the tampered places due to leakage. Secondly, those who tamper it have been using water round the clock. These consumers do not pay for its use," he pointed out.

J R Lobo instructed the officials of MCC to regulate the use of water through legal means and by handing over these connections to the panchayat, which should be collecting fee for water consumption.

He also said that there is a proposal to hand over the 2.5 MGD pipeline to the zilla panchayat in multi-village water drinking scheme.

    Step vented dams across all rivers flowing to Arabian Sea to increase the water level across coastal districts.People should be educated and made to understand the importance of rain harvesting and also the value of water.

    We have good rainfall. But why there is no water for us. You who are in authority please think of the people who are living in high places that is hilly areas. In 2015 we are facing water problems every week. When we inquire pipes are blocked. Use modern technology and remove all the blocks so that we get water everyday.

    You are absolutely right Lydia.

    DK district receives an avg. of about 4000mm of rainfall which is among the highest in the world!

    But lack of proper groundwater recharge and storage techniques, on a large scale, is what is causing water shortage in these parts.

    In fact, we receive so much rainfall that if we collect it properly we will be able to have surplus water which we can then export to other water deficient countries.

    The earth here is like a sponge and it gets filled within 3-7days of heavy rainfall and the water level s if there is no rain for 1 week. If you have an open well observe this .

    We are extracting nearly 3 times more water than what is getting recharged. Abuse of deep bore well drilling is one of the causes for ground water depletion because we are using water from the deep acquifers which take decades and centuries to get filled up. Bore wells also affect the water levels of open wells in the area. Open wells are a preferable option as they only extract water from the shallow acquifers without interfering with the water collected for future generations in the deep acquifers!

    Other factors contributing to increased groundwater usage are: farmers pumping out water through-out the day just because electricity to agricultural pump-sets is free, use of modern submersible heavy duty pumps extracting more water than during earlier times , industrial use of groundwater.

    Good examples of groundwater recharge and long term water management have been achieved by Prof.Rebello, a farmer from Kundapur Yenepoya college , Mangalore etc..

    In the words of Shree Padre (groundwater recharge activist):"Deposit rain in Earth Bank during monsoon It acts as ATM in Summer!".

    Understand the above phrase, Messrs. Rai, U.T. Khader, J.R. Lobo & company and perhaps you will have been educated for a day! And, perhaps your future generation of voters may thank you for averting a “national- natural- disaster “ where water will be available only to the rich and mighty!

    The politicians and ministers have once again betrayed their ignorance. They speak as if water can be extracted just by paying money. I pray that they use some part of their ‘grey matter’ to read and study the 2006 report by the UN that India is one of the largest users of groundwater in the world for both domestic and agricultural needs and India will be one of the most affected countries in the world due to acute water scarcity in the next 15-20 years.
    Knowledge does not come from simply presiding over eye-wash meetings, inaugurations of shops and building projects. Water does not come by squeezing 40 lakhs of rupees into tankers and individuals' pockets! Annual short term measures, as announced by the politicians in this article, are dependent on the distance of the vision of the politician - which for the last 67 years has not gone beyond the end of his nose.
    Sustainable water supply will only come from proper water management, rain-water harvesting techniques and most importantly groundwater replenishment/recharge techniques such as creation and maintenance of fresh water ponds, rain water collection pits (ingu-gundis),constructing 'kattas' to prevent 90% of the rain water from flowing out to the sea, restricting and limiting the number of bore wells etc.
    The 40 lakhs that you will spend on in each village should be used for “GROUNDWATER RECHARGE ”. It will be enough to ensure that we will never have to depend on having to “BUY” water from “AGENTS” of the state. But it has to be based on scientific methods of ground water recharge. Use the knowledge of scientists and geologists from the Mines & Geology dept. (groundwater). They are being paid by the govt. just to do this.

    We dont have Water in our Mangalore,And These people wanna Divert our River Netravati Water to Bangalore by Yethinahole Project, These Bugers take money from we Tax Payer s and fill their stomach here and also Get money for the Illogical Project and we like Bakra Vote these people.. Think well Guys.
    No water in place like Mangalore is it a Joke? when Our Punya Bhumi Kudla has River Netravati as the form Of Ganga Cant we protect her?

    Once 40 lakh grant comes in for each constituency under Natural disaster relief fund, it goes to ministers bank account. By the time arrangements are made to tackle water problem, Mangalore will hit with monsoon. This will be end of the fund Natural disaster. Ramanath Rai, you are very smart guy!!!!!!
