President gives nod to land ordinance


New Delhi, Apr 3 (PTI): The land acquisition ordinance, which the government could not get converted into a legislation in Rajya Sabha due to stiff opposition, was today re-promulgated, a day before it is to lapse.

President Pranab Mukherjee has signed the ordinance as recommended by the union cabinet on March 31, official sources said. The earlier ordinance is to lapse tomorrow as it has not been converted into a legislation during the first part of the budget session as required under the Constitution.

The fresh ordinance, which is the 11th by the Narendra Modi government, incorporates nine amendments that were part of the bill passed in Lok Sabha last month. It is pending before the Rajya Sabha where the ruling NDA coalition lacks the numbers to get it passed.

The pending measure, titled Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Bill, that was passed in Lok Sabha sought to replace the ordinance that was promulgated in December.

The Opposition was not in a mood to oblige the government and, in fact, mounted a strong campaign against it. Led by Sonia Gandhi, the Opposition parties demanded the passage of the original land bill that was passed during the UPA regime.
To enable re-promulgation of the ordinance, the government last week got the Rajya Sabha prorogued.

Under the Constitution at least one of the Houses has to be prorogued for Government to issue an ordinance. Parliament is currently on a month-long recess after the Budget session started on February 23.

The land ordinance was among the six executive orders issued by the government in the inter session period. While five of them were cleared by Parliament, the land measure is stuck.

    It is good to know that president gives nod to land ordinance.But this purely anti-farmers ordinance.As the saying goes "ONE MAN'S FOOD IS ANOTHER MAN'S POISON" i.e.Good for youths to get an employment and bad for farmers to lose their land. Wah!! what a beautiful law it is!! should be appreciated.Now itself lots of people are dying due to scarcity of food in some parts of India.After this law is come into existence,imagine what will be the fate of this country due to urbanization? Only with employment,what the people of this country will eat when there is no production of food items.Only air and water.That too becoming scarce nowadays.

    Farmers who loose their land will get compensation for it that too four times the market price, after that they can invest that money in business or even apply for any other job as many jobs will be created.

    awesome! Honorable President is not acting like a rubber stamp of congress party anymore... he has risen above party politics and acted decisively..in case of afzal guru/kasab hanging or rejecting many mercy petitions and also supporting Modis ordinances ! gentleman..

    small trivia during my growing up years!

    Pranab Da was FInance minister and he made, Manmohan singh the governor of RBI!!... but congress always cut Pranab to sizes... he was deputy chairman of planning commission during PVN govt and voila, they brought MAnmohan as Finance minister...

    later, Pranab was sidelined and made external affairs and all ... but when 2004 time came, he was the only senior elected member of Loksabha!! natural choice for PM, you thought? But sonia got a rubber stamp, MMS as PM and Pranab was made his junior , just as leader of loksabha! ... how one man can tolerate and report to his own junior? imagine, if you were in any govt office!

    But as luck would have it, Pranab went one step further, and was NOW THE PRESIDENT! and Manmohan had to report to him!.... isilye, bhai log, tumhari takdeer decide kar leti hai tumhara position.. koi kuch le nahi sakta , agar if you are entitled to it!... PRANAB DA ZINDABAD!

    Good move by the President, this bill is very much essential to kick start investments and job creation in India, Hope this soon turns into a law, so that lakhs of unemployed youth get employment in the near future. India needs 10 lakh new jobs to be created every month as per official data and time is running out, youth are becoming impatient.
