India plans to build new townships in Kashmir to resettle Hindus


Apr 11 (Reuters): India's nationalist government plans to resettle tens of thousands of Hindus in three new townships in Muslim-dominated Kashmir, setting up a confrontation with separatists who say it is an Israel-style policy of creating settlements in occupied territory.

Many Kashmiri Hindus, or Pandits, also say they are not in favour of the plan.

Between 200,000 to 300,000 Hindus are estimated to have fled Kashmir after an armed revolt against New Delhi's rule erupted in 1989 and Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) has long vowed to return them to their homes.

Just a month ago, the BJP took control of the Kashmir government in alliance with a regional partner - the first time the Hindu nationalist party has been in power in the state.
This week, the state government unveiled a plan to set up self-contained, heavily guarded colonies for Hindus who fled their homes and are now living elsewhere in India or overseas.

Kashmir is divided between Hindu-majority India and Islamic Pakistan and the nuclear-armed neighbours have gone to war two times over the territory since independence in 1947. A third confrontation in 1999 stopped short of a formal war.

Around 100,000 people have been killed in the separatist revolt that India says is financed and aided by Pakistan. Pakistan denies the allegation, saying it only gives moral and diplomatic support for Kashmiri people in their struggle for self determination.

But after years of anti-insurgency operations by tens of thousands of Indian soldiers and with Pakistan embroiled in tackling militant groups at home, violence has ebbed in Kashmir.

Federal Home Minister Rajnath Singh held talks with Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed this week to discuss the party's commitment to rehabilitate Hindus in Kashmir, the government said.

"The chief minister assured the union home minister that the state government will acquire and provide land at the earliest for composite townships in the valley," the home ministry said in a statement.

Under the plan, the townships will be built on land acquired from farmers and will have schools, shopping malls, hospitals and playgrounds, the government said. No details about how much land will be acquired and when any construction will start were immediately available.

Kashmir's main separatist alliance said the BJP was using the plight of the displaced people to further an agenda of ending Kashmir's special status. Under current laws, non-Kashmiris are not allowed to own land in the state.

"The issue of Pandits is being used to create a state within the state on the lines of Israel," said Syed Ali Shah Geelani, a top leader of the All Parties Hurriyat Conference, an umbrella organisation of separatist political and religious groups.

He said the displaced Hindus must be brought back to Kashmir but not to ghettos which would only sharpen divisions in Kashmiri society. The separatists held a street protest on Friday after prayers and have called for a shutdown across the Kashmir Valley on Saturday.

Many Kashmiri Pandits said they were not sure about the government's plan to move them back.

"It will make Pandits vulnerable. Under such circumstances nobody will come back," said Sanjay Tickoo, president of a Kashmiri Pandit association. He accused the government of thrusting the plan on the Pandits.

    The property of our Hindu brothers and sisters in J&K should be restored to them and protection given. As citizens of India we should have tolerance towards people of other faiths. Political parties which promoted communal divide should learn a lesson from such incidents that by dividing people on communal and linguistic lines it is the common man who suffers and not these politicians. This is a long standing desire of every Indian that the resettlement takes place in a spirit of love and harmony. Both communities should be generous and cooperate with the Government.

    While we welcome the governments decision to resettle the Kashmiri Hindus in Kashmir the biggest challenge will be to keep the peace loving Jihadists away from the camp.

    There two choices to build a walled city fortress style and guard it like the American Embassy in the green zone in Iraq, but at what cost?

    OR

    India MUST deal with Pakistan the Alpha and Omega and the mother of all problems in south east Asia on a one to level or on an international level.

    The world is sick and tired of terrorism and all over the world we see today the fight between the Good & Bad, and it is time we solve the age old Kashmir issue then and only then we will have peace and prosperity for ALL in south east Asia.

    Kashmiri Pandits should be given suitable, honourable & full protection to return to their native land Kashmir. Government should oust the seperatists from the valley to prevail peaceful atmosphere. Again i am repeating Kashmiri Pandits are the victims of Congress Party's misgovernance & Congress is responsible for all of India's problems. Citizens should wake up to protect their land, their own betterment & get rid of Congress completely from India. When Congress was in Power nobody was talking about Kashmiri Pandits apathy & it's a tragedy that Country's own people are victims in their own country. If we keep quiet tomorrow we will be same as Kashmiri Pandits. So wake up. .wake up.

    good decision by BJP govt. to provide shelter for 200,000 misplaced brahmin pandits in kashmir. They should equally provide shelter for misplaced kashmiri brahmin pandits and muslims. Equally they must provided enough compensation to the families who's about 100,000 members got killed during last 2 decades of unrest. after settlement people of kashmir should safe guard the interest of returned pandits similarly when Jews were ousted from Germany during WW11 it was palestanians who provided the shelters to Jews in arab world

    Kashmir is the Mother land of Kashmiri Pandiths and it will be their home, being Indians if we let away our Pandiths its same as we forgotten on India. Rest all are refugee settled there post independence. These Pandiths were humuliated by the so called majority settlers so its better they can go to their nieghbouring favorite country if they like but Kashmir will be the padiths place at any cost.

    Resettling driven out Kashmiri Pandits in Kashmir again will be a tough challenge and may escalate conflict further.
    I feel, Govt should explore win win formula for both. It will be more tactful.
    Explore possibility of shifting Gujarati Muslims to Kashmir and settle displaced Pandits in Gujarat, if agreeable to both parties.

    and more over, gujarati muslims, I dont think went out of the state, in that big number! still they are there and well settled! And understand the Kashmir valley articles! NO ONE ELSE, OTHER THAN KASHMIRI is allowed to live there! so, Kashmiri muslims, even treat muslims from other states as outsiders! I told you they are different breed!

    Only solution is the displaced kashmiri pandits and other hindus are well setlled in few areas for their security reason..and if muslims wish may go and stay with them!... they are a feared lot and already seen the worst part of threat/rape/crime by muslims and started their exodus, thanks to congress's secuaalrism policy! :) we here get agitated at mere throw of stone at our holy places and just imagine, how they can live in dire strait!

    I don't know whether it will a successful or not..but current Government is making sincere effort to give some respect to Kashmir Pandits who lost everything before..Congress didn't think about Kashmir Pandits even for a single day..Well Done Modiji..When Bangladeshis are staying illegally in India,no problem..but people who lost their homes and land are given shelter in Kashimr again..it is a ISRAEL style operation..haa..haa..narrow minded people..

    Kashmiri pundits have right to settle in kashmir...but you should also remember even kashmiri pundits protested against government move....We cant clap using one hand I think mixed settlement is better option rather than seclusion which creates more enimity..Jaimini P.B not only bangladeshi there are millions of nepali illegally stayin the country...have equal approach...

    1st of all the Separatists should be chased from our Kashmir. It is not right that they expect help from the army when they are in trouble and Hate our Country at the same time.
    2nd of all, What about the Kashmiri Pandits who have settled in more peaceful areas in India for example:- Karnataka, Should they go back and live a Life of Fear?
    Seperatists and Pakistanis want to keep Kashmir away from India, will they not stoop to worse levels of terrorism in order to finish off the Pandits?
    What happened in the Past is mostly forgotten, It is better not to create Fresh wounds to help it heal than to keep picking at it to make it worse.

    Kashmiri Pandits are very peacefull community of Hindus, even after being a minority community in the valley they never raised thier voice when temples were attacked, women were raped, mass killing, house occupied by the Peace loving Jehadis... They came out of Kashmir and settled between Jammu to Delhi Region.

    Today Kashmiri Pandits are due for thier rights but they never became the national headlines and Jehadis in the valley had a protest march to condemn the decision by the goverment.

    Central goverment should take back article 370 and Kashmiri Pandits should be respectfully given thier due.

    I request all peace loving 5 star activists in this forum to support Pandits rather then supporting the Anti Nationals who came from other side of the border..

    Without peace and harmony among the communities, it is like creating trouble for both the parties and the administration. Now that there is understanding between the parties at the state and center there may not be administrative problem. Only thing is love thy neighbor is the policy required as the pundits are displaced people and need rehabilitation.

    Though I have never supported Modi, I fully endorse this resettlement. Kashmir is an integral part of India. This is the only lesson Pakistan will understand. I hope he remains true to his promise at least in this instance.

    What feku modi does is only bol bachan he has no GMD . A little noise from porkistan is enough feku will hide his 56 ' chest has reduced .Even if feku builds, the pandits have no GMD like the cattle class who make noise in streets not at the border.

    I do accept pandits hve right a right to stay in their place of birth.
    But till then keep dreaming.
