Lawyer moves Delhi HC against IB's look-out notice


New Delhi, April 20 (IANS): The Delhi High Court on Monday sought the Intelligence Bureau's (IB) response on a look-out notice issued against an advocate, preventing him from travelling to Iraq last year.

Justice Rajiv Shakdher sought the IB's response on a plea filed by advocate Mehmood Pracha, who alleged that the look-out notice was issued against him by IB had prevented him from travelling to Iraq on November 24 last year.

The court asked the agency to inform it whether the look-out notice was issued against the advocate and if yes, what was its status, by next date of hearing on May 12.

The court, however, declined to go into the issue of "formation, existence and functioning" of the IB. The plea also challenged the constitutional validity of the existence and formation of the IB and sought its "disbanding".

According to the petition, Pracha came to know about the look-out notice when he and five others were stopped from boarding their flight and an endorsement "offloaded" was made on their passports.

They had intended to travel to Iraq to do relief work and oppose IS activities, the petition said.
