It is common knowledge that the most powerful person inside a government building is the peon (recovery agent for the senior officers with fat bellies). Files go up and down, out of turn to favor those who have given enough moolah to get their work done.

I have seen miracles happen in Income Tax Offices (ITO) where tax assessments made are "fine tuned" to suit the crooks (one being assessed). Go to RTO and it is the same scenario.I got my two wheelers license all by myself without an agent and realized first hand what a mammoth task it was. I had to run pillar to post to get this done. Why? Bcoz, I did not bribe anyone. The mindset of the people has to change.

As long as there are people willing to give, there will be people willing to receive!

Most of the corruption is because of absence of a speedy redressal system. The bribe taker is so smart that, even though you have all the documents and eligible as per law, he will interpret the law for his benefit and find some fault, which may not be as per the law. And some public servants are addicted to this that he will request for something like a beggar.

In case of harassment by the government officials, just pay the money they demand, get your work done and then inform the Lokayuktha Police. Before you pay them, take the Xerox copy of the Currency notes and keep with you for the proof.
Humiliate these bastxxds and their family members. They are more dangerous than the terrorists. These are the cancer to the society and never have any kind of financial dealing with them. Isolate them from the society.

No, we cant change these people unless we change ourselves. Just visit RTO, PWD, Taluk office etc! you will see that the people who complain about corruption are actually those who are willingly wanting to pay those in these offices to get their work done favorably or out of turn!. The other day we had to get our our property papers rectified and the advocate who did this gave us a bill that contained 1/4th of the total amount as miscellaneous expenses! when asked what this ME is, we were informed that it is the most important part for which bills are not there and we should understand!

    John

    Why bribed Thyagaraja.
Without any particular reason people won't give so huge money.
May be other person benefited in larger scale.
    Better to interrogate the same.

It's our mistake always to give a person money as a 'gift' to do the things early. We do not have any patience to wait for some time. It's now become habitual in India for the people person will give something if done some work..even though his duty.

Better we change ourselves..before advising others.
