Mangaluru: Harassment by airport taxi drivers - CVC approached; Bajpe police begin probe

Daijiworld Media Network - Mangaluru (RJP)

Mangaluru, Jun 17: Two days after a complaint was filed by a woman passenger alleging harassment by taxi drivers at Mangalore International Airport (MIA) for hiring an Ola cab, a social worker on Monday June 16 referred the case to the Central Vigilance Commission (CVC) urging a probe into the taxi management system at the airport and action against the accused taxi drivers.

It may be recalled that Sapna (named changed to protect privacy), IT professional, had allegedly been harassed and chased by taxi drivers at Mangaluru airport on June 12. She had arrived from Bengaluru after receiving news that her father-in-law was in a critical condition, and to avoid any delays, her family had booked an Ola cab to fetch her from the airport. However, the taxi drivers at the airport not only allegedly manhanded the Ola cab driver, but also threatened and chased Sapna.

Daijiworld was the first to break the news and report the incident in detail. The news received massive response from daijiworld readers.

In the letter to the CVC, the social worker, who did not want to be identified, narrated the entire incident based on the complaint, and stated that many readers of daijiworld had pointed out at corrupt practices at the airport. "Many readers have commented on the various corruption practices and system violations taking place in Mangalore International Airport Taxi Management System," the letter states, urging, "...plead you to intervene and seek to conduct and enquiry about all possible corrupt practices in Mangalore International Airport Taxi Management System."

The letter further urges the CVC to go through the readers' comments on Daijiworld to the news and 'identify the elements of corruption in the present tendering system and all other associated management systems.

The letter is accompanied by a copy of the complaint filed in the police station and also a copy of the news and readers' comments in daijiworld.

Bajpe police begin investigation

Meanwhile, the case which was initially filed at the women's police station at Pandeshwar has been transferred to Bajpe police station.

As the incident had occured within the jurisdiction of Bajpe police station, the case has been transferred there and investigation has already begun, police sources revealed. It is also learnt that the police not only visited the airport for investigation, but also summoned some persons to the station for enquiry. However, no arrest has been made yet.

Police sources also said that CCTV images have been examined and some of the persons involved in the incident have been identified.

What is the Central Vigilance Commission?

The CVC is an apex, autonomous body that addresses corruption at the governmental level. It monitors all vigilance activity under the central governmnet and has the power to inquire or to cause inquiries to be conducted into offences alleged to have been committed under the Prevention of Corruption Act 1988 by certain categories of public servants of the central government, corporations established by or under any central act, government companies, societies and local authorities owned or controlled by the central government. The Commission also exercises superintendence over the vigilance administration of the various ministries/departments/public sector enterprises/public sector banks and autonomous organizations under the central government.

If the CVC accepts the complaint and orders a probe, it might turn out to be a big setback for Mangalore International Airport, which according to a survey by the Airports Authority of India, currently ranks second in terms of customer satisfaction.

Bangalore Kempegowda Airport allows 3 taxi services. Mega, Meru and KSTDC. Charges Rs.19.50 per kilometer. 120 kg weight free. Additional 20 kg weight 7 rupees. If non ac taxi then Rs.14.50 per kilometer. No extra return charges. Night 12 to 6 am 10 percent extra charges. Accordingly if u calculate taxi charges should be 300 rupees to mangalore city maximum. All concerned pls make a note of this. Whereas in mangalore this is pakka shaving the customer. Pls stop this.

These taxi drivers think that they can do anything they like because they in numbers. Soon time will come that citizens will unite and form similar union to tackle this menace. Once and for all the taxi fellows should be taught a lesson. Who the hell do they think they are to stop other operators from picking up passengers?

Sorry friend. You don't know what is CVC. Once they open up a file, the involved officers of air port if any, cannot get any promotions. They can't even resign from their jobs. They can't travel abroad so easily. They may have to repay back to the loss they caused.CVC will ensure that proper tendering procedures are followed. There should be a previous Government Order ( G.O) or Board Resolution to give permanent tender only to this taxi men. I don't think such resolution is possible in a Government organisation. Even if such resolution is there is may be questioned in Court and may not be legally valid due to its biased nature. If some provision is there for land lower taxi men, let them make their separate taxi union with name Project Displaced Rehabilitated Taxi men Association. The minute they join with other taxi unions they lose their basic identity. Also if such provisions are there they can't be for generations. It can be there only for one person till his retirement age or till medically he is fit to work. For example many land losers have got employment in MRPL, KIOCL, OMPL etc. This benefit is given to only one person on behalf of entire family till he is retired from service and next generation cannot get employment once again. Same should be the case for airport land loser taxi men. Airport land loser taxi men have almost stopped working due to old age. Benifit can't be transferred for next generation. Law is uniform and same for all. Vigilance Dept should cover all these angles during their enquiry. Former airport director who is supporting openly may also be called back and enquired by Vigilance to inveti gate the system lapses pertaining to his tenure as airport director.

All the International Airports have a set policy and procedures to handle taxi service. The taxi drivers are not allowed everywhere, they should wait at their taxi stand and when passenger books a taxi, he will get the taxi number will be announced. Ultimately it is the responsibility of Airport Admin to manage these things
Moreover it is a very sensitive issue because, there are cases in some private taxis robbing the passengers by feeding them intoxicated food on journey.
MIA has to accept full responsibility of all such issues and should be able to trace the authorized taxi number in case any passenger robbed or gone missing.

All over India you will find the same story, taxis and specially autorikshaw drivers swindle the comman public while hiring them in railway stations bus stands and in airports and even while you commute or hire someone for sight seeing except in very few cities like Bombay. In some states the taxi unions neither allow outside state vehicles or outside state private vehicles to ply in their territory. This sort of goondaism is spread throughout over beloved motherland. To get the experience please venture outside your own territory. Who will set all these offenders right.?

I am travelling through Mangalore Airport since 35 years. I have had very bad experience about the taxi/rental car hires of the airport. 7/8 years before they were charging even 4 times more of the present charges. I am not blaming all taxi/rental car drivers are of the same category. Some are really good to speak & help to load & unload the luggage without expecting any tips. But 75% of them are arrogant, using bad words etc etc... throughout our journey we are only scared to deal & travel with taxi drivers.
Why can't the Mangalore airport authority's take some strict action to improve the taxi system. Permit some educated drivers & also ask them to wear uniforms. Colour or signs will be different from other taxi, it is well & good.

Culprits are the union leaders who have self interest and have backing from some political parties or belong to certain political parties. They only care for the taxi drivers or rather pretend they do. They come to us only when they want votes because votes from taxi drivers only are not good enough during the time of elections. Who will bell the cat then ?

Taxi and auto services in Mangalore city is harassing passengers. Exorbitant fares and discourteous services are order of the day. Fares and route will be unilaterally dictated by them and this daylight looting of passengers is taking place in front of law-enforcement authorities. We have the recent fare revision and re-revision exercise of auto-fare in the city and how auto-drivers mocked the entire system, including stern directives from DC. Come and see Mangalore Central Railway station. Is it a Railway station for taxi/parking stand or Taxi/parking stand is supportive to Railway station. Entire utility area is rounded-up for parking purpose and thoroughfare are blocked. You may get confused which is the main line of business and which is subsidiary. More space and concern is given to the taxi/parking yard than the platform and track itself. The contractor has engaged goondas to collect parking fee and it is their raj day and night. Passengers is left to the mercy of auto and taxi drivers. If somebody feels doubt on existence of an administrative system here, he cannot be blamed. Many times I have felt that I am in a territory controlled by extremists running parallel administration. In the name of union and collective bargaining, they are garnering political support through backdoor. In RTA meeting and hearing, these auto drivers/taxi operators fall in large numbers and muzzle the voice of common man. Nano car under OLA are running cheaper than autos in this city. Citizens of Mangalore needs to wake-up from slumber and respond. Such a massive response will never take place in this city.......Everybody for himself and God against all......... Is it?

Monopoly is dangerous in any aspect of public utility. That is the reason for strict laws against monopoly in EU and US.
Airport Taxi and railway station taxi and rickshaws are forming dangerous groups to exploit passengers. It could be stopped only if police facilitate all taxis to operate in airports and railway stations.

God may not fulfill all our wishes, but we still pray to him.

Similarly, whether we get justice or not. But, we should report the cases to the police or any other authority.

I have faith in Mangalore police. Earlier I used to suffer for myself. Now, I started complaining to the police and got justice in all the cases.

Whenever any one is in trouble call the Police control Room No. 100 [PrefiX STD Code for calling from mobile phone] and give correct location. Police will immediately come.

As soon as we come out from Mangalore airport, we feel like we are in the middle of Taxi stand in a small town where there is no space to move, some people are stinking with drinks and pan parag smell, some airport taxi drivers are just screaming from far away, what No: you have in your taxi voucher / receipts ? Some cab drivers just come and grab the receipts from us without requesting us, just to see whether the taxi voucher has got their cab numbers or not. Some taxis are very dirty and drivers are not groomed. I do not blame drivers fully for that, car owners also should take care of the car and drivers and not only showing interest in increasing the tariff.

Some helpers (out side the airport) just come behind us and try to push the trolley till the cab ( not even 20 meters) even though there is only one suite case in the trolley and ask for the money for their hard work.
Actually we cannot breathe when we come out from the airport, so much commotion, taxi and cars are just kept in the middle of the road near the exit. Some cars / taxi enters from Exit area.
We respect all the workers and the management of the airport, However, please come out from Mangalore airport and see how other airports are managed. When we pay so much airport tax from our hard earned money kindly provide us at least 30% of the service that we expect.
