Udupi, Jun 25: The Udupi district administration has imposed a heavy fine on Manipal University here for alleged 'misuse of land'.

The Manipal University, which is known the world over for its high educational standards and which was recently ranked as the top university in India among private institutions, has been asked to pay up a whopping Rs 1,123 crore within 30 days.

The district administration has sent a notice to the University in this regard, sources said. Deputy commissioner R Vishal has said that this step has been taken after discrepancies were found in land conversion by the University.

The University had been granted 269 acres of land from the government to build the educational centre. It is alleged that out the 269 acres, only 52 acres of land was used for its actual purpose, while the rest 109 acres were used for some different purpose (construction of hostel building). The University then applied to the government for conversion of the 109 acres, and during examination of the plea, the district administration reportedly found that the University had constructed a building on this land without approval and even before its conversion.

Hence, as per the Land Act of 1964, the district administration has, in a notice dated Thursday June 25, asked the University to pay Rs 1,123 crore within 30 days, it is learnt.


Manipal University clarifies

Meanwhile, in a statement to the media, Manipal University clarfied that there has been no misuse of the land granted by the government, and that the allegations were incorrect.

Manipal University registrar Dr G K Prabhu said it was incorrect to say that Manipal University has not used the land in question to build infrastructure for educational purposes. Dr Prabhu emphatically said, "Every piece of land has been used for the purpose of education for which it was given to us about half a century ago.

"We will seek clarification from the department concerned as it has been brought to our notice only today. The buildings existing in the said property are all authorized constructions. We have sought the permission and obtained license from the authority for all constructions. All the buildings existing in the said properties are constructed legally by obtaining commencement certificate, license and we even have the occupancy certificate and door numbers from the municipality," Dr Prabhu said.

It may be mentioned here that the notice says partial misuse of most of the surveys and only two plots of land have been shown to be wholly misused. Dr Prabhu said, "A similar notice was sent by the authorities in 2000. We appealed in the high court of Karnataka and the court upheld our appeal."

"Vide order number W P No 34051/2000, the High Court categorically said in its judgment that a mere re-arrangement does not amount to violation of the conditions of the grant. It further noted that Manipal University was entitled to use the land for whatever purpose connected to education," adds the clarification from Manipal University.

    If rules dictate that hostel cannot be built then manipal broke it.
    As usual Indians breaking rules and expecting no fines. Country had gone bad because of these kind of behavior and the chamchas who support them.

    Not withstanding the fine institution that has been created, but misusing of land obtained from Govt. at peanut prices is wrong and not justifiable!!

    Most of the corporates get large swathes of land for peanut prices from the Govt. which they use flouting the rules and used to generate tons of profits without any extra benefit/share of profit going to the Govt. which can be used for development purposes!!

    A few month back there was some RTI exposure of an illegal electric connection and loss to MESCOM of crores of rupees by an institution in Mangluru, after that no news, looks like it is forgotten now, as usual!! Jai Hind!!

    Let us not underestimate the development that Mnaipal University had rendered to south Kanara District. If Mangalore and Udupi district are economically strong now its just because of the education imparted by Manipal University. Let these officials relaise that.

    Sandy, if properly tax is paid then this is diamond goose!. fraction of tax is only paid!. Everyone knows this. In that way we can allow Reddy's to continue mining because they pay good amount of taxes!. 90% is underground!

    Because of Manipal, Udupi is existing..otherwise there is no big difference between Udupi and Kundapra..!! District admin must understand that hostel was constructed for students and not for Tourists..So,Hostel is a part of educational system..Infact,District admin must congratulate University for their wonderful service to Society..(Management donation tekondu duddu maadtaaro ilvo adu bere vishya..adra bagge illi tale kedisodu beda)

    Samanya Jana, You are not samanya is evident from your comments!. Just maintaining neatness is not the criterion for saying they are good!. All most all in Udupi and Manipal know what is happening in this place and money power has kept the arm of law at a safe distance!. Just watch, DC Vishal will be transferred shortly to a insignificant place!. Almost all publications allow negative comments in their readers views but the publications that are from Manipal dont allow such things!

    Harassment by the Bureaucracy. A Fit example for the case study. How come, the municipality has not had any problem for all these 50 years of existence of these institution. If at all these irregularities are true, how this 1123 crores will help them in setting the fault right.
    Just go to the University campus and see for yourself, how they maintain the environment and cleanliness there. I Think the whole UDUPI should be entrusted to this university for Maintaining the cleanliness and environment and the salary of all these administrators, paid to university as their charges.
    God Knows who gave these administrators a degree.

    But they have built a NRI hostel for which they charge astronomical sums and also many other businesss establishments have come up!. You have to talk to insiders there to see how much they violate laws of the land.

    dont you think that the rules/notices/allegations are waste of time /money/energy.

    the allegation as per daiji news is the land meant for educational institution was used for hostel!

    what non-sense... without hostel how can you build an educational campus !!!

    one single descent hospital could not be constructed by the govt sector... which i finding silly mistakes in manipal campus.

    with this attitude, India will never improve.

    if entire manipal campus, which is a success story is given to the government for free, can govt run that for one full academic year without controversy, efficiently?

    disgusting !!!!!though i am not supporter of capitation mafia.
