May be he is not getting what is required at his home. Charbi is high in his blood. For police it is only pending case no. 21 when he is caught for another offence in future.

Calling eve teasing or stalking as ' rape' or ' harassment' is a insult to real rape victims. He looks like a Road Romeo , a kind of alpha male who loiters around creating nuisance but not a seasoned criminal though. His disputed previous complaints has to be checked for genuineness. Because when such arrests happen , lot of bogus women come forward and make false complaints to increase the potency of case. If he is a play boy , that's his choice , unless until no force involved. Also the communal angle also has to be watched out.

If he is a habitual offender, has 20 cases against him and still roaming free!?. That means in each of the 20 cases he has been arrested and let free!. Now its 21st time he is getting arrested and next time we will see news reports that he is having 21 cases against him!. Strange is our law enforcement and justice system!

His private part should be disfigured Permanently.Because he has 20 rape attempt and harassment cases which did not deter his 'HALCUT' action still.Permanent solution is required and court of law will not do justice.
