Mandya, Jun 28: “If the institution which is supposed to stop corruption itself has corruption within it, then it is better to close it,” opined Justice Santosh Hegde, former chief of Lokayukta. He was speaking to journalists in Mandya.

“People have faith in Lokayukta. But when they learn that Lokayukta also has corruption within it, and then they lose their faith in it. We have a very strong Lokayukta in the country. And if the corruption affects the Lokayukta, it is better to close it instead of doing drama,” Justice Hegde added.

“A higher agency should probe the corruption within Lokayukta. For these types of cases, CBI investigation is better than CID one. Government should have intervened in this matter. It is sad to see Lokayukta not subjecting itself to proper investigation from an outside agency. The investigation which it has ordered is not right,” Justice Hegde continued.

Justice Hegde also said “There is no guarantee that fair justice will prevail as the CCB chief Chandrashekar‘s own house was raided by Lokayukta.”

Justice Hegde opined that new Lokayukta laws are not required now. Instead Lokayukta should be given more powers and it should engage itself in transparent manner to help the common people.

Meanwhile CCB chief Chandrashekar has written a letter to Lokayukta Justice Y Bhaskar Rao to reconsider his decision of CCB investigating the corruption in Lokayukta. He has said that Ramanjaneya the former special deputy commissioner of Bengaluru, is his uncle and Lokayukta has a case against Ramanjaneya in progress. Hence for moral reasons he feels that he cannot pursue the case.

On Friday Justice Bhaskar Rao had ordered CCB to investigate the corruption said to be prevailing within Lokayukta.

 

Lokayukta took hasty decision on probe into graft, says Justice Adi

Udupi, Jun 28 (DHNS): The UpaLokayukta on Saturday said the Lokayukta had taken a hasty decision to hand over the probe into the charges of corruption at the ombudsman’s office in Bengaluru to the Central Crime Branch (CCB).

Addressing media persons here, Justice Subhash Adi said Lokayukta Y Bhaskar Rao’s decision was unexpected. “He has taken a hasty decision following reports in the media of his son’s involvement in the alleged corruption at the watchdog’s office,” he said.

Adi said the CCB was not a competent authority and was ranked below the institution of Lokayukta. “It cannot dig out the truth because it is susceptible to influence,” he added.

Terming the Lokayukta’s decision as “unfortunate”, Adi said the inquiry should be handled either by the Lokyukta or by the Central Bureau of Investigation.

He said no decision on the probe had been taken till Thursday evening and that Justice Rao had informed him about the CCB handling it, while he was at a meeting in Mangaluru. “There was not a even hint... the Lokayukta suddenly told me the investigating agency would be different. Since then I have not been in touch with him,” he said.

He said an impartial and in-depth probe into alleged corruption at the ombudsman’s office was the need of the hour. However, he said the CCB inquiry was in progress. “I am in constant touch with the investigating officials and I’m keeping abreast of the developments. It’s not proper to interfere in the inquiry which is under way.”

Clamour grows

The clamour for the Lokyukta’s resignation is growing. ‘Save Lokayukta Institution Action Forum’ on Saturday demanded that Lokayukta Justice Y Bhaskar Rao step down to facilitate a free and fair investigation into the multi-crore corruption charges at the Lokayukta office, reports DHNS from Bengaluru.

The forum convenor, B M Shivakumar, stated in a press release that if the Lokayukta did not step down, they would be forced to launch a statewide agitation. The forum will stage a demonstration on Sunday at 11 am near Gandhi Bhavan in the City against the Lokayukta.

Social activist Saidatta, too, has demanded a probe by the Central Bureau of Investigation (CBI) to uphold the dignity and sanctity of the Lokayukta institution. He urged the State government to take an initiative in this regard.

    Why Sangh Parivar people are so jealous about Santhosh Hegde?
    It is the same Sangh Parivar who secretly offered to make Hegde the Vice President of India after they come to power if at all Hegde let Yeddy and Reddy off the hook and give his report favourable to Yeddy & Reddy. Just because Hegde did not oblige, these Sanghis leave no chance to insult Hegde in any social media.

    No one is jealous of Mr Hegde.
    He is a good man.
    Unfortunately his actions looked highly biased.
    What he did was 100% correct.
    He was focusing too much on one person.
    He pretended as though like a crusader against corruption.
    Simultaneously he avoided Anna Hazare. He did not speak a single word against UPA scams.

    1) "Congress looted the nation" - Why Modi then going around and building their memorials and asking people to follow them?

    2) 'Congress is most honest' - Nobody said congress is a party of saints, even congress does not claim that. There will always be people who mis-use power. But they can be brought to justice if law takes its course and police do its job - honestly. But a BJP party which claims they are all saints - try to save blue collared dawood ibrahim (chota Modi) - what can be said about their patriotism?
    3) 'why congress silent when NDA allocated blocks'. It was good policy, so UPA continued it. But, the problem with BJP when they do it, it is good, when others follow too that is a crime. Today, Modi following nuclear policy of MMS - nobody in congress claiming it is a crime.

    The bottomline is nobody can argue with a brainwashed mind. Earlier nagesh nayak was there, when got caught, he used to come back with usual abuses. The abuses remain same with all feku bhaths, logic does not matter. You are excused.

    When morality does not matter to Foreign Minister of India, Chief Minister of Rajastan, HRD Minister of India and a state Women and child welfare minister in maharastra, what kind of morality people can expect from anybody?

    If they were all their acts are honest and true, in that case Lokhayuktha too done the same.

    Maybe it is time to redefine morality. I read somewhere the ionic status of magnetic north pole and south pole interchange once in a million years. Meaning positive becomes negative and negative becomes positive. Earth is overdue they say, possibly it is already happened in India.

    Your argument coal was allocated at cheap rates by MMS. But, your problem like any of the BJP supporter.
    1) Coal blocks were allocated even prior to MMS coming to power, by BJP Govt to private businesses. Manmohan argued if we start auctioning coal blocks now in 2004, it will be unfair to the new bidders, as there are licenses already given.
    2) He then continued the policy, and amended the policy, where the coal extracted has to go only to Indian firms generating power and cement.
    3) He allocated licenses to businesses endorsed by State Govt.
    most of which BJP ruled states.

    The objectives were to have cement and electricity at an affordable level, boosting the economy.

    Post all coal-gate saga, SC cancelled all licenses and that becomes level playing ground for all.

    But there are problems, the auction, gives the companies right to sell anywhere. They have to recover the auction fees from consumers. Todate, there is 2lakh crore worth coal block auction. This money will be extracted by the business from the consumers and the coal will be sold at higher rate, meaning you will have higher electricity bills and cement prices.

    In a nut-shell, we have made our children or grand children, to pay higher prices for electricity and home.

    You will not understand it, probably after 30years, you will know it, with the electricity bills your family will get.
