To end parliament logjam, government to play Dalit card


New Delhi, July 24, (IANS): To end the impasse in parliament, the government is planning to bring out next week its trump card - two pending bills related to the empowerment and reservation for the Scheduled Castes and the Scheduled Tribes, something which the opposition will not be able to ignore.

The strategists for the government are of the view that this move will not only divide the opposition but also help in securing Dalit support in Bihar, where the assembly elections are due this year.

Sources said the government is planning to bring the bills - the Constitution (117th Amendment) Bill, 2012, that aims to provide quota in promotions and the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities Act), 1989, next week.

According to sources, Prime Minister Narendra Modi has directed Finance Minister Arun Jaitley, Parliamentary Affairs Minister M. Venkaiah Naidu and Home Minister Rajnath Singh to arrive at a consensus on these long-pending bills after discussing the issue with the party's SC/ST parliamentarians.

The 117th Constitution Amendment Bill providing for quota for the SCs and STs in government job promotions was passed by the Rajya Sabha in 2012, when the Congress-led UPA was in power. However, it could not be passed by the Lok Sabha as the Samjawadi Party opposed it.

Sources said that a Rajya Sabha member from Maharashtra, Amar Shankar Sable, recently gave a presentation on the amendment bill to Prime Minister Modi. Impressed by the presentation, Modi directed Naidu to hold discussions with Jaitley and Rajnath on the bill.

The three leaders were expected to hold a meeting on Friday but it was cancelled at the last minute. Sources said they will soon hold discussions on the subject.

The party's chief whip in the Lok Sabha, Arjun Ram Meghwal has also been asked to convene a meeting of SC/ST parliamentarians to know their views on these bills.

"If the government comes up with these bills, it will not be easy for the Congress, Bahujan Samaj Party and other parties to disrupt the proceeding of the house. If they choose to continue with their disruptions, the BJP will be in a position to term their move 'anti-Dalit'," a senior BJP leader told IANS on the condition of anonymity.

The Congress and the BSP have been supportive of these bills.

On Friday too, both houses of parliament were disrupted for the fourth consecutive day, washing out the first week of the monsoon session without transacting any major business.

The opposition is demanding the resignations of External Affairs Minister Sushma Swaraj and Rajasthan Chief Minister Vasundhara Raje for helping former Indian Premier League chief Lalit Modi, and of Madhya Pradesh Chief Minister Shivraj Singh Chouhan over the Vyapam scam issue.

The Congress, BSP and Left parties are vocal in demanding the resignations of the three BJP leaders.

    SC/ST, minority issues is became trumph card to all political parties now a days.

    may be after couple of years casts like Shetty, Brahmis, Jains and some other caste people have to fight for some reservations as 100% quota will be distributed with SC/ST, and minorities.

    Y dont these politicians distribute India as reservation? like 1/3 of India to SC/ST, 1/3 of India to Minorities and remaining 1/3 to OBC, General, Ex service man........

    yesturdays Mr. Owasis's comment was correct, as Menon from Minority he is eligible to get reservation for killing 257 innocent people.

    India will not improve unless these reservation get a fullstops. but unfortunately no politician will do.

    India is seen communal politics of BJP, murderous scam face of BJP through Vypam scam, corrupt face of BJP through reddy yeddy munde koda etc , treacherous face of BJP through raje and sushma, now if caste politics adds up that make it complete.

    At least a shamed congress could be pushed to sack ministers, but only a shameless BJP can continue with its scamster leaders. When it comes to governance terming farmers suicides as death due to impotency proves beyond every doubt, for anyone who still had any hope.

    It’s so ironic that it was the same Swaraj who in 2005 wanted the Parliament to stop and an FIR to be filed against the then External Affairs Minister Natwar Singh for his family’s alleged involvement in the Oil for Food scam in Iraq. In February 2014 (during UPA II), the same Swaraj again justified her party's relentless acrimony in the Parliament. The first eight sessions of UPA I, the “sitting time” lost to disruptions had reached an all-time high of 38 percent. The 15th Lok Sabha, with UPA II government, was the crowning glory of the BJP in disruption of the Parliament - at 61 percent, its productive time was the worst in Indian legislative history. During the same period, the record for Rajya Sabha was equally dismal - 66 percent. The UPA II could pass only 179 out of its planned 328 bills. Several serious pieces of legislation such as Women’s Reservation Bill, Direct Taxes Code, Micro Finance Bill, Judicial Standards and Accountability Bill and the Bill enabling the introduction of Goods and Services Tax just lapsed. What was more tragic was that 60 per cent of the question time was wasted by the BJP-led acrimony.
    The Congress can quote to Jaitely’s justification of the pandemonium in Parliament during UPA II: “If parliamentary accountability is subverted and a debate is intended to be used merely to put a lid on parliamentary accountability, it is then a legitimate tactic for the Opposition to expose the government through parliamentary instruments available at its command. The BJP is no stranger to double-speak. Whether it’s on secularism, communal riots, nuclear deal, FDI, or black money, it’s always armed with two convenient stock versions. Most of its leaders can instinctively speak with a forked tongue. What’s on display now is its double-speak on corruption, impropriety, ethics and parliamentary decorum. By exposing it, the Congress has nothing to lose. Anyway, the rulebook that the parliamentarians ought to go by has long since been thrown to the wind.

    Poor, handicapped people given reservation okay. But this SC/ST reservation has made a mess of our education and employment situation. Reserved category people are not able to interpret the rules properly and they make big problem to the people dealing with govt depts. Abdul, Narayan and D'Souza, who with 75% marks remain still as clerks whereas these SC/STs become Superintendents in 5 years. This year IIT has admitted SC/ST candidates who secured 6% (31 out of 504) marks in JEE, which will make our IIT engineers outside India to be teased and humiliated by foreigners. But, SC/ST is still a trump card for politicians

    BJP lead present NDA govt is finding it hard day by day to fulfill its sky high promises made during 2014 general election.

    The hype created by BJP under the leadership of our honorable PM Namo is now proving very painful & proving costly sooner than later (wait for Bihar election result).

    Growth/development/employment is soon become FEKU and will result in another subject matter of political rhetoric by the ruling BJP against opposition (specially on Congi).

    Above all the biggest destroyer of Hindustan's economy is going to be triggered by the down fall of global economy & stock markets.
    Indian public sector banks are going to be affected very badly due to NPA & bad loans (to the tune of 32 lac crores).

    Hindustan's stock market rise during the past 1-2 year largely driven by foreign money & easy money policy across the globe.

    If GST & Land bill is not passed in this parliament session, only god can save poor small investors.
