Udupi: Underpass at Karavali junction - Lasting solution or bigger problem?

Udupi, Oct 29: The chronic traffic problem being witnessed at Karavali junction here is now sought to be addressed by building underpasses soon. Work on service road connected with this work has been initiated. But the pertinent question here is whether this is the best and only solution that can address the traffic problem at the spot that has become grave.

K M Hegde, officer of National Highways Authority of India, said that the sketch for the two underpasses at the spot, which will be built at a cost of eight crore rupees, is ready. These underpasses will be of ten metres width and 5.5 metres in height, he explained.

Once the underpasses come into existences, vehicles moving between Malpe and Manipal will move on the lower road while the other buses move ahead directly. A need for underpasses at this spot was always felt but the process of release of grant was delayed. Service road on one side has already been completed, while the other road is being laid at a fast pace.

Like the Karavali Junction and Udyavar, Ambalpady Junction also happens to be the entry point into the city that is located on the national highway. But a final decision about the kind of bridge to be built there is yet to be taken. Officials say that the issue is still in discussion stage, and final decision may take some more time.

Although it looks as though the underpass at Udyavar has been completed, it has not been of much use. With the construction of service road on either sides of the highway from Udyavar to Balaipade, pressure on byass road is likely to become less.

Karavali Bypass Nagarika Samiti office bearers are against construction of over-bridge at this junction. They argue that this is totally unscientific, and it spoils the beauty of the city. Convener of the Samiti, Babu Amin, has been requesting the concerned to built over-bridge by erecting concrete pillars instead of filling mud. His argument is that this will enable pedestrians, old persons, women and children to cross the road. He adds that the space below the over-bridge can then be used for parking of light vehicles.

The construction of cattle-pass at Brahmavar, which was progressing at a snail's pace, is being readied for use by general public soon. Either because of political pressure, perfunctory, or just to finish off the work in a hurry, the work seems to be going on against scientific principles. The passengers using this stretch are worrying about problems waiting to happen. Anyway, strict adherence to road rules is the only alternative left for them now.

Underpass is coming to Udupi after several years since the work of bridge at Kundapur was completed. The concerned are better advised to undertake detailed studies in a scientific mannaer before taking a final decision. At present, when power goes off, automatic signals too go off at Karavali Junction. In such cases, rarely are the road rules followed. Therefore, the concerned, before blindly going ahead with the construction of underpass, should study the rush of traffic and ensure strict implementation of road rules.

K M Hegde says that as per the government order, this project has to be completed by June 2016. But the officials cannot say anything for sure now, as they too are mired in confusions on the issue.

Most importantly, the service road being built now is narrow and it may not be enough to control the traffic rush that is growing here. The engineers executing the contract work say that land acquisition process has not been completed yet in some places.

At the same time, people hope that the officials, if they work honestly, would be able to complete the underpass work at the earliest.

Do NOT follow foolish mangalore plan.
Why stop vehicles on NH. Build a wide flyover.

Not sure, why so much confusion.

With the monsoon condition in DK, a flyover is a far better option. Why not invite some foreign companies who can construct flyover in record period of time. Countries like Middle East, or Far East Asian Countries like Malaysia and Indonesia there are expert companies who will erect flyover without disturbing normal traffic. If we give it to an Indian construction company it will be a nighmare for the next 10 over years and flyovers will be of poor quality. We should bring in foreign completion inorder to have better infrastructure in DK.

Underpasses at Junctions are better than Flyovers as it does not alter the existing natural surroundings. But while planning the underpasses the Officials should take into considerations the projected Traffic volumes for the next twenty Years. Ten meter width of underpass will allow 2 lane traffic which may be sufficient at the moment but not for the future growth in Traffic. It is better to Build 3 lane underpasses now with little extra budget than facing traffic congestion again after 3-5 years.Any lane addition at that time will require 5 times more Budget budget allocation than constructing 3lane now.
Underpasses must have Rain water drainage system with lift stations and the collected water can be re harvested.

Underpass near the city perfectly and permanently divides the city. As the Malpe-Manipal road is state highway, and for any future expansion, this proposed underpass shuts the door permanently... becomes great wall of Udupi.. instead, flyover not only gives beauty look to Udupi, but also keeps its under spacious way for future traffic management and other purpose.. NH Authority plans perfectly but always lacks local study and feedback from locals who knows better local geography... this creates ultimate rejection and protests from locals everywhere..

The problem is, there is no strict control on planners and contractors. Most govt jobs are below standard and project takes ages to complete! Big penalty for low quality and delay of project will make things better! Best solution is give the contact to reputed foreign company with deadline! We will save double the money in next 1 years on maintenance, patch work and repair! Our politicians lack will! They are hovering around votes and manipulations that makes contractors and govt officers grazing easy! Indian engineers are performing wonders worldwide, having highway and road engineering subjects in several engineering colleges in DK....,reservation employment with low brain killing anything good that may happen!!

Flyover is always a better option….underpass not advisable during rainy season and to construction drainage. For local traffic all connected to beneath the flyover and NH 66 should not effect for long route vehicles. They should use flyover while crossing karavali junction

hello boss. One underpass has become a fun topic and currently used as a swimming pool at Padil. For details contact Mangalore DC / MP or Sadananda Gowda who laid foundation for that underpass. It has become a s#it. You will realize it if you visit the place. During rainy season it was like huge lake and then public declared it as a free swimming pool. So, better you think of a fly over and please plan for a bigger one which will help for decades , not a small one surviving current need. No, please think beyond few decades and plan it. Let that be a best example for the Mangalore authorities.

Pls think of underpass during heavy rainy season in Udupi. Without proper draining facilities for water, the underpass will be flooded with water stopping vehicles from even entering inside the underpass. I opine overhead bridge would be better compared to underpass, provided there are no money hoggers which will spoil the quality and strength of the bridge. Yena panpar bandhule.

Agreed. I had mentioned about the need to have about 20-25 flyovers at different locations from Mangalore to Kundapur because of the unique nature of the two highly populated coastal districts back in 2013. Sure, flyover will be more costly than underpass, but it will result in less traffic issues at all those junction points. Service roads needs to be there on either side of these flyovers for local traffic to pass through.
