No value for announcement made by Railway Minister? HC asks

Bengaluru, Jan 23: The state High Court on Friday came down heavily on the railway ministry for not keeping the promise of introducing a new service between Bengaluru and Mangaluru. The railway minister had made the promise in the 2014-2015 budget. But no train service has been introduced yet.

“There is no value for the announcement made by the railway minister? Can his ministry go against his word? Once a promise is made, it should be kept. Why the rail service has not been introduced yet?” asked the divisional bench of the High Court comprising acting chief justice S K Mukherjee and justice Ravi Malimata in a ruling pertaining to the public interest litigation (PIL) filed by railway traveller’s association. The association had moved the court with the PIL requesting it to order the railway department to implement the promise made.

The lawyers representing the railways replied that railway department has its own internal guidelines for implementation for the execution of any project. There are many discussions to be held chaired by chief security commissioner keeping the security into consideration.

The bench which was not pleased with explanation given by the railway lawyers asked them “The main purpose of the budget is to tell the people about the plans of the government. Once the announcement is made in the budget, it needs to be implemented. Can anybody in the department go against the promise of the minister?” asked justice Malimata.

“I do not agree with your opinion that if only of the railway department relaxes few guidelines, and then only the service could be introduced faster. Does not the minister discuss security measures and other aspects with the chief security commissioner before making any announcement? We cannot buy your argument. The railway minister has to follow what he says. If the railway minister does not have any value for his words, please tell so. We will record it in the court.” said justice Malimata.

Later it was decided to summon the chief security commissioner as respondent and the matter was adjourned.

    Railways promised to reduce the travel time from Mysore to Bengaluru by 30 minutes once the double track was complete. 138kms of double track completed the trains still take 3 hours or more to reach bengaluru. The reason given is there is no platform available to park the train and there is a need for 5 additional platforms to be made ready.Whether the railway minister is aware of how the railways manage their affairs is a mystery? This is the consequence of "Less Government and more governance".The story goes on. Now focus is on UP elections. Another bundle of fibs fed to the masses as a reward for 80 Lok Sabha seats.

    This announcement in the 2014-15 budget was made by Mr. DVS who later also admitted that it was impossible to create a separate division for Mangalore. He was totally under the influence control of the Mallu Lobby. While the (unnecessary) Byndoor – Kasaragod train was introduced for the benefit of Mallus traveling to Kollur Mookambika, the B’luru – M’luru train was withheld indefinitely.

    Mr. John Pls do not write without proper proof and documentation. I agree DVS had approved for BLR MLR day train but there are severe restrictions in operation of passenger trains from Sakleshpura to Subramanya Rd. Pls note in 2004 HMRDC was formed for guage coversion from Sakleshpura to Subramanya Rd. This was a PPP and contract was for 25 yrs. In this contract it is clearly mentioned that 20 Goods train and max 4 passenger trains can run in a day and this contract is valid for 25 yrs. If you want to break the contract a huge penalty has to be paid. On the whole this was done so that Railways can make more money through runnings of Freight trains. Pls note State Govt is also one of the partner in this contract. Why our so called Veteran Politicians from Coastal K'taka oppose this contract in 2004. Basically our Politicans particularly from K'taka state only talk of giving rice at 1Re etc etc but in these matters they don't get involved like other states. Now for running more trains Commissioner of Railway safety has to co -ordinate with HMRDC and HMRDC has clearly rejected it. Hence we are having issues and it has gone to court. When Mallikarjun Kharge was the RM he wanted the Mlr - Secunderabad via Hassan but HMRDC rejected it. Also when KR was formed it was decided that MLR will be a part of KR. IN 1998 when KR was operational why our so called veteran Politicans from Coastal Karnataka Janardhan Poojary, Oscar Fernandes and Veerappa Moily oppose MLR not being part of KR. We need politicians who think in a broad way which is beneficial to us which is not happening particularly in K'taka State. Now we are crying for a Mlr Dvsn. To make a dvsn we need lines and MLR does not have the rgd lines for making a dvsn since a few kms away KR jusridiction starts. The only option is to merge Mlr dvn with KR. This was in final stage when DVS was the RM and he could not since he was moved to Law ministry. Pls note I'm not a supporter of any political. I'm a Rail fan

    Most of the people like to travel in train as it is cheaper and take less time. But Udupi/Mangalore people cant travel in train as it takes more time. They unwillingly travel by bus as it takes less time eventhough it is expensive for them. By train it takes around 12 hrs whereas by bus it takes around 9 hrs. If the railway wants to increase their earning then change the route and decrease the time. Once this happens even the bus fare will come down.

    Even I noticed this many times >>> people travelling from Karwar to Mangalore >> get-down at UDUPI and take a bus to reach Mangalore before train reaches.
