Mangaluru: Government official collapses on being grilled by Ugrappa

Mangaluru, Jan 24: In a rare incident, a government official collapsed while he was being taken to task by Congress politician V S Ugrappa in the city on Saturday, January 23.

Sundara Poojary, deputy director at department of woman and child development, was admitted to a private hospital after he collapsed during a meeting chaired by Ugrappa.

The incident happened when V S Ugrappa, who had come to city in his capacity as the chairman of the expert committee on preventing sexual violence against women and children, grew upset with Poojary and shouted at him.

As per details, Ugrappa demanded to know a few facts and figures pertaining to the department. Though Poojary briefed him and supplied the figures, Ugrappa was not happy. He reportedly told Poojary, "You should be thrown into the Netravati River. If I had the power, I would have dismissed you by now. The deputy commissioner (DC) should take action against you."

Hurt by the words, Poojary lost control of himself and fainted. Other officials who were near him tried their best to help him. But subsequently he had to be taken to a hospital in a police van for further treatment.

Ugrappa had presided over a meeting at zilla panchayat hall where district level officials participated. Ugrappa advised the deputy commissioner A B Ibrahim to submit a report on why the sex ratio of women had decreased in Dakshina Kannada district. Presently the sex ratio of women to men has come down to 947 (for 1000 men) in the age bracket of 0 to 6 years while it used to be 1019 to 1000 in 2011-12. Out of 2,08,297 births recorded, 1,06,985 were male and 1,01,312 were female.

    U better mind ur words. If ur so bothered come nd enquire the incident briefly. Ugrappa asked a question regarding a issue which is not at all related to Mr.poojarys department. Maybe if ur grilled fr a mistake which u have not committed then u would come to no wat poojary had felt. It's very easy to point ur fingers on govt officials but mayb if u b a govt official one ull go the bitter side of it :)

    It is un usual that a Govt Official is being questioned for what they are supposed to do & hwy it has not been done. Forget any Citizen doing this, even senior officials are not suppose to question them coz they are not used to it.
    But I would say that language used by Ugrappa is non parliamentary. My feeling is that " Politicians should mind your language " when you deal with officials n general public.
    On other hand, if local officer was upright n was duty bound and had his facts n figures intact, why should you fear any seniors? Only when you are guilty of not doing your job, you will have this kind of feeling. Now being in hospital he takes his time to produce details that have been asked for. So escapism in disguise..! Be sincere in what you do all of you guys, coz educated public is watching you all. !!

    may be these officials are not used such kind of drilling. They are on their on... I mean these govt officials. They don't expect anybody to question them on their work and performance. Now this is new trend that if anybody drill you... instead of justifying their works with valid justifications, you just collapse. That will safeguard you.

    Minister and all those who are concerned about this knows why the ratio is going down. Why many parents decide not to have female kids. Due so many social evil now prevalent in society, like dowry, huge expenses of getting girls married etc, plus the status of parents some times become so humble, they have to bow down to demands.
    Ugrappa is getting ugra instead of advising a proper solution
    Every body wants to display power on phone, on public meeting..
    Not a healthy sign of team work
    You wont get long term solution in dictatorship
    What action they have taken to address such issues so far?

    It is not at all what you are all saying.
    As there is a tendency to do away female being born, Mr. Ugrappa's question to Poojary may have been, whether he had looked into the matter for the falling ratio. Whether female foeticide outside the legal channels of abortions is taking place.
    The falling female ratio suggests that such abortions may be taking place.
    I think it is Mr. Poojary's responsibility to look into that.
    I think it is a serious matter as the Govt. is trying in every way to save "Girl Child"

    Granted that the officer failed
    to respond properly.But how Ugrappa can use such harsh and intemperate language in a public forum. If the officer has not done his duty,recommend admini-
    strative action against him.
    But how can you expect respect for human dignity from Ugrappa like politicians,who have become
    MLC's and Chairpersons of countless committees by holding the dhoti for Siddaramaiah.

    I don't think there is a female foeticide is active in Mangalore and Udupi dist. If the sex ratio is not matching, its not this officials mistake. But looks like people started calculating on Chinese birth chart )

    Mr. Poojary has not done his work what he is supposed to do - to investigate why the female ratio has come down drastically which points out to possible female foeticide. Please read the last para. Siddu is Karnataka's CM who through Mr. Ugrappa like officials asks for the reports. As such Mr. Ugrappa needed the details from S. Poojary who was unable to furnish.
    We all know what type of language we use when demanding explanations and do not get them. It is usually spoken that way all over Karnatka or even all over India. Nothing to make big about it.

    Most of the government departments having handful staff members - according to me about 50% to 60% vacancies not filled for a long period. May be Government does not have money to fill this vacancies. In such situation how do you expect smooth administration? Most of the government officers work under tremendous pressure due to this. If I am wrong, let the Government publish the white paper on vacancy situation. Education department itself shortage of 25,000 to 30,000 teachers. Every years 5000 teachers are retiring and no fresh appointments. How the Govt. School survive ? Fortunately after three years, this govt. yesterday given clearance to appoint 9500 teachers.

    Mr. Ugrappa you should try to understand that Mr. Poojary or deputy commissioner A B Ibrahim are not Gods to tell you why the sex ratio of women have decreased in Dakshina Kannada district. Mangalore is not district like North Karnataka or North India. If you check in our co-ed colleges or schools we have almost the same ratio of Boys and Girls in Dakshina Kannada district. In fact children our Gods gift.
