UAE-aided Mangaluru strategic oil storage to be ready soon


New Delhi, Feb 10 (IANS): The construction of India's strategic petroleum storage in Karnataka's Mangaluru with the assistance of the UAE's Abu Dhabi National Oil Company is proceeding on schedule and will be completed soon, the government said on Wednesday.

According to an Indian petroleum ministry release here, this was mentioned by Petroleum Minister Dharmendra Pradhan in his meeting here with United Arab Emirates Energy Minister Suhail Mohammed Al Mazrouei, ahead of the India visit of Abu Dhabi's Crown Prince, Sheikh Mohammed Bin Zayed Al Nahyan.

"Pradhan expressed happiness that Abu Dhabi National Oil Company (ADNOC) was working with Indian Strategic Petroleum Reserve Ltd. (ISPRL) on the strategic reserve project in Mangalore (Mangaluru). He conveyed that the project was on track and will be concluded soon," an official statement here said following the meeting.

India, which imports nearly 80 percent of its crude oil needs, is building underground storages at Visakhapatnam in Andhra Pradesh and Mangaluru and Padur in Karnataka to store about 5.33 million tonnes of crude oil to guard against global price surges and supply disruptions.

Some months after taking charge of the petroleum ministry in 2014, Pradhan had informed parliament that ADNOC and Kuwait Petroleum Corp had shown interest in hiring a part of India's strategic oil storage.

The storages at Visakhapatnam, Mangaluru and Padur will be enough to meet the country's oil requirement of about 10 days.

At Wednesday's meeting, Pradhan said state-run Indian explorers are interested in acquiring producing assets participatiing in the prospective exploration rounds in UAE, the statement said.

"He (Pradhan) also conveyed that Indian companies are interested in acquiring a stake in Abu Dhabi Company for Onshore Petroleum Operations (ADCO) for onshore oil operations," it said.

Briefing the UAE minister on various state-run projects in India's hydrocarbon sector, Pradhan "sought investments from UAE in these important projects which were at various levels of maturity and development, and required investment for the next 4 months to 4 years along with equity participation", the statement added.

Declaring that India was trying to import more crude from UAE, Pradhan sought favourable terms ffor crude oil and natural gas imports from the Gulf country, it added.

    I hope after the UAE-aided Mangalure strategic oil storage is ready the cost of petrol, diesel and LPG will come down and not shoot up giving some flimsy reasons.

    The average price of oil is $30 a barrel (160 litres). The avg. price p/ltr is Rs. 13/-, I assume the avg. price for fuel in India is Rs. 60/- (current price). By this logic we are paying close to 450% as taxes, which is exorbitant. The government should inform the country on a quarterly basis on cess, VAT and other taxes charged. This will build confidence amongst citizens and transparency in governance.

    Recently there was a column in Gulf News on oil price in India. The taxes are higher than the petrol price in India. We pay 57% percent taxes. 150% of taxes were increased since Jan 2015.

    crude from overseas wells does not go straight to our fuel stations. Right from oil marketing companies to refineries to dealers to VAT and then to fuel stations. Thoda toh karcha lagega na bhai...

    Yes I agree with you. But I wanted to know from where you got the basic price. Assume that for buying one kg of rice it costs approx Rs: 25/Kg. & same can be served to minimum 3-4 persons.
    1. My Point is will you serve the rice directly to people without converting it to eatable food. Can you convert the rice it eatable without any cost. Just think for making it ready food we have to clean the rice & boil it. Again for this purpose you are going to charge for your labour, gas etc. Finally you may charge Rs: 40-50/Person.
    2. Same way, the cost which you are pointed is for Crude oil & not for pure petrol. For refining the crude oil & converting it to its products it involves lengthy process & huge costs involved in it. Even after refining you cannot get the petrol directly from refining company & it should be delivered through supply chains. For these steps government has to pay commission & charge tax on it for income. Hope you understand the points.
    Due to the lack of information’s we common people thinks that something is going on. For this purpose Government should educate the people on this subject & misunderstandings can be avoided easily.
    Hence i request everyone not to comment on any subject matter without knowing the actual facts. It leads to misunderstanding

    Present crude oil price is Rs-12/ltr add another 12 for refining and logistics it would be 24.

    Average price of crude today is about 30 Dollars per barrel. When processed, it gives 87 litre petrol, 50 litre diesel and varying amount of Jet fuel, LPG, other distillates and tar. According to calculations, cost of petrol in India works out to Rs 23 per litre, as reported by Oil Bulletin.
