Mangaluru: HOPCOMS evades rent payment for 28 years, MCC mum

Mangaluru, Feb 16: Every government concern keeps track on rentals which fall due for payment to it at the end of each month. If someone hires a government building or space, government agencies make sure that rent is paid without any delay every month. In case of non-payment, officials visit the spot, and sometimes drive away the tenants if they are unwilling to clear the dues.

But strangely, it has been revealed that Horticultural Producers Cooperative Marketing and Processing Society (HOPCOMS), which was given spaces in the city by the government to enable it to market its produce without the intervention of middlemen, has not paid rent for the last 28 years.

HOPCOMS runs eight stalls within the city. All these stalls have failed to pay any rent to the city corporation since the last 28 years. This fact came into the open on the basis of documents obtained by an RTI activist, Hanumanth Kamath. All these stalls, which started operations here in 1988, stand in government land and are expected to pay rent to the city corporation. The rent due from them including overdue interest for delayed payments work out to a few crore rupees. It is said that HOPCOMS which has control over these stalls, too has remained silent in the matter.

Hanumanth Kamath has demanded serving of notices to the concerned. He also feels that city corporation officials are hand in glove in this scandal, and that they have got gratification by way of free supply of vegetables and fruits to their homes in place of rent payment. Even though the Hopscom's shops were permitted to operate on temporary basis and MCC does not have any documents regarding this. Initially the shops were given the permission according to DC's order. I feel even the corporators are also involved in this.

When contacted, deputy director of horticulture department Yogish H R washed his hands of the matter, stating that 'Belegarara Sangha' handles the HOPCOMS and that the horticulture department was not responsible for its operations.

Commissioner of MCC Dr H N Gopalkrishna was unavailable for comment.

Mayor of MCC Jacintha Alfred said, "We are aware of this and it has already been discussed in the meeting of the standing committee for taxation. According to the rules and regulations, we will soon serve notice to the HOPCOMS and will internally investigate as to who are the officials responsible for this and take appropriate action against them."

    No taxes paid for 28years?everybody was sleeping?Now everyone is putting or pushing the fault on others.means noone was interested to go through the work they had to do.Now will be a good amount of Money come together.Documents are failing ,is not new in public Offices.We too had the experience of such as the kankanady panchayat was moved to other place important documents regarding house were missing.careless policy.who cares when someones papers are not there,afterall it is not ours like.

    It is unbelievable that HOPCOMS has not paid rent for 28 years. Somebody is getting benefit from this. How can MCC be mum on such a vital issue.Something is fishy about this.

    If fruits/veg. were being supplied to Corporation Team/family members that would naturally effect the stock and to maintain profit they have to make some price adjustment!

    The rates for most of the fruits & vegetables in HOPCOMS are higher than that of the retailers and that too without rent for 28 Years. All the corrupt must be booked at the earliest.

    Permission given to operate temporary stalls for HAPCOM to support local grovers and agriculturists so that they get better value for their crop.
    BUT we cannot see any local products in any of the outlets.The rates are on higher part comparing to price at Central market.
    HAPCOM stall in Kankanadi has covered entire foot path disturbing the pedestrians.Good for nothing outlets.Wind it up or shift them all to Horticulture compound at Bendoor.

    Good work Mr. Hanumanth Kamath. Both the BJP and Congress should be wiped out from MCC, then only we can expect some change in society. My vote for Aam Aadmi Party(AAP) in coming municipal election of Mangaluru.

    Unless somebody like Hanumanth Kamath, an RTI activist brings the issue to the notice of MCC, the MCC officials are all sleeping or may be acting as long as they are enjoying their free quota of required household items like vegetables, fruits.How many are such things, irregularities are happening with or without the notice of concerned authorities, God only knows.
    Somebody like Hnumanth Kamath should dig it further to reveal the complete hidden stories. Shameless people, enjoying at the cost of tax payer’s money and playing with the lives of common, middle class and poor people. Concerned officers, authorities should get everything at free of cost and rest should shoulder the burden for them.
    Along with HOPCOM,MCC concerned authorities also should be fined for their negligence/lapse of not collecting rent for all these 28 years.
