Belagavi: Modi urges farmers to reap crop insurance benefit, asks parties to help link rivers


Belagavi, Feb 28 (DHNS): The Centre will not hesitate to spend for the welfare of farmers, said Prime Minister Narendra Modi, as he set out to explain details of the Pradhan Mantri Fasal Bima Yojana at a farmers’ convention in Belagavi on Saturday.

Modi said the scheme has been brought into effect after rectifying shortcomings in the earlier version and appealed to farmers to avail of its benefits.

Addressing the convention organised by the Bharatiya Janata Party at the Angadi Institute of Technology and Management, Modi said farmers who are not able to cultivate lands due to dry spells during the sowing season would also get insurance cover.

“Earlier, farmers had no faith in crop insurance schemes and hence only 20% of them opted for them. Now, we want to ensure 50% of the farmers avail the insurance,” said Modi.

“The crop insurance scheme was first implemented during then prime minister Atal Bihari Vajpayee’s tenure. After successive governments changed its provisions, farmers began to shy away from the scheme. Due to high premium, only 20% of the farmers have opted for the insurance. Shortcomings in the scheme have been rectified after talks with farmers and experts and sowing season-wise premium has also been fixed,” he said.

Farmers who suffer crop losses within 14 days of harvesting their crops due to natural calamities like rains and hailstorms would also get the benefit of the insurance.

Every individual farmer could get the claims irrespective of the losses or crop yield in their neighbourhood, he added.

“We want to ensure that the money meant for farmers goes directly to them through Jan Dhan accounts. Our track record says that farmers trust our government. We want to transform lives of the poor and villages,” Modi stated.

Modi said that the Rs 1,540 crore the Centre had released as compensation to farmers who suffered losses during the kharif season in Karnataka, was not credited to their accounts till the Union government applied pressure.

 

Shed differences, help link rivers, Modi tells parties

Prime Minister Narendra Modi called upon political parties to set aside differences and help implement the river-linking project. Modi was addressing a farmers’ convention organised by the BJP in Belagavi on Saturday.

Modi, who was giving details of the Pradhan Mantri Fasal Bima Yojana, an crop insurance scheme in light of 1,000 farmer suicides in Karnataka in the past one year, said river-linking would save the country and help overcome water scarcity. “We must shed our differences and make up our minds to link rivers. Rivers, during floods, destroy crops and when they dry up, leave the farmers worried,” he said.

“After Independence, had water management been given preference, farmers would not have committed suicide due to crop failure during drought and natural calamities. Water, if available, will help farmers reap gold from every drop,” he said.

He said the government has been giving a thrust for ‘Krishi Sinchan’ programmes and has provided funds of Rs 50,000 crore to provide facilties to farmers. “Water management is needed. Many countries with scanty rain and without rivers have shown that good agriculture is possible with water management. Israel has achieved agriculture revolution.”

Every drop of water needs to be conserved. Water cannot be manufactured in factories and it’s a gift of God which needs to be respected. Changes have been made in the Mahatma Gandhi National Rural Employment Guarantee Scheme and stress has been given on asset creation with priority for water projects like canal repairs, creation of check dams and lake conservation. It would improve water table. Methods like per drop, more crop of irrigation are vital and have helped farmers immensely, Modi said.

Drip irrigation, sprinkler-based system and micro agriculture programmes need to be implemented. Farmers should shed their concept of maximum use of water for irrigation. Micro irrigation has been showing results and sprinkler systems for sugarcane have improved yield. Water conserved from these forms of agriculture practice could be used for other purposes, he stated.

Soil health card systems have been brought into effect and it has been hoped to provide all the farmers cards by 2017 when the nation marks its 70 years of independence. Use of chemical fertilisers has been degrading agriculture lands. Soil samples collected from different lands and test reports would be made available to farmers that would guide them for taking remedial measures to change crop pattern, fertilsiers and other measures, Modi said and called young innovators to invent systems that would help the farmers test soil on their land. He also asked them to establish soil testing laboratories at taluk level for which government would provide funds from the Mudra Bank.

“We have stopped theft of fertilisers. Another initiative we began was neem coated urea, which was only on paper until now. Earlier states used to write to the Centre for fertilisers, but since we took office, there has been no scarcity of urea. Those raising a voice against me were the elements who were earlier raking benefits by blackmarketing urea. As promised, we are not allowing anyone to loot government coffers,” he said.

    Very good move to help out the farmers.

    To tell you the TRUTH, to receive this crop insurance money, the sanctioned farmer has run from post to pillar and any amount of corrupt officials to squeeze the farmer for money to just sign and pass the cheque. Any scheme of the Government is very very cumbersome and tedious job to realize the sanctioned amount.

    Hope the PM looks into these lapses. Money is granted but full amount is not received by the target person.

    Because of illiteracy most of our farmers feel very bad to deal with the Government offices. And this results in less that 20% farmers benefing from such schemes.

    Modi's idea is brilliant to fool the farmers. Who is going to pay the premium for the insurance? Anybody can buy an insurance policy and it is valid as long as you pay the premium. Already farmers are heavily in debt and how do they expect to buy insurance.

    I hope what Modiji says is implemented at least to the extent of 50%. Then farmers may benefit which will make them work well.
    It is alright to bring in new, newer schemes like this Insurance.
    If funds reach to the farmers account directly will really help.
    If claims too checked within a time limit (short) and settled directly to farmers accounts will also encourage the farmers to a great extent.
    Will it really happen? When those who process & settle claims start harassing and make the claimants agree to take only 25% of the claimed amounts, then it is a tragedy. People at the top will never know these farmers problems.
    Hope Modiji directly receives the complaints and checks the disbursements\takes action against greedy errant Govt. officials.

    I hope this scheme will succeed for the uplift of the farmers.

    (if farmers say no to "Dowry" then 90% of their problems will be solved. Then no need to take loans and commit suicide. Most of the loans raised are unrelated to farming - Marriages\festivals\deity appeasement and last but not the least gambling\alcohol!)

I am involved in in one of the Central government scheme, things are changed lot. Officer are more Accountable now. Govt made it clear to us perform or perish. It takes time to see the result at root level. Yes this govt. was inherited with serious problems in India. PM & his team working round clock to fulfill the promises. There is no magic wand friends to change the things overnight.

    Farmers investing from bank loan to their corp. If the corps damaged by any purpose how these farmers can pay back their loan. Insurance is a not solution and also not easy to pay the premiums every month or quarterly. If MOdi pay their premiums freely benefits to our poor farmers.

    I hope people of Belgaum will not get carried with this Feku PM Modi. He has not been able to fulfill any of the promises of Lok Sabha Election. With recent Haryana riot turmoil, the PMO office has washed its hands off and unable to give any help to Haryana people inspite of campaigning heavily for Haryana assembly election. Today people have realised he is a fake. Our PM MOdi has faked his marriage, faked his degree, fakes his promises and now with no development or improvement in his governance than the previous one under congress rule, he has developed the new idea of Pseudo nationalist. Today BJP leaders and its workers have become Pseudo nationalist and telling the people listen and support BJP/RSS or else you will be called Anti-national. BJP and Its leaders have nothing to offer. Our PM makes such silly statements that "Gandhi family does not allow to run the parliament", the NGOs are causing problems to his governance and now he says that corrupted people are affecting his governance. He is an educated PM with anti intellectual ideas. It is time for people of India to send BJP/RSS back to their respective homes for good, so that this country is ruled by good and honest leaders. We don't want leaders who rule India on caste and religion lines.

    ..our national media instead of Highlighting these schemes which is beneficial to common man, farmers..goes behind JNU anti national slogan mongers..day in day out all news is about JNU, like these students won Olympic medals..sic#..there is Life/Accident insurance at a premium as low as Rs 12/-, there is crop insurance premium below the monthly mobile recharge bill..but how many knows this, why only Govt has to give advt, why cant our national media show social responsibility instead of only covering farmers suicides!..Insurance penetration is very very low in INDIA..Moreover, Insurance is perceived as investment option rather than life cover..there must be awareness on this rather than crying for compensation..

    Sab scheme KHANE KE LIYE HAI....Last year he introduced TWO insurance schemes for which the premiums were 330 and 12 per year...Thousands of crores must have been collected....CAN ANY ONE FROM THIS FORUM , CONFIRM THAT they have received the Insurance certificates.....

    1999 - 2004 there were no farmers suicides and no compensations were given to farmers???!!!

    Farmers committed suicides in 2004-2013 and the Manmohan Singh government has given compensations to farmers.

    In Maharastra no compensations from Fadnavis and from chaaiwaala.

    The UPA has introduced insurance to Farmers.

    Don't mislead dear bhuvan, insurance means the individual has to pay and take the policy. Its not free. Its a misleading.

    You people are like the credit card sellers, don't disclose the hidden cost, just directly show the benefits to the people and make them Ullu. The person only come to know at the time of repayment if he use the credit card (interest, interest on interest, late payment fee etc. etc).
