Bengaluru: 48 tonnes of drugs, 4,437 mobiles seized from jails in 5 years

Bengaluru, Mar 25: A whopping 43,778 kilograms (48 tonnes) of drugs including ganja, 4,437 mobile phones, 3,116 SIM cards, 1,211 mobile phone chargers, 3,307 batteries have been seized in jails across the state in the past 5 years, it has been revealed.

The comptroller and auditor general report presented on March 23 in the State Legislative Houses reveal the above facts.

The report was prepared after scrutinizing the records kept at 6 central jails, five district jails and 3 sub jails. 102 jails come under the home ministry which includes 70 taluk jails, 8 central jails, sub jails and other types of jails.

Bengaluru, Mysuru, Dharwad, Ballari, Belagavi and Tumakuru (women) central jails were considered among others for the purpose of this report.

Surprisingly the electronic detectors, which were purchased to detect the prohibited items, were not in working conditions in these jails. Measures were not even taken to get them repaired.

In Belagavi jail it was observed that only the food carried by the jail staff was screened. The vehicles which carried food materials to the jail were not checked at all. In Mysuru, Bengaluru and Tumakuru jails, the products prepared at the jails by the inmates were sent without making any entries in the book kept at the gates, the report mentions.

It was recommended to install CCTV cameras in all state prisons in 2009. This recommendation was implemented during the period of 2013-2015. 406 CCTV cameras were installed in 8 central prisons at a cost of Rs 17.87 crore in 2014. 58 CCTV cameras out of 75 CCTV cameras installed in 3 central prisons before 2014, were not working during the inspections this year.

The jammers used in many jails to prevent the use of mobile phones are not of much use, as they hardly functioned in most cases.

In addition to the above, 95 prisoners have escaped from the jails during the periods 2010-2015. While 45 had escaped from the jails, other 50 managed to give the slip to the police personnel at the courts where they were brought.

    Prison Authority itself is a failure in all jails.
    They are the culprits as they do not take action against the errant lower officers\cops for not checking everything that is coming in and that goes out.
    Or they do not take action because it is a nexus itself where spoils are shared by every one.
    There should be strict inquiry as to how such huge amounts of everything - from drugs to batteries can enter into secured prisons.
    There should be looking into which CCTV or other cameras placed in important locations get spoiled!!. Why immediate repairs are not taken up.
    They will not investigate as may be the portion of this dirty income goes upto may be the HM office.

    In a year, if prison\Aty could catch 7 tons drugs on average (this is confiscated part), what about the no. of tons of drug that has passed through successfully in to the prison.

    Catch\arrest policemen at the gates inside and outside and question them until they spill the beans. Many of them may not be alive after investigations start as they will be done away....
    Every where corruption with corrupt Minister\Jail Authorities and their staff....
    NO ONE CAN PUT AN END TO THIS RACKET AND MANY OTHER RACKETS INSIDE THE JAIL!!!

    we Need not find out why cameras are not working,or other methods dont.Simple as a open jail.No income for the watchman,or detectives when everything is watched out.Did any lokayukta looked in any of These watchers their assets?when we hear they dont look into the Food supplied in ,is everything clear.The van brings in not only Food for the body,but also necessary things to mind and out of jail.why should they in such state operate closed jail?Better Close all jails and set free.no personal is needed.no cctv camera.That Money can be used on other Projects.Or open a mobile shop at jail.

    Are they only depended upon drugs..upto now.
    What happened to meal given at regular intervals.
    Prison become a good joint to have drugs with security guards guarding 24 hours.
    What is happening in this congress rule...after debacle of almost all states.
    Let them change now there party name and merge with either CPI or AAP.
    Looks like some outsiders are having good time giving companion to prisoners.

    First investigate what was happening during BJP rule. It will give you sort of clear idea how they did it.
    In Delhi and BJP ruled States too you can make a study that is if you are really interested and then you do not have much to investigate in Congress ruled State. You will be shocked on your findings and make a comeback to original Party!!!.

    406 CCTV cameras were installed in 8 central prisons at a cost of Rs 17.87 crore in 2014. 58 CCTV cameras out of 75 CCTV cameras installed in 3 central prisons before 2014, were not working during the inspections this year.
    that means cost of installation of one CCTV is more than 4,40,000/- Rs. Four lakh forty thousand only. aerna ammerna kaas aer thinpini?

    Per Camera cost runs to 4.40 Lacs. At this price I can install cameras in Mars.
    This scam is bigger than 3G, 4G, 5G, 6G & FEKUGI ...

    The prisoners should have access to public telephone and allowed to speak to their advocates and family members. The general conception of the public is that all who are in jail are convicts. Public fail to realise that there are nearly 70% under trials among prisoners and many could come out without being convicted by the Courts of law when the offence is not proved. Under such circumstances the State and Society cannot treat the convicts and under trials alike and deny human rights to them in keeping contact with their lawyer or family members. There seems to be an urgent need for prison reforms. There is no attempt made by prison authorities towards the reformation of prisoners either by organising talks by eminent persons on personality development self control how to overcome depression sessions on the scriptures value based education hygiene etc., even when they are undertrials. The personnel who are to take care of them in prisons should be qualified with either Bachelor in Social Work or BA (Psychology) instead of recruiting persons with qualifications which do not help them first of all to understand themselves.Even the Jail authorities need to be trained on how to handle prisoners, on honesty, empathy, sympathy, punishment,etc. Merely giving figures that 48 tonnes of drugs was seized in a testimony that wrong persons are placed to monitor and correct the prisoners. In the present times, the attitude of society towards prisoner should also change.In many cases society is equally responsible for making a man a beast for the injustice caused to the person. Hence society should discharge its social responsibility by involving the corporates to invest money in training and skill development of prisoners.
